I watched a vid a couple of weeks back about a guy showing how to track another player by obtaining their current in-game ID.
I thought he used the D-Scan to do it and followed the other player after that. He cloaked 100m out from a station and waited for the other player to come out and got his ID for the current server setting.
I have been trying for an hr to find that vid and I have spent 2 hrs trying to do it in-game. I can't remember what he done or where it actually shows the ID of a given character.
What the Hell? Did I dream it?

Not sure if you are referring to the act of locating another player in the game or finding a person in a particular system.
To find another player in the game all you need is the person's character name and high standings with NPCs called "Locator Agents." Give the NPC the name, pay a fee, wait for 10 or so minutes, and you'll get a mail telling you which system the player was last registered as being in.
To find a person in system you need to know the name of the target's ship (which can only be gained by seeing the target ship on-grid first)... use D-Scan to figure out which part of solar system the person is running missions/anomalies/plexes... and then use probes to get a warp in point. Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective. |

I assume the OP means signature ID, as discovered via combat probes.
I wouldn't expect the ID to remain at least until a session change, but I've never tested that. |

I am talking about the ID that every player is given. It refreshes every 24 hrs when the server resets. I could have sworn he used the D scan to get the current ID of the other player. He then saved it to...something and was able to track that player until the server reset.

Is it actually possible to cloak when you're under 2 km from a station?

No, you MUST be more then 2000m away from anything. Likely the OP means 100km Inject your skillbook before you leave the station. The ID is related to the pilot and the ship. So if the pilot switches ship, it will have a different ID, and if a different pilot flies the same ship, it will have a different ID too.

Citation needed, is this based on "hearsay" or on actual personal testing or someone "reputable" testing it?

Personal experience. I have recently followed people across multiple jumps to ninja loot their missions. Their ship ID has always stayed the same.

Indeed. I edited the OP to reflect the correct distance.

He 'assumes it is only changed during the downtime".
I didn't pick up on him talking about changing systems. After a brief review, he does remain in the same system for this demonstration. But as Aptenodytes states, the video is a little dated and things have changed, but if he reports it remains from system to system and we find out otherwise...Well he can be bound to the whipping post for 30 lashes.
For the most part, I will believe ALMOST anything anyone posts until I am given reason otherwise.

Sure go ahead and test, it's quite simple. I know for sure that ship ID used to change when you jumped to a new system, and there was no official announcement that it had changed. But my methods would not work if ship ID changed across systems. I cloak outside a station and get ship ID with probes. If the mission runner warps to a mission I scan him down, simple. If he warps to a stargate then I recall probes, follow and jump. Often he has already warped away from the gate before I get there, so I launch probes and look for the same ship ID. It's worked time after time. Feel free to test :)

The ID is linked to the player / ship as stated above. The ID will remain the same between systems and allow you to follow your opponent until he/she switches ships or until downtime. I have read on other threads that ID has recently been stealth-changed, it now persists through downtime, and also if the ship is given to another player it will keep its ID. In fact the only way to change ID is to repackage the ship. I have not tested this personally though, so please regard this post as "hearsay" ::)

Still, in a given situation of actually "targeting" someone to take out. Isn't it rather hard to chase them through "x" jumps across numerous systems?
I mean, if you get the ID and follow them into the same system or even a system or two, and they settle in to do something...like mine, that is one thing.
But what if the guy is just all out hitting gate to gate? One on one...that seems rather difficult to keep up with. Especially in systems with multiple gates.

Yes it is very hard to follow someone that way. Your best chance is to have an interceptor or covert ops, that will mean your warp speed and align time are faster than your target's, so hopefully you will warp to the gate, jump through and be waiting to see where he goes next, before he even jumps through. Hold gate cloak if you don't want him to figure out he's being followed. If he does realize he's being followed then it's quite simple for him to lose you, especially in systems with multiple gates and a lot of people.
Might be a better idea to wait for him to get to his destination, then use a locator agent.

Maybe some new "cat n' mouse" mechanic will be introduced with the upcoming Ret. expansion.
I expect there will be a lot of high speed chases going on at that point.
My interest are both offensive and defensive. I want to kill that guy and I want to run from that one.

Ok, I did a full test and here's what I found.
Things that do NOT change ID on a ship:
jumping downtime docking/undocking leaving ship and reboarding (both in space as while docked) Leaving ship and have another player board it
Things that DO change ID:
repackaging Amat victoria curam. |

Well, it's really handy in high sec wars when dealing with mission runners :) Once you know the ID of that fat faction fitted CNR you just made your life a whole lot easier when you try to scan him out in a busy mission system. Amat victoria curam. |
