As has been pointed out, most of them are useless. The Inquisitor is the sole exception on the list. It's actually a great missile frigate for newbie Amarr captains. I still have mine, if only for sentimental reasons.
The Heron and Crucifier were bought simply to see what they looked like (the little icon-sized pics in the description aren't very helpful.) I only wanted to know what they looked like because I was contemplating a covert-ops frigate and didn't want to spend several million ISK on curiousity. They were sold/scrapped after a brief period of eye-gouging.
The Navitas I bought as a newbie and actually used for a bit. Honestly, I was quite clueless at the time, and only doing mining anyway. It's one of the few Gallente ships that I actually thought looked nice.
I actually bought the Augoror because I thought it would be fun. I envisioned taking the ugly duckling and making it into a powerful cruiser. For the money, I figured it had to have some potential. Live and learn, live and learn. I spent a lot of time replacing it's armor plating inbetween rat fights.

Crucifier - im embarassed to talk about it however Sangrel Minn seems to like them...
Augoror - *shudders* i actually considered buying this when i was a newbie. Oh how much life has changed. Thank God i got an Omen instead.
Arbitrator - I've seen them around gates - the NPC ones - about 2 players flying them in over 8 months. Not a good track record. I believe this may be due to the fact that its a pretty rubbish ship overall, better to train Caldari Cruiser for a Caracal instead.
Celestis - I've seen one being flown by a pilot and i've killed a few NPC ones. But i'm not a gallente space kinda guy so maybe i cant really put this one down.
Tempest - A battleship and i've seen 2! Two in 8 months, that is rather stupid. I think they're a bit unpopular though, maybe wrong.

Celestis will become more usefull after the EW patch.
As for the Tempest, they aren't that popular in empire no, but you see a lot more of them in 0.0

Top of my list:
Crusifier: Very useless no good points really ... Anathema on the other hand is a beauty with covert ops cloak!
Auguror: Pretty good ship before Sigil .. you could fit it with around 1000cargo and an MWD to use in agent hauling missions , but now .. noo .. not really useful.
Arbitrator: BEST LOOKING ship in game , too bad its not that good cause average drone use is pretty borked now ..
Inquisitor: Reaaaally good agent runner ship , until the destroyers came and snitched its spot there .. still the Amarr missile frig, looks cool !

Yup, stick a cap batery and an ab in the mids (think you need MAPC) and you have a 900m/s shuttle with a cargo bay big enough to carry a new ship's fitting. Recycle the burst when you get there, and carry the minerals home with you in your ner ship

Cant really speak for any ships other than minmatar ones. Main reason I can only speak on minmatar ones is I dont usually hunt people and thus can only speak out of personal experience.
The 3 I feel are the shortchanged ones of the minmatar fleet is the Burst and the wrethe and to some extent the scythe.
Personally I own both and have actually done quite a few hauling missions in a wrethe... not cos I had to but I liked the way it looked.
With the tech II haulers coming out I expect to see alot more wrethes out there but doubt many will play with the tech I version as the hoarder is marginally more expensive (in skillpoints or isk).
As for the burst, its a shuttle, only use I have found for it wich is sad, its a nice looking ship that deserves to be used but it cant do anything apart from go from point A to point B fairly fast.
The scythe is a rank I cruiser and as such its never going to be popular, not very esteticly pleasing it has that against it also... sadly, its a nice little ship and as any minmatar would be proud to own one ... well I do :)
I have seen people badmouthing the bellicose however, that is a ship that is very underestimated, it is actually better than the stabber but as the stabber is a very simple ship demanding little skill and few skillpoints the bellicose has been sidelined.
The belicose is clearly a upp close and personal ship considering its rather nice dronebay of 750m3 and 3 launcher points, fit it for speed and good tracking, go for 3 launchers and drones, stick in short range guns and its a blast.
