Says who ? When was the last time YOU were in the EU and bought a GTC from an EU supplier ? Or paid for an account from an EU member state ?
To purchase one 60-day GTC from the Computergames (Romania) site, it costs 156 RON, which is very roughly 35 EUR or 45 USD. They're on the same "trusted list".
Also, one month of gametime costs exactly 15 EUR from CCP, not the equivalent of 15 USD. ALL PRICES IN THE EU ARE EXACTLY THE SAME NUMBER, BUT THEY ARE IN EUROS INSTEAD OF DOLLARS. See the official CCP page about it.
P.S. Yes, if I would go into account management and selected to buy 2x PLEX, CCP would charge me the equivalent of 35 euro, not the equivalent of 35 US dollars.

If the OP was complaining about almost anything else I'd say they're trolling. Odds are you made your purchase after-hours. Unless that site offers 24/7 service and support, you need to chill.
I like the claim that CCP is responsible for the actions of another company. This is like blaming the EVE server for an ISP issue.

Besides this being the wrong place for this you fail to include information like:
When did this happen? How long has it been since you placed the order? Who have you emailed/petitioned thus far?
And the catch all...did you realize that poking CSR's with a stick works about 1/100th as well as being a cool, empathetic dude with a problem?
It begs the question, what is more important: feeling better about it by venting or getting your money back? if getting your money back is #1 then you have gone off course already.

No need to go ballistic Buddy Rich. With the first purchase it can take a day or two for them to call you. This is normal. If you don't have your codes within a few days then by all means chuck a huge spaz.

I remember purchasing a GTC from battleclinic, and not getting it for a couple of days because CCP was having issues getting them the codes. Of course the reps at BC got back to me swiftly and informed me of the situation, but bad customer service does not = you not getting your product, nor does it in any way mena you can take actions against CCP, if you were able to take actions against anyone it would be against the site you purchased the code from.
If you go order a car from a dealership and when you go to pick it up its the wrong one, or they dont hav eone for you, you wouldnt go to Nissan, toyota, ford whatever youd deal with that dealership.

I've used eve-codes once. I will never use it again.
I made an order, waited 2 weeks, no response, cancelled the order, waited 2 weeks, got my money back. During this time I sent them countless emails complaining and whining... no response...

In an hour or two I should be able to look into this. I'm not the person who manages this function, but I do know that guy personally. :-) I will get him to check in with them and see how things are going.
I can't look specifically into your case. I have no legal permission to do so and your transaction is private data. But I can ask if they have a queue and just generally check up on them.

I know you are trying to be helpful, but I think you should have just directed him to file a billing petition or make a charge back on his CC. Treating idiots like the OP as a special case just because he posted on the forum just encourages other idiots to go outside official channels and whinge on the forum to get special treatment.

Did you miss the part where the OP did not do any business with CCP? Why would CCP refund him when he didn't pay anything to CCP?

Actually, making a big deal out of it might of helped. I got refunded.
The email was never answered or anything like that, but the claim with paypal seemed to get their attention.
Refunded, and going to order straight from CCP this time.

I just get really nervous when buying from a site that I don't know for sure is legit.
I just bought direct from CCP so I would assume everything would go just fine, seeing as they are the game owners themselves.
Sorry for all that guys, I just really hate it when I don't know all the facts, etc coming into a situation.

They are advertising their site under trusted sites first of all.

To the OP: you're not the first to have this issue, unfortunately.

Fortunately, my google-fu is strong today. eve-codes.com registrar
That should give you some definitive leads on how to move forward with either contacting the seller in order to acquire the codes, receive a refund, or start the dispute process with PayPal/card services/loanshark
Also, FWIW, I've never had Shattered Crystal take longer than 2 hours to deliver codes right to my email box. And really, they only went over the 1hr mark once, AND someone blatantly American called me to let me know they would be getting it to me ASAP. Lessons learned buddy, hope you get your money back!!
