I've got a quite nice sum of isk but I can't figure out on what to spend it on.
Spending it on officer pvp ships would be stupid as I suck at pvp (go see my kb and laugh :).

You are rich if you have enough money to "passively" sustain your pvp habits, IMO.
I can, and do, fly faction fitted ships and lose them regularly (even a x-type fitted navy domi, yes...) and still keep my wallet up with marketing and invention.
I don't think that people with 10B consider themselves upper class, I think that starts with BPO owners , and 100B+

So whatever your biggest (isk costing) ship is your income should be 10x that.

I'd say rich is rather subjective in EVE. I've only got about 1.6b in cash, but I have all the ships and gear I really need because I rarely undock. By that standard, I have more than enough to keep me happy for a lifetime of EVE, so I'm rich. Were I involved in any risky activities, I'd consider myself quite poor.
I have enough ISK to give some away when I feel like it and not miss a dime of it. That's my standard of rich in this game.

There are people with 100 mille logging in and having a blast and there are people with 50 bille + who log in just because it is a habbit to play the game.
Richness in eve should be determined by the fun factor not the amount of isk since the isk is virtuall but the entertainment you get if you are having fun is reall.
Only difference is that some people need a higher amount of isk to achieve this fun but usually the more isk = the more bored.

Rich is relative to what you want out of the game, some need to have billions to either support some ego trip at having X billion in their wallet for no other reason than having it, while others strive to be able to buy top end gear and ships. On the other hand some feel happy to be able to replace the lost PvP ship soon as it blows so an income of between 20 mill and 500 mill a week suffices.
I am of the mind set that if I have a fat wallet then I am not getting out and losing enough ships and that isk is dead money.. Its not the best rule to live by but I have plenty of fun in the game and as a 7yr character never had more than 800 mill in my wallet and not missed it.

If you have a net worth of 10 billion and you're afraid of flying tech 2 ships, you either lose way, way too many ships, or you're careful at just pathological levels.

Richness is more of a portfolio of someones total assets but even more importantly their ability to make copious amount of money investing the money they already have. In simple terms I'd say richness is a measure of someone's earning ability.

The first 3 months are very very slow, then you gradually quicken the pace. The most average ISK making process in EvE is by far mission running, level 4 to be precise. A single capsuleer can make on average, 50 million isk a day after 6 months... Though, it all depends on their accumulated knowledge/experience and current assets but it is my guesstimate anyways. So if 400 million ISK is the average, and the average isk making capability for EVERYONE is 50 million a day... It would take a capsuleer 8 days to reach average and 160 days to reach rich in the game. 160 days in a game is a long time but i haven't yet included the other possibilities of making ISK. Lets cut that time in half and i think we have a reasonable timeframe to get from 0 ISK to 8 bil for the average player, which is 80 days... A little under 3 months of continuous hard work.
So if an average player can get "rich" in 3 months this means everything in eve is sped up considerably... Which OFC holds true! But then we come back at the core definition of who is rich if getting rich is done so easily and relatively fast?
Last i heard, 13 trillion ISK was floating around in EvE. 8 billion is 1/1625 of all of EvE's current wealth and 400 million is 1/32500 which doesn't match the 400 mil per capsuleer average but whatever...
If you have 8 billion ISK, you have 0.06 percent of all of eve's wealth... And this is where it all matters because money is power right? If you have your slice of POWER you are wealthy. If you wanted to have a 1% influence in EvE you would have to have 130 billion ISK and if you wanted a 10% influence you would need 1.3 trillion ISK.
Let's assume someone where to spend 1.3 trillion ISK to change the landscape in EvE, what would that kind of money buy them? They could buy...
~150 carriers with fittings or... ~7500 battleships with fittings or... ~18 titans with fittings or... ~216,000 frigates with fittings...
I could go on but the one thing they can't buy is true loyalty. So in the end they are still poor.
And that is what it all boils down to... You can have all the money in the world but to be truly rich you need something to spend it on that is actually worth it. Only then can you consider yourself rich.
If you have enough money to replace everything you have at least five times and you have a use for everything you have all the time, then you are rich. If however you have more money than you can spend wisely you are just greedy and stupid.

The thought that someone actually has 13 trillion isk is phenominal.
I have like 130 mill and 200 invested in some market stuff. My assets come to a total of about 1 bill.
Am I happy in the game? yes i am Do I have good friends I can rely on? Yes I do Do I have a lot of isk/assets? No I don't Do I consider myself rich? yes I do.

I'm pretty sure from start of retail to about a year ago my total spending was less than 10b. OFC that's with me taking breaks. It really depends on what you fly and how shiny it is (and how often you die).
