I¦m wondering. I think because the first few times it was a novelty and people liked to contribute. But this has now become like a paid beta test, only WE pay CCP! And there¦s not an end in sight. Though I (and others I¦m sure) appreciate the candid and truthful reports very much!
Solution: Give out free stuff for joining. Nothing big, maybe a t2 rig, faction BS or something.

I'd rather get a small SP boost. 
2k SP would be nice (average one hour of training), and minimal impact.

1. It doesn't interest me personally. Testing EVE builds is not something I want to do with my time. Not that my time is precious or any such nonsense. I'm just not interested in it.
2. Its not trivial to connect to SISI.
3. I don't have the data quota spare to download huge patches/clients etc.
4. Its too much like work.

Ok so, my singularity install said it was an incompatible build. There were no patches available on site (too old) so I copied my main Tranquility install again. Now it says it couldn't find a suitable patch either and I have to download the full singularity client (found version 177290 and latest patch on site is for version 176915). I then found out about the new Sisilauncher.exe but this might take a while lol.
I'm really trying here CCP .

The singularity client updater has been running a while without downloading anything or using any cpu so *shrug*

I would be more willing to help if there was more incentives involved. I also think it is pertinent to note that CCP make it very difficult to help. The number of people who cant figure out how to get on to sisi or find it too much effort to attempt to do so far outweighs the number of people who actually log in for testing.

I imagine that if they actually made Singularity easy to access (that is, provided a downloader that actually installed the Singularity client) instead of requiring the user to dig up exactly which of many different versions of patches are needed to update the client, on top of forcing the player to manually reconfigure the client to connect to a different server AND making it so that if a player is careless after Tranquility is patched, they have to go through the whole process again, then I imagine that they'd have better attendance.
Blizzard has no problem getting the level of testing they need done on their public test realm, probably due in no small part to the fact that you click a "Download Test Client" link, wait a few hours, and are ready to go. Maybe if CCP didn't put much of the onus for figuring out the test client on the players, they'd see better participation. As it stands, though, it takes a long time to get done, and can be too easily screwed up to the point where you have to start over.

Sisilauncher did the job, currently 260 people participating.

The people who are actually affected by fleet lag are continuing to unsubscribe, which is why you're seeing fewer and fewer people care.
The malaise and attitude in nullsec is astounding. Most alliances are having big activity problems.

How to connect to the test server is three easy steps even a wow kiddie could do.
1) Make a new directory named 'whatever name you want' and copy the contents of your current live TQ client to it.
2) Go here and use the 'Patch From TQ version to current version' link for your os to get it on the same version that sisi is running.
3) Make a new shortcut by dragging the eve.exe from the new folder to the desktop and editing the target line to C:\CCP\TEST\eve.exe /server:87.237.38.50 and then use it to login.
Takes all of 5 minutes to do and works every time. Also once its done the first time all you need to do is repeat steps 1 and 2 to always have a current test server install.

Yes and no. Sure huge fleet battles and SOV taking might be a problem but everyone else is doing just fine roaming, camping and shooting bubbles etc. 0.0 goes on.

But but, there is only fleet fights in nullsec and only fleet fights make nullsec viable! Everyone else is a dirty carebear or gankbear who doesn't count. I mean the fleet fight guys said so, so it must be true!

My solution, Zulu even said he was sending it to the sisi team a few months ago (dev blog comments somewhere), is to reward everyone involved in the test 5 or so million SP on the test server. Wanna try out that ship on sisi before you actually train for it? Do some "community service".

And yet thats exactly what they say. Don't believe me? Look up that massive troll thread about the eurogaming vote for eve. Apparently even the 'top names' in the current alliances all feel this way. Kinda stupid and counter productive tbh but go figure about the demographic we are talking about who has a long history of 'fix it nao or else we troll everything' lobbyist campaigns..
The bottom line is that no matter what a player might feel about the situation one way or another the hard facts are that less participation in mass testing equals more time to fix the problem.
Period.
And yes we all know MM helps regularly so don't get your panties in a bunch as I'm not talking about the players who actually contribute to bettering the game.
