1)If small gangs are boosted to be a tangible threat, then doesnt this boost large gangs too? What 5 ships can do 10 can do more/better/faster. Or maybe we should have arenas that limit ship numbers/size?
2) Does this mean there will be a mini-game or something to sell a PLEX?

I support the changes you propose fully, but I'm not sure it would have quite as strong an effect as you think. Alliances will have to fight harder to keep their territory, but they can succeed if they work at it. Al in all it's a great idea.
Pve has been need of some buffing for years. If npc's fought more like players the experience would more rewarding. And it would no longer be necessary for missions to have dozens of ships in them. Facing a single or a small group of ships will better prepair new players for pvp. It has most of the best parts about wormhole space without all that business with getting lost.

I suppose some people who simply see 0.0 as a player run empire space might retreat. But personally I would be more inclined to go to 0.0 with this kind of stuff going on, it would give me a reason to go.

2. Very funny, hahaha. No it means a complete removal of moon mining to be replaced with PI/alchemy (interactive version with vulnerable facets). It means making ratting/mining more unpredictable, and by extension more enjoyable. Harder rats, randomized belts etc.
CCP probably has a grand vision for where they want Eve to be, but they seem to have a fondness for short-cuts and thus it has ended up being somewhere very different.

Seriously. Your describing real life. So the mechanics are sound.
Why is it easy to organise hulkageddon targeted at miners, but not a similar scale assault on the dominant alliances? When will the workers rise up?

Nope. No idea.
But... they have already built a method for incursions...
They already seem to have debugged the AI for the new (WH) NPCs.
Regarding anything else, I am guess that the work required would amount to much less than what was involved in making our characters prettier. I mean, the new character generation is quite cool... but I would have preferred that time have been spent on other things, personally. I don't play a "dress-up Barbie in space" game. I play an "Internet spaceship game."

having the biggest blob may let you win in any situation, but you can't use that blob unless you can get it all on location. i personally think that this change will force people to work in better coordinated fleets instead of chunks of players attacking the same primary.
resuggesting this suggestion. i think that this might be the magic bullet to end blob warfare. while i think it'd be fun to have rats attacking pos, i think this would be much more easily implemented.
