Light snaked over the topology of the hotel room, the louvred blind throws stripes over the bed, furniture, over the curves of the two women, over EvetÆs dilatation vest and her Toumici assault rife. Evet pushed out the chair, she pulled the blind.
Evet: I was born here, in this district, I guess you know that.
Evet's silhouette cut a hole in the machinery of the night. The coal of her tab flared. She added to a smoke bank that hung in sedimentary layers.
Interviewer: Ok, how would you respond to the accusation that the Star Fraction acts with little regard for the freedoms of others?
Evet: I've heard it said à ôunilaterally and arbitrarily declaring large portions of humanity [our] enemies based on [our] opinions of them, despite no act of aggression towards [us] nor the threat of action.ö or some such.
Interviewer: So what's your reaction?
Evet: We're constitutionally anarchists, NRDS, and democratic, in that order. Consistent with those principles we're competent to make any declarations we choose, all of which will be unilateral. We have a declared interest in protecting freedom, our political enemies prop-up slavery and are therefore fair game in our view. I won't go into target selection for obvious reasons, suffice it to say, once a candidate qualifies a component of selection may be arbitrary. Unlike your nationalists I believe in the superrational conclusion, that's what NRDS is. I'm not a pacifist, nor am I an idealist, I'm a rational sceptic. What you might overlook is that the Star Fraction has been involved in counter insurgency since its inception. We've consistently acted to protect the oppressed during organized, often protracted, political struggle in situations of contested governance.
Interviewer: Is that how you justify you actions, as counter insurgency?

Este half-rose from his chair then sat back in indecision. What was a capsuleer, and a Gallentean one at that, doing in this dive? He had no illusions about the place and it was little more than a cover and place to transact his main business from. He looked back at the monitor, the little capsuleer wasn't at the bar anymore and Rolf was just standing there with a strange expression on his face. At that moment, Este knew he should run. Run then and run fast. He stood up and the door opened. Este collapsed into his seat. He knew the face, he'd seen it in the files while researching the last job. This one was known as 'The Nurse' and now Este knew all too well why a Gallentean capsuleer had come into his vile, squalid little speakeasy.
'Mr Suumiya?' asked the Gallentean, even though it was clear from the smile dancing on his lips that he knew full well who sat before him.
'Yes.' said Este, his sour expression now a rictus.
'Ah, so good to make your acquaintance. I understand you arranged a small business deal recently which involved the organisation I represent?'
'I'm not sure what you mean. Your organisation? Who are you?'
The Gallentean's smile deepened, he withdrew a small card from his top-pocket and placed it on Este's desk. The embossed motif was quite familiar to Este Suumiya, as was the name printed below it.
'Yes, yes. I see.' Este paused. 'Perhaps a mistake on my part. My principal was not forthcoming on his motives. Ah... hm.' His voice tailed off as the Gallentean stared at him levelly, the smile remained but the eyes were not smiling.
'We all have associates, Mr Suumiya and we all must be sure of our relation to them or be undone. For instance, I have a very good associate who is eager to meet you.'
Este Suumiya felt a chill in the very seat of his stomach. The Nurse was a known associate of an individual that he had absolutely no wish to meet. He stared at the Gallentean and almost got up, his muscles twitching as if to do so.
'Please, Mr Suumiya, do not trouble yourself to rise. I will let the good Doctor in, he waits in the corridor there.' The Gallentean indicated the back door, went over and entered the doorcode. Not even wondering how the code was known, Este looked at the monitor that surveyed the corridor to find it blank. He did not know how long it had been that way. He looked back at the door, turning in his seat.
The rear door to Este Suumiya's office opened and a robed and hooded figure that Este would have given much to avoid meeting in nightmare let alone in reality walked into the office. The figure paused, nodded at the Gallentean, then appeared to regard Este, a glint of metal showing from within the dark folds of the cowl as the head turned.
'Mr Suumiya, what a pleasure it is to meet you at last.' The voice was soft and bore a strong imprint of the True Amarr accent with a trace of that cultured tone to be found amongst the educated classes of the race. 'Ever since learning of your involvement in a certain business arrangement, I have yearned to see you, as it were, in the flesh.' The last word was pronounced with the faintest hint of lascivious sibilance and Este could not suppress a shudder.

The Anarchist is not an idealist, he is disillusioned, he rejects the myth of the inevitability of state and rejects the terrified doctrine of coercion. He cut the heart out of the pig who told him: "Please don't ... it was't personal, it was only business."

Send another diplomat please!
Next a surprise û private communications traffic from CYI indicated their apparent desire to surrender to the Star Fraction with immediate effect pending their acknowledgement of total defeat and upcoming renunciation of Federation loyalties and nationalist sentiment. CYI diplomat ôHatchö contacted The Cosmopolite with apparent earnest intent and proposed an immediate ceasefire pending receipt of whatever terms we saw fit to impose.
Now this really threw our military planning into some consternation: weÆd planned for a long war, 2-3 months certainly given intelligence estimates of the CYI fleet stockpile and economic assets in space and station-side. The thought that they might be prepared to surrender after a mere handful of losses and no serious engagements at all had never crossed our minds û and so we now had to give serious thought to the terms weÆd ask at this stage of the campaign. Still, we did it, we offered Hatch the document that CYI would be expected to sign and acknowledge and we asked for repayment of the concord war-declaration fees for what would then prove to be a complete waste of the administrative fee given less than 24 hours of fighting.
Several hours passed without response, and then additional intelligence from within CYI indicated that Hatch was not actually representing the hard core of Cyrene nationalism within the alliance and was probably out of step with the leadership itself. Certainly the remaining CYI pilots showed no intention of giving up the fight and it appeared our surrendering diplomat was something of a lone voice in an alliance full of regressive belligerents after all.

Evet: Your surprise is no doubt a measure of the penetration of Amarrian propaganda. A trope which plays so well to many pilots who feel a debit toward the land of their fathers, and so to those nations' imperial legacy. It's an uphill fight, so many pilots are drawn from the plutocracy: military, mercantile or political. But it always comes as a surprise that so few pilots really understand Jericho's position or respect our faith, a philosophy to oppose the enemies of suffrage. We threatens only those who would impel other by force to obey. We have an anarchist philosophy, but we don't impose it, we arm other and say do what you will without doing harm.
Interviewer: Many think of The Star Fraction as irrelevant
Evet: That's not a question Sally but I guess you'd only have to look at our record to rebut that. I think it's interesting to observe our popular support without which we would not have our successes. You see the Star Fraction's counter insurgency, whether political, militarily, informational, civic or psychological, is taken to defeat a usurpation of the political process by vested interest; and what could be more clearly a vested interest than attempts to secure, or appropriate, the present or future exploitation of the Matari populous as slave labour.
Interviewer: I can see that, but are your methods effective?
Evet: Jericho is recruiting, and we do need more combat pilot, but not as a martial force of occupation for The Star Fraction has no substitutionalist ambitions. We're not a leadership in waiting nor do will we substitute for the sovereign right of an individual to self governance. In other words we have no vested interest, we will leave without a claim. Over the course of my involvement with the Star Fraction we have represented a number of disenfranchised majorities, mainly Matari under Amarrian occupation, but we have achieved much more besides...
Interviewer: such as?

Seven days and a couple of billion worth of ship losses was all it took to force a humiliating surrender from this bunch of piratico-territorialists who claimed ownership of a low-sec pocket in Domain region.
The target alliance were routinely attempting to use the corp swapping mid combat exploit to attempt the concording of our ships to little effect.
In the end they decided to run out of their alliance in the hope we would leave them alone. Whether we do remains to be seen.

Quite naturally, holders of power wish to suppress wild research. Unrestricted questing after knowledge has a long history of producing unwanted competition. The powerful want a "safe line of investigations," which will develop only those products and ideas that can be controlled and, most important, that will allow the larger part of the benefits to be captured by inside investors. Unfortunately, a random universe full of relative variables does not insure such a "safe line of investigations."

I hold that it is bad as far as we are concerned if a person, a political party, an army or a school is not attacked by the enemy, for in that case it would definitely mean that we have sunk to the level of the enemy. It is good if we are attacked by the enemy, since it proves that we have drawn a clear line of demarcation between the enemy and ourselves. It is still better if the enemy attacks us wildly and paints us as utterly black and without a single virtue; it demonstrates that we have not only drawn a clear line of demarcation between the enemy and ourselves but achieved a great deal in our work.
