Everyone knew the public belittlement that NSA would recieve by accepting BoB's offer...
Yet the majority of them did, for the future survival of NSA.

From what I know, they made the choice to leave, due to finding the acceptance of BoB's offer unacceptable.

Enoki left NSA to do their own thing, peacfully and without any bad feelings on NSA behalf. I wish those corps that left best of luck in whatever they decide to do.
