No doubt his humility in the matter has prevented the thought of sharing his industry undertaking, Guardian Nusak of the Praetoria Imperialis Excubitoris has laid plans for a dedicated Hospital Ship all by his own initiative. A direct description from the project leader is as follows:
Quote: Praetroria, I present you 'TES Mercy', a First of its class Hospital Ship build on the platform of a Providence Class Freighter. TES Mercy was conceived in response to Sansha Incursions in Empire territory and the attacks on Amarrian colonies, leaving hundred of thousands injured or missing and placing an enormous stress on local Emergency services. The Idea behind such vessel is to respond behind faster vessels and bring the brunt of the emergency response to aid an attacked colony. The assistance and suppplies brought by TES Mercy should be able to assist an estimated 2.1 million people for a duration of 2-4 weeks. In addition to supplies, TES Mercy will be able to provide medical assistance to those injured. The vessel will have the following facilities:
[*]220,000 Bay Beds with Staff to provide priority 2 and 3 treatment [*]6000 room ICU wings, able to Provide Priority 1 treatment [*]32 level 1 Critical Care Operating Rooms [*]Casuality reception point where Patients are triaged and directed to the respective ward/wing
In addition to Emergency Facilities, TES Mercy has support Facilities:
[*]Radiological services [*]Main laboratory plus satellite labs [*]Medical supply/Crew living quarters [*]Phyiscal therapy and burn care [*]Dental services [*]Optometry/lens lab [*]Morgue
Although designed to be deployed as a humanitarian response vessel, TES Mercy can be activated and deployed to respond to any large scale battle where the Empire is operating to receive the wounded from the battles.
There has been also an important addition to the Providence Class vessel in this design. The ability to [classified data censored from public release]. This vessel is being designed by Guardian Nusak and will later be constructed by the Kador Family Academy shipyard located in Zorrabed. The ship will be laid from scratch instead of an existing Providence Freighter because of the limitations in the internal superstructure. An estimated time of completion of such vessel would be around 3-4 weeks from today.
After consulting the Admiralty, I am planning a small Christening ceremony to launch this important vessel for the Amarr Empire.

Pilot McJenkins, I will be Piloting TES Mercy and we are still debating which system will be in need first. As the Vessel is still in its construction phase and the Crew is still being trained and prepared, we cannot establish a date or location of the first deployment at this time.

A noble goal, to be sure, although I'm quite sure this fine vessel would be "unavoidably detained on urgent business" should a catastrophe occur in a Gallente or Matari system in its proximity. Such is the way of things.

There are future plans to potentially copy the lay out of the initial Hospital ship into a jump-capable freighter design. However, considering the enormous cost of capital jump engines, etc. it was deemed prudent to first lay plans for a traditional ship without it's own jump engines. If the initial design proves a success, then we can only hope to imagine what kind of immediate aid response we can achieve with localized-jump capable hospital vessels.

I would like to offer myself and any in CVA willing to follow as Escort for this venture. However I recommend before we enter non allied space we contact the Matari and Gallente goverments and supporting pod corps/allainces for permission to assist.
As much as its a peaceful mission let us not be called disrespectful. If the aid is refused then so be it.

Dear Guardian Main, Nusak, and the rest of the Praetoria -
By all means disregard the nay sayers. I for one am very encouraged by such initiative, of course naturally, PIE's philanthrophic and charitable work in the past is not forgotten either.
On behalf of the CVA and Defensores Fidei, a contract has been issued to Guardian Nusak for a modest amount of tritanium ore. I hope that it proves useful. Our fullest support on this endeavored is offered as Inquisitor Generalis Kithrus has previously mentioned. This indeed is a lightening piece of news considering the plethora of disheartening news in the cluster elsewhere. Keep up the good work PIE.

Donations sent on goodwill are humbly appreciated, but by all means not necessary to the completion of the work. Guardian Nusak is capable, we only offered this as an opportunity for any and all who wished to participate in it's construction vicariously through support.
Secondly, while it was not stated this would be the first hospital ship in New Eden, we have said that it is the first Hospital ship being constructed and designed from the initial plans based on the Providence blue print. If you know of any other hospital ships, based on the Providence design, which are not renovated or refurbished Providence freighters and built from the ground up, then by all means please supply us with a reference and we will humbly stand corrected on this matter.

Consdering the fact that Federation or Matari navy ships would sooner open fire on an Amarrian Hospital ship (built by those aligned with the Amarr Militia) than grant it safe passage, the TES Mercy would doubtful be placed in such a perilous situation to begin with.
There would be no need for us to make "excuses" for not dispatching the TES Mercy to such areas, nor is our general practice in the first place.

An update.
A few of my slaves trained in nursing and medicine have heard of this endeavor, and requested a private audience with me. While planetside, I naturally granted them a meeting, and to my astonishment, they expressed a desire to serve aboard the TES Mercy.
Upon reviewing their files, and consulting with their immediate supervisors, it was deemed that this small group has earned their emancipation as faithful members within Amarr society. Even after receiving their freedom, they have still requested service aboard the mercy ship once it is completed. On my next trip to Amarr, I shall drop them off at Athra and put them in touch with Praetoria Guardian Nusak should he still be in need of medical staff.

There have been many hospital ships and humanitarian efforts announced on IGS over the years. Most of these have been PR stunts and have never had my confidence but I'm glad today there is finally a reputable effort that I can trust.

I have also decided to grant veru valuable personel to the TES Mercy. During my glorious campaigns against the heathens, I have managed to capture blood raider scientist. They are very capable doctors, and I will contract them too with all other supplies within 2 days. I have also considered of lending the Ark of Revelation to inspire the crew, but i fear I wont get it back.

How do we know this will actually be a 'humanitarian' vessel? This freighter could very well be delivering contraband and war supplies to the front lines against the Republic's forces under the guise of a hospital ship, and returning with slaves to the Empire under the guise of patients.
I demand this vessel be routinely inspected and certified by the Sisters of EVE or similar neutral humanitarian group, otherwise I will order our Nagi-Khai scouts to maintain intelligence on it and will personally lead a fleet to destroy it despite any and all Concord intervention.

I personally am unsure if Guardian Nusak is a holder or not. But as for myself, a detachment of slaves from my house will be sent to work on the ship. Granted, it is only those whom I know would personally benefit from such work, as well as those whom I know have a personal interest in starship engineering/construction.
Irregardless, the intergalactic summit should already be aware that PIE adheres to the regulations put forth by the SPCS, as well as Emperor Heideraan VII's policy on fair treatment of slaves (which to my knowledge has never been repealed by any subsequent Emperor/Empress).
During the construction of the ship, those slaves who have not already graduated with University degrees or certification in tradeskills will more than likely only be permitted to work part time on the vessel, while still attending classes remotely.
