I guess it is arguable--from a player perspective, at least given what we've seen so far--whether that theory applies to the tens of millions that CCP has received in venture capital to-date.

They're pretty handy right now. Like...in null sec for fast moving around. Or for having a variety of implant setups for different ships.

I rather suspect CCP didn't invest all that money in the character generator just so it could be used a single time by players to create their avatars or for the occasional re-pose. Giving players a reason to use an expensive-to-develop feature on a regular basis makes a lot of sense. Perhaps the character generator will therefore evolve into some kind of showcase and "fitting room" for all the apparel-related vanity items in the in-game store. There are probably plenty of players who would buy into CCP labeling such activities "gameplay".

It has to be said that anyone paying attention to CSM stuff for the last year will have known this was all coming, despite significant and persistent vocal opposition to it from the community. CCP made it quite clear to the CSM at last October's Summit that micro-transactions were part of EVE's future and that was the end of that. CSM argued successfully and got a promise that micro-transactions would be vanity items only.
However, given the open ended wording of the dev blog, do I believe they'll stick with that promise? Nope. If this "phase" is successful, why wouldn't CCP (probably with at least some pressure from its primary investors) aim to leverage this model to expand the revenue stream even more? If the community is properly conditioned over time, CCP could do this with minimal resistance. Or they might just make command decisions despite player/CSM resistance to and arguments against those decisions.
Either way, players who stay subbed or those who decide to sub post-implementation sign up for micro-transactions as part of EVE. With vanity items an accepted feature of the landscape, it's not much of a leap for a pervasive "in for a penny, in for a pound" attitude adjustment to happen. Should that occur, opposition to non-vanity items or arguably game-affecting services (like the successfully shouted-down PLEX for Remap) will become much lower. I wouldn't be surprised if CCP was banking on this. If the community mindset does start trending that way, the micro-transactions snowball almost can't NOT gather momentum as it travels down the slippery slope.
Cynical? Sure. But logical, too. And from a business perspective, simply practical. But for now...CCP seems to be sticking to the promise they made to the CSM and the community to constrain micro-transactions to vanity items only.
