The Ishukone-Raata Enforcement Directive [I-RED]: Anti-Booster ANN Release
The following is a official release made by the Ishukone-Raata Pharmaceutical Research and Production in regards to the ANN article "Intaki Anti-Booster Initiative Backfires".
On 11.21.112 YC Ishukone-Raata released declassified information in regards to Pharmaceutical Production in the Intaki Solar System. In attempts to hinder/slow Serpentis Corporation, independent through "Economical Interdiction Operations" to reduce the availability of raw materials in the Placid, Solitude, and Intaki Syndicate Regions.
Now in regards to the ANN article written by Seki Ebura hosting the title "Intaki Anti-Booster Initiative Backfires", as head Director of the Ishukone-Raata Pharmaceutical Research and Production Department I find this article rather disturbing and slanderous, with the intent to attack the standing in the public eye.
Indeed it is very easy to point the finger of blame to one of the few capsuleer organizations attempting to counter the capabilities of known organizations that harbor known criminals of the Caldari State. It is even more surprising that these accusations of a "Backfire" of operational status come to sight with any actual factual evidence.
Now I would like to set a few details strait in regards to Ishukone-Raata's production of Synthetic Combat Enhancing Pharmaceuticals.
First off Ishukone-Raata does not sell any of the created Synth products in the Placid, or Solitude regions. 95% of our produced stocks are exported to the Jita Solar System, and sold to fill major defense contracts, the remainder is used internally for Alliance Combat Personnel.
As for the sales in Intaki, Ishukone-Raata Intellegence is already looking into who is making such sales in the area.

So, you guys are basically admitting that you're hypocrites when it comes to lowering and/or stopping booster production and sales anywhere let alone intaki?

From an outside perspective, it doesn't matter if you're 'reducing the raw material' by mining it, refining it into drugs and selling it elsewhere.
It actually sounds very similar to the Serpentis modus operandi, you may be squeezing into their niche but it doesn't make you any nobler for taking up the mantle of their activities.

And that Gas clouds are in such abundance in said areas that you could harvest till the cows come home and not make a dent in them? Oh, and the fact that not once during my time in Placid, Syndicate and Solitude have I seen, or had reports of IRED gas harvesting operations. You're evidently experts at hiding. ---

Mr Caman, you should understand that just because you are unable to see something does not mean it happen.. Also you of all people should be aware we stimulate the market by creating jobs for pilots as Gas harvesting is a legit business, and Ishukone-Raata does hire contractors who fill orders for our operations.
Maybe your intelligence network may not be as expansive as you thought, as three regions is hard to cover when such operations can only last so long..

You misunderstand our reasoning to reply to this ANN article which I will add is not the only bias article directed toward Ishukone-Raata, the NEA article again attempts to demonize our organization, with very one sided and mostly baseless reporting by a Serpentis created "News Network".
Only one of your journalists even make the attempt to contact all sides to write a proper story, the other instead contact planet-side representatives, and who knows if I were to make a baseless accusation your journalists may have gotten that testimony by gun-point. It's what you Serpentis do right?

There is also the fact that because we have had the resolve to publicly anounce what we are doing rather than conduct backhanded production brought the subject into the public limelights & no-one has put forward that that may be a contrtibuting factor to the recent rise in products on the local markets, capsuleers tend to be very good at filling what they think is a growing neiche market for profits. As it is there is only one major seller of drop synth in placid & that is not us. I shall not name names, go and buy one for your selves i think you will find it is a local resident with over half a billions worth for sale, but if your intelligence network is expansive as you say you must already know this.

Saisa, My name is Creedance Talor, Commander of the Ishuk-Raata Enforcement Directive. I have seen the research facility and am currently in the voluntary test group on the side effects of synthetic boosters. I personally find the side effects of the synthetics to not have any effects on my combat abilities and the current side effects have not shown up in my tests so far, I have been exposed to the synthetics in low doses and infrequently. I have also not expressed any want for the higher grade combat enhancers or any other dependancy on boosters. I furthermore find it gives us a fighting power against the serpentis which are constantly boosted pilots, we have been able to fight them stronger even on days the side effects did not seem to hit them.

Firstly, let us straighten the facts surrounding ANN. The news network was created independently some time ago, to report on news of importance to, but not restricted to, Heaven and Curse. ANN was then bought by Anshar Incorporated. AI changed the direction of ANN. This direction was one of open, controversial, but most importantly, interesting news articles designed to generate controversy and discussion. Needless to say, ANN has enjoyed much success with this change of direction, and it is in fact arguably the Netword's unique selling point. Those complaining about "one sided" reports are reminded that in a laissez-faire media industry such as our own, there are no regulations regarding who is to be portrayed in what manner; "one man's terrorist is another man's freedom fighter". It all depends on your point of view; after all, a good media company gives the people what they want, and does not strive to please every organisation it writes about.
In addition, as stated, our articles are open source. Anyone can submit articles, and if in keeping with the modus operandi of the network, and of acceptable penmanship, will be submitted after editorial confirmation. Some of those whom have had their articles published are in no way affiliated with AI or Serpentis Corp, and thus may have been offended by your "it's what you Serpentis do right?" comment. I must say that I had previously thought highly of ANN and its reporting.
I even warned off members of my organisation attacking AI personnel who have been operating in Placid due to their affilation with ANN.
However, it appears that there is little that association with the Serpentis Corporation will not sully. Even a news organisation with such promise. This article, plus another that I have seen elsewhere, are poor journalism. After these, I may have to switch to Gutter Press. At least they don't pretend to be any more than they are.

If I understand correctly, you have been satisfied with 52 out of a current 54 ANN articles. We are pleased that you have found so much of our content interesting, and are saddened that you have not been satisfied with 4% of reports. Perhaps in future there will be a report detailing, in ANN's trademark controversial manner, the dirty dealings of one of your rivals; I'm sure such an article would receive your utmost support.

The verbal accounts are not even capsuleers, where Ishukone-Raata Booster operations are only targeting the capsuleer market. I doubt the people you're "journalist" spoke to could even afford to pay for one of the boosters for sale on the Intaki market unless the general populace became millionaires over the past few days, not to mention it would in most cases kill them.
As for our efforts to stall distribution is still in progress, and we continue to do so with great success, competition is not a backfire. We have already taken appropriate measures to deal with the person's in charge of making the sales.
The article is flawed and a pure attack on Ishukone-Raata's reputation, which is obvious with the lack of evidence and knowledge on the matter.

If your only target market is the capsuleers, why do you care about the Serpentis? Their market is primarily in the civilian population of Intaki. It is also painfully obvious that neither you, nor your constituents understand the civilian market. I once again suggest you seriously consider whether or not your alliance are suited to such interdictions.
If you want to do some real good for Intaki, then pack up and leave it to the professionals. That goes for anyone with thoughts of making Intaki a "trading hub."

Your original press release gives no specificity regarding which market you were targetting. This being the case, ANN journalists naturally assumed that a corporation with such a high moral standard as I-RED would focus on all booster markets, not only the most lucrative.

You make several good points Myyona, I will answer them to the best of my ability. The market may not be capsuleer based when it comes to a organization such as the Serpentis, but as you have stated the materials used are generally the same. Ishukone-Raata in our efforts obtain the materials in almost the same way as others including the Serpentis Corporation. Be it through acquisition on the market or mining techniques in open dead-space.
With this in mind, and when it comes to our Enforcers who I will add are almost untouchable when operating in the same area of operation as the Serpentis and independent sources, it does harm these production/mining operations when it comes to simple economics.
Again more research would have simply pointed this out, and again it shows the direct attack on Ishukone-Raata's reputation be it through the journalists inability to look at a matter before going to planet based civilians for information on capsuleer matters.. or it is simply a very poor attempt to take a stab.

Again if your journalist did its research, as subsidiary of the Ishukone Corporation we are unable to directly involve ourselves in the Intaki Assembly's and Planetary Governance. So why would you assume we would target civilians based on planets in Intaki.. We do what we can within our bounds.
So I will state it in simple terms "again" we gather the resources needed to produce and distribute to reduce the capabilities of organizations such as the Serpentis in the area, not to mention the Serpentis Loyalist groups out their would be feeling the strain of such a control of the market as Ishukone-Raata has placed over Synth-Grade Boosters.

But journalism doesn't really seem what you are trying to achieve here, is it? Three stories in one day attacking either the ILF or I-RED? Then comments on the IGS directly trying to goad I-RED into a wardec?

There is plenty of evidence here within these forums, of past debates and discussions surrounding the ILF and it's activities and policies in Intaki and the surrounding system. Indeed you need only search my previous contributions to find them. The ILF has repeatedly stated that capsuleer piracy is one of the biggest threats to economic stability.
However I am totally unaware of an official press release or public statement where we identify Anshar Inc. (I'm assuming you mean you and your friends) as the only individuals in connection with our enemies. So, yes if you can provide such a statement from us I'd be very interested to see it. (Though do bear in mind, just as some might suggest economic and trade figures can be edited to suit, I'm sure the same can be said for quoted statements).
The people who frequent Intaki, buy from the trade hub, have dealt with the ILF, IPI and I-RED over the months and years, the people who operate there and have seen us in passing know who we are and what we do. Public records will show the ILF has engaged and been engaged by a wide variety of capsuleer pirates.
I'm afraid you need to come to terms with the fact that there are times where the ILF just finds it necessary to think about someone else but you. It's harsh but then Placid can be a harsh place to be. I'm sure you'll cope.
