As it seems that every other day we have a thread about "how to become a pirate" I thought i would just make a little guide for anybody wishing to start in piracy.
Lets start at the beginning.
REQUIREMENTS
For a low SP character
Many new characters may think themselves useless as pvpers; but this is most definately not the case. In a frigate you can take down, or immobilise, an opponent much larger than yourself. They key to not dieing while yo do it is speed.
Therefore it is alost essential for all new characters to train for a microwarp drive
This will help you to evade missiles (and take less damage from them in the upcoming patch) and evade turret fire.
Thus a new pilot should invest in the following skills:
This is probably the most time consuming of the skills that you will need.
Next, you will need to be able to use a warp disruptor or warp scrambler, to stop your prey from warping away.
Both of these have their benefeits, however i recommend using a warp scrambler as a lot of your targets may carry a warp core stabiliser, and the -2 scramble on this item is more likely to stop them from warping. Secondly, a warp disruptor uses too much capacitor to be run easily on a frigate.
To use this module you will need to train:
- Navigation II (you should lready have this at IV)
Since you now have the two main essentials: you may also want to fit a stasis webbifier (which has the same requirements for skills as the warp scrambler) to slow down your prey. However this may not be necessary if you are in an asteroid belt or at a planet etc as your target has nowhere to run.
Of course you need a ship to fit these to, and i recommend either the KESTREL or the RIFTER as both have the ability to lock down a target, while staying reasonably fast and dealing some good damage. For the kestrel, the choice between rockets or standard missiles is one best left to you. Rockets are better for close range combat as they have a better damage/time. For the rifter, experiment with the guns/missiles, and find out which suits your style best.
At this point i would not recommend training gunnery skills too much.
(If you are not caldari or minmatar, don't worry, learning the skills to fly either a kestrel or a rifter take very little time at all, and are worth it: as in my opinion they are the best pirating ships. The amarr and gallente equivilents require more gunnery skills and have "inferior" ship loadouts)
Now, running a microwarpdrive and a warp disruptor, along with whatever else you wish to fit, is a drain on your capacitor. Capacitor power relays in the lowslots can help you to sustain the modules.
These require:
(dont worry about all this training: it doesnt take very long, and many of the skills are essential later on anyway)
The rest of the slots on your ship if you have any free) is really up to you.
WHERE DO I HUNT?
By now you are thinking; "Great I'm ready, where do i go to kill!"
Unfortunately it isnt that easy. To find targets, you need to go in 0.4 and below systems. These are often sparsely populated, but now and again you cn find something to kill.
Try to look in the less busy low security systems, as this is where miners are more likely to be hiding. Fly around these until you see a possible target in local.
Then you use your scanner to see what ships are in space. (this is not difficult once you have done it one or two times so i wont go into it: if someone wants to post a tutorial on the scanner please do)
If the scanner shows a prime target, such as a hauler or a mining cruiser; off you go. To find him you can either
- Use the scanner and narrow him down
using the scanner like this is difficult at firs, but often quicker than going through the belts, and well worth getting used to.
Once you have your prey in your sights: its tme for
THE ATTACK
Orbit your prey at your optimal range and engage your warp scrambler and weapons. If all goes well and you get him to structure, convo him (if you wish to ransom and not just destroy the ship) and ask for a toll. Choose this yourself, judging the value of his ship and modules and thinking how much he would lose if he went boom.
I advise you not to pod kill your target, as the security status hit for this is very heavy, meaning you wont be able to go into high security space.

Once your prey has paid you (hopefully) let him go by deactivating your gns/scramblers. If he did not pay, send him on his merry way in his pod.
Do NOT go near the sentries for 15-20 minutes after you have commited a hostile act, as it will leave you in your pod. (sentres are cruel masters)
Expect to lose ships often until you get the hang of it. Dont worry: basic frigate setups are cheap.
Lastly: EVE is NOT a single player game, making friends is an excellent idea: and joining a pirate corp can help you to learn quicker and kill more (killing with friends beside you is much easier, and more fun ) Hope this helps, and if i forgot anything, feel free to post it.

I just started pirating on my 2 week old character and its a lot of fun.

Can I just add to this that from personal experience the best places to learn how to pirate are dead-end 0.4 systems that only have a single gate going into 0.5 or higher.
These places are very popular with miners as they know that most pirates won't come here, since they would have to make the trek through empire to reach it. As such they make the perfect pray since you can catch them offguard. 
Good examples of this are places like Sagain and Gyerzen..
Another thing to select good hunting grounds by is their ore types.. I believe next patch some in 0.4 will yield small amounts of Zydrine, systems with that ore will be high priority for miners no doubt.. so they should be high priority for you too.

Therefore, it would be a good idea to create a safespot or two, and keep warping between them

Yeah, sometimes.
Flag timer is bugged to hell though. I keep getting shot by sentries 30+ minutes after last aggression ... maybe the game just hates me? :) ______________________________________________

It "should" last 15 minutes but i usually leave it 20 to be more safe. As far as i know you can petition if they shoot you after 20 (maybe 15 but im not 100% sure) ------------------

If the sentries kill you after 15 mins from your last security drop you can petition, a corpmate of mine lost his Ishkur to sentries 25 mins after his aggro timer started, he petitioned and got it back the next day. Just remember to get someone to scoop your non destroyed items as they only give you back what gets destroyed. _________________

CCP doesn't even have a guide to system security level posted. Not even in the FAQ. Surely you realized that reserving your own ideas from the public with the intention of just letting them work it out for themselves was going to lead to rather odd interpretations?

K for the scanning part u generally wanna find some1 at a gate or a belt, most likely the belt in this case.
Open up ur scanner and set ur scan range to 10,000,000km. U will find most belts are maximum of this from a planet so will cover u being able to scan a belt effectively.
Next set ur radius to 30 degrees as u want to accurately scan a belt 1 at a time and picking up item from 2 belts isnt handy. To align the scanner on screen for scanning a particular belt use the onscreen camera and position it so ur ship and the belt(upside down triangle) u want to scan are in alignment.
After u have completed this start ur scan and u will get a list of whats in the belt. Set the fliter to show ascending "Type" and it will be easy to c wot ships (player and npc) are in the belt. After that move in and go to work if u find a suitable target. Rinse and repeat this process with all belts to find targets.
Tip: Rule of thumb is miners in low sec use bookmarks for a planet to instadock and can use them from a belt of that planet. So u might want to start at a planet that has lots of belts to scan. Chances are a pilot uses the same belts of a planet to mine, have secure cans and such and cycles through every day. (\_/) (O.o) (> <) This is Bunny. tbh there are so many different types of piracy it would take me hours to write a good guide for em all
