This is only a risky investment if by that you mean buying ANYTHING off the market is risky because CCP might want to give everyone free units of that item. With that logic everything is a risk because CCP can do whatever they want.

Unless It was said on the test server sometime or in some local chat I cannot find record of that anywhere...
