The Impel (tech II Amarr indy) currently has a base speed of 80m/s, and 7 low slots. Modules like expanded cargoholds and overdrives remove or add a fixed amount of speed which is taken into account before skills. e.g. with indy 5, nav 5 and a 2% velocity module, an Impel with 7 tech I (or named tech I) expanded cargohold would have a top speed of:
(80 + 7 * -10) * 1.25 * 1.25 * 1.02 = 15.9375 m/s
If expanded cargohold IIs ever come out, they have a -15m/s speed penalty instead of the -10m/s on the tech I flavour.
Soooo:
(80 + 7 * -15) * 1.25 * 1.25 * 1.02 = -39.84375 m/s

You'd done the sums wrong.
80 * 1.25 * 1.25 * 1.02 = 127.5
127.5 * 0.85 * 0.85 * 0.85 * 0.85 * 0.85 * 0.85 * 0.85 = 40.87m/s

No he didnt. Its not a percentage that gets added / subtracted, its a straight sum. Just like an Overdrive I adds 30m/s and not 30%. (Sadly.)

[Edit: Is the speed removed before or after skills/implants are added?]

I think you're right actually yes. The skills get added first, then the speed subtracted. Leaves you with positive speed still..

Before, as I said in the original post ;)
Example by way of proof:
Thorax with two expanded cargohold Is, navigation 4 and a 2% velocity implant goes at:
177.48m/s
Three possibilities:
i) (base speed + constant change from modules) * skills * implants
ii) base speed * skills * implants * percentage change from modules
iii) (base speed * skills * implants) + constant change from modules
iii can be discounted because it gives the wrong answer and nothing else in eve works like that.
ii gives the wrong answer (165 * 1.2 * 1.02 * 0.9 * 0.9 = 163.5876 m/s)
i gives the right answer ( (165 + 2 * -10) * 1.2 * 1.02) = 177.48 m/s

It DOES work like Overdrives and Nanofibers...They also add a FIXED amount of speed, not a PERCENTAGE.

It does work exactly like overdrives and nanofibers but in reverse ;p
Thorax with one nanofiber internal I and one overdrive injector system I with nav 4 and 2% implant: 263.16 m/s
(165 + 20 + 30) * 1.2 * 1.02 = 263.16 m/s

Ah, didn't mean Overdrives/Nanofibers, meant other modules. Like RCUs, PDUs, Cap Power Relays, etc.

Allegedly, some t2 expanders dropped about a year ago (at least Dentali claimed he got one, when we were both in M. corp), they gave a 27.2/4% increase to cargo capacity, but there was no speed penalty at all.
Of course that doesn't mean they will be like that when released officially.

ccp said the t2's werent ment to be the uber haulers ,cargo space wise anyway, they were supposed to be special instead. so dont fit so many expanders then ;), think of it as cpu/grid :D

Yeah, but what actually happens to your ship if it has a negative top speed? Does it drive backwards, or will it just not move at all? Either would be bad

LOL it would dock, undock, jump, and warp instantly (since it's always at top speed (zero) but have no sublight drive LOL

Would be funny if you had a top speed of 0. Youd need to use instas ofc..then ask folk in local to come bump you closer to the gate so you could jump :D

so how much would you be able to fit in that 0 speed indy with 7x t2 expanders? (for the sake of availability you may also use local hull mods)

Im pretty sure ship wont turn if it doesnt have positive velocity, hence it wont align for warp. Had a couple instances with other players and obstructions that kept the ship from warping before because it was unable to manuver or gain speed. But if it was already aligned, then sure it might insta jump.

You do need some speed to align for warp.
I know because once i was webbed 15 times and my ship simply wouldn't move, even though it was trying to align for warp
