Couple of things. You can not use this to evade Concord or Faction Police/Navy's. Tried it on Singularity and they targeted and killed the Orca as soon as I stored the ship. I was unable to board the orca due to NPC hostile action (message quoted before).
The solution to this is to have the agro timer affect accessing the Orca Ship Maintenance bay, In other words you have agro you can't use the Orca to change ships or refit your ship until the agro timer runs out, same as gates and docking.

This tactic is also hilariously lame when used outside a station in lowsec/0.0.
Engage whatever you feel like in your faction pimped toy. Kill it if you can, de-aggress and dock if you can't, and on the odd occasion that it goes a bit wrong, swap your ship into your carrier alt, and let them kill your ibis instead. Your carrier being a) not flagged and b) a carrier in dock range is basically entirely safe doing this with.
