Probably Battlecruiser to 5, because it applies to every race.
And since I'm primarily a mission runner, I'd still be able to run level 4s with a drake.

Polaris lvl 5. I've got a mean fit for a Polaris Inspector Frigate. Unfortunately I still need the skill + ship.

ive chosen to place my unallocated learning skill points into caldari cruiser 5 for the gila and tengu. ive already got maxed out drone dps, HAC 5, gall cruiser 5. i will most likely do amarr cruiser 5 and recon 5 next just for the curse and rook, which i'll be crosstraining for =) thanks for the ideas

Racial cruiser V is the only choice.
Without a second or even 3rd skill at 5, cruiser 5 doesn't do much (beyond basic bonuses from t1 ships). Remember, you only get one skill at 5. You have to have (at minimum) six skills at 5 to operate a t3 cruiser, and generally at least 3 for any t2 cruiser.
I'd imagine Drones 5 would give you the biggest DPS boost (or possibly scout drones 5) and a navigation skill would have the greatest inherent "boost all your ships" value.
The op wasn't very clear, he meant gunnery/missiles or Spaceship command skills only.
However, you might want to consider a few things, first of all; I now have one of those annoying sigs.
second; you should probably move on to some more interesting things than reading this sig.

Getting it years ago was a HUGE pain in the buttocks, but I have spent more time enjoying my speedy Vigil than it took the skill to finish.

Cruisers can be a good compromise between ISK cost and power.
Either that, or else Battlecruier 5 (which is not racial), or Drone Interfacing 5. The later makes your drones do 20% more damage
