Hmm features and ideas wouldn't server problem. Because this forum have no bug section, general suit it best. We got promise year ago and instead working solution we have bug not being able scoop normal containers as we had before.
Shooting containers shouldn't be considered criminal action in any security system and then I guarantee I would voluntarily place my ship for whole day shooting on containers to clean-up mess. Did anyone just go and look at belts in systems with security 0.5+? There are more containers than rocks!
Piles of secure and standard containers just jettisoned in space and labeled with stupid signs or recruitment cover stations and gates. Even 0.0 is polluted with abandoned containers in belts, over stations and gates.

Instead:
Sollution 1: Simply make it easy for players to self-regulate their cans. All items in space owned by a player or corp appear in their assets folder, and can be remotely trashed just like items in stations.
Sollution 2: Unanchored cans have a 2 hour limit like jet cans.
Sollution 3: If a persons account has been inactive for more than 2 months, their cans dissappear.

Since Eve is so very fond of its "Professions" and related skills, how about just introduce the skills for "Garbage Collector", that way anyone that felt that the Galaxy was in need of a clean up, they could. You could have skills such as Sanitaion Engineering, Biowaste Hauling, Selective Refuse Collecting, and Dog Kicking :)
You could even introduce new ship classes, such as the Trash Barge, which could leak stinkinax green ooze all over the highway.
This would also give jobs to the thousands of unemployed Researchers and Scientists.

Unanchored cans are supposed to disappear like jetisson cans--but they don't. And standard unanchored cans can't be scooped either.
I propose a protest. Industrials manned by annoyed players could meet at Yulai DED X filled with small standard cans, and could set a 20 jump course through the heart of secure space, where they will dump a single standard can at every gate.
If all of you here are interested, EVE-mail me with a simple "yes I'll do it" or something and I can pick a time and post a thread about it. If the GMs don't like the idea, they better go smack the devs and have them fix at *least* the basic standard-cans-can't-be-scooped bug. -- The best description of alliances, ever:

Something as actually implementing the anchoring skill would work. If i remember correctly the amount of objects you can anchor was supposed to be part of the skill. So just implement it.
For each level a player can anchor 2 objects in space.

Your other ideas are all good, but this point is not. While certain implementations of a time limit would be processing intensive, there are ways of doing it that are not.
For example, if we say that anchored cans expire if left alone for 1 month, or even a week or so, the exact time of death isn't all that important. So you don't need to check to see whether the can should die very often. It could easily be added to the list of clean-up tasks done during daily downtime, and so have no effect on live-play processor load at all.
Also, if you look at the way current jettison containers expire, they don't go pop at the exact second, or even minute, that they go over the 2 hour period. The can cleanup seems to be handled by some sort of garbage collection routine, not a seperate counter on each can. This routine would just cycle through all the cans in the database constantly, checking for expired ones. So if your can has 1 second left to go when it gets checked, it lives, and will live until the garbage collector comes round again. The great thing about this system is that the processor usage can be easily tuned based on current server load. If server load is high, you just slow down the garbage collector. Which is probably why I've had cans last 3-4 hours at busy times - though relying on them after the 2-hour mark is very foolhardy! Incidentally, a similar system seems to be in use for removing expired market orders, hence why some of them can sit there for a while.
