No. That's like saying Khanid Innovation (developer of the black Khanid ships in question) is the same entity as the Khanid Navy. If that were the case, then CCP should change the colours of the other Amarr ships (Carthum, Viziam) to match the colour scheme of the Amarr Navy ships.

Also, here's some food for thought. When the new scorpion model was introduced, the Widow kept the black and red scheme of all the other Kaalakiota ships. Why shouldn't the Sac keep the black and blue scheme of the Khanid Innovations ships?

There's probably some tinfoilhattery in the theory that CCP is going to change all the Khanid ships. Especially considering that they change on average 1 ship a year, the odds that the next one will be Khanid is very low.
However this doesn't change the fact that they absolutely broke the Khanid aesthetic with the new Sac paint job.

Fun Fact: I had one Time, it was early this year (meaning EVE+Carbon), that a Executioner wasnŠt fully loaded in a system, so you could see the bottom layer and it was matt-black. I think all ships have this bottom layer.

I think a problem could be just the manpower. I mean CCP has this awesome tool Carbon and they will use it fast, so it is understandable that they try to get Dust and World of Darkness out of the pipe. So there are just not so many people just left (currently) I have the same problem to get someone on evelopedia or even simple API question etc... So I think when this games are out next year (maybe spring - Dust - and Fall - WoD) that we get more manpower back to EVE.
But back to the Ships... I for myself love the Malediction, but Wehret den AnfSngen! in english: nip this in the bud! (I think)

The problem here is not manpower, CCP has been replying to other threads and consciously ignoring this one. I understand that they are busy with the patch coming up, but this is a specific and easily-answered question about a part of the patch.
CCP can take the time to answer trolling threads about Dust514/Sony, but not this one? Come on...

This is confirm just my argument about the CCP and their focus on DUST... they are answer in this threads the questions, because they are working currently in this team, so they can answer does... etc...
