I love pc rat hunting, been doing it for 2 years off and on. But everytime I kill a pc rat I'm penalized...... Kind of a turn off. My nice cushy 5.0 sec status is now a 1.6 for doing whats "right" and avenging those who can't fight for themselves. Soon I'll be in the negatives myself and seen as a threat to those who don't know me. And as soon as i do go negative alot of my friends are going to put a freakin fat bounty on me, I feel loved . But again that makes me a target for bounty hunters, and I am one!
Is there anything planned for us "noble" and "heroic" fighters of justice?
As I'm very horrible at writing anything, I invite all to throw out ideas on ways to help this profession.
The only thing I can think of is allowing Bounty Hunter Flagged pcs to actively hunt and persue Pirate Flagged pcs freely anywhere, much like a war dec. Very vuege idea so please feel free to adapt it to something that can be implemented in eve.

I once had +5 also, but after few kills I'm down to -2.0 
Few of these damn pirates like to stay just little under -5

That way, if you pod them, you will lose some sec. (almost negligible if you pod someone with very bad sec. and you have very high sec.) but not much? IMAO people should be kicked from NPC corps for agression agains other players to a wardec`able corp. They you will be able to declare them and kill\pod with no sec status loss.

I am of the same mind as the author, and I too wish there were some system in place to Hunt player pirates.
The only thing I can think of is, somehow there would be a calculation of kills for both parties. If one has been killing players they would get a sec hit if they win the fight, if the winner has no record of killing players then they would not get a sec hit.
This would also give the idea of Bounties some meaning, atm you can only kill a player in 0.0 to get his bounty otherwise you will get a sec hit yourself which really negates the whole idea of bounties imo.

That minmatar should be able to attack Amxxr scums and Caldari Amxxr axx lickers in Gallante/ Minmatar space and only get -(minus) from Amxxr & Caldari Empire and there for not be able to enter thouse Regions if u get to much.
And ofcourse the other way around also!

This is a good idea of yours... The devs could consider that, let player with -.5 sec and lower, to be hunted anywhere between 0.1 to 0.4 and concorts could give a high sec stat/award instead of penaltised sec stat. or they could let hunting between 0.4 and 0.3 That could be helpful for som1 also wants to get back straight and being a legal citizen again... could u imagine that?. This could help ppl run away from the boring npc missions and more pirates could appear also.

Pod killing is exacuting the bad person, just as a pirate would murder a victim. PC rats get a nice low sec rating showing that they kill, alot, and us pirate hunters get penalized for tracking them down and seeking justice in low sec space. But there are a ton of pc rats that avoid the sec hits, for instance pirating in o.o and being scott free in empire.
War decing only goes sofar, I know, we've done it alot.
Keep the ideas flowing, perhaps we'll find a method that works.

This is a very nice idea. Award a player or gang for killing a low sec person in empire instead of penallizing. But we still need a method of awarding pirate hunters who kill self proclaimed pirates that have greater than -.5 sec ratings.
Perhaps an option for a CEO to declair there corp pirates officaily so that the CONCORD would avoid giving the pirate hunters a sec hit when killing a pc rat.

I realy wish there was ways for bounty/pirate hunters to exsists. There is only one thing more fun then hunt someone; To be hunted. Sadly we never get hunted becouse of what you just brought up. Sadly its alos our pray that have made it so. If many more would rais arms agains us rather then petition. Players would do the work concord do to day.
Perhaps a system where concord only reakted to a crime happening, and not for cime done in the past.
Where centrys only protected +10 players in 0.0 and abow, +9 players in 0.1 and abow, +8 players in 0.2 and abow. and soone.
Where everyone could shoot a -1 player in 1.0, -2 player in 0.9 and abow, -3 player in 0.8 and abow and soone.
I dont know, but something need to be done for the pirate hunter profession and remove the stupid npc interfering with a pvp game.

I think that's why they did rat security gains now. So more players fall lower without gaining so quickly just from chaining one style of NPC. Just got to give it time for more pirates to fall under the -5.0 status before you begin your trade. So take a break, go get your status up a little bit while the rest of us fall below -5.0

It would be good for the bounty hunter to get a special permit that can be bought for isk that allows them to hunt any pirate that has a bounty, lets say over 250,000. The permit would be good for like a hunting season 1 month or along those lines.( well I am a pirate dont know if this is a good idea or not ). Or buy a permit for just the person you are hunting, you could prol exploit this but the devs could tweek it.
Plus it would be fun to have a bounty hunter hunt you, cat and mouse game of kill or be killed oh!!! and the oirate that is being hunted can fire back without concord reprisales ( I cant spell for doo doo )

Perhaps a bounty hunting license that can only be purchased bye those with 0.0 or better sec rating. The license could allow you to hunt anyone - 1.5 or -2 or lower anywhere without sec hit. However if your security status falls then your license is automatically revoked and you are not allowed to apply for another one. Just an idea.

Do you have any idea how many pirates out there have "high sec status + bounty" combo? It's effectively killing my sec status, with this rate I'm going to have worse sec status than any of the actual pirates I hunt

They are not interested in dealing out justice or helping the community, don't let them fool you. If they were killing for justice they wouldn't be worried about sec status - afterall, they wouldn't be blowing up anyone but outlaws, no matter what the bounty. If they are after the bounty then they can't expect to be treated any better than pirates - killing for isk.
If anything they are WORSE than pirates - pirates want to take your stuff, they want to take your clone. ______________________________________________

I dont think there is anything wrong with the way things are at the moment. If ppl choose to take the LAW into their own hands and kill those with a sec of -1 to -4, they should get a sec hit. No one said been a Vigilanty was going to be easy. Concord already allow you to kill those with a -5 sec without a sec hit, so if a pirate is able to keep his sec below -5 (which is not an easy task) then you should accept the sec hit as part of your work.

Totally agree with this one.
I actively hunted pie rats and podded my fair share for about 2 weeks a few months ago and ended up -2.5. What really took the wee wee was the 100m bounty i ended up with on my head. Admittedly most of it came from my alliance mates 
Try explaining to people that your anti pirate then. It got to the point where i was banned from shooting anything unless it was -5 or lower til i got my sec back up. Several of our members are still below -2.0 and have been mistaken as pirates a few times now, and can't come and join in on some ops thanks to travel restrictions. Speaking of which, the Caldari Navy owe me an Apoc and 200m in fittings 
I dont think it'll be possible to change the situation with current game mechanics as it'll be open to abuse by pirates themselves...so i guess we'll just have to put up with it

The big difference is that a bounty hunter targets those that break the law as opposed to the whole population, this concious choice sets them apart from their pirate targets. To have a bounty then that person must have broken the laws set down by CONCOORD. The benefit to the community happens regardless of the motivation of the bounty hunter as the pirate now has been punished for his crimes by loosing his ship and pod.
Right now though to perform a civic duty and role play being a bounty hunter a person has to break those same CONCOORD laws in order to do it unless the pirate is less than < -5.0 which is very hard to find as most pirates tend to hover between this 'open season' value and zero.

This is not a descussion on the definitions of Bounty Hunter. THis is a descussion on how to improve this profession that is penalized for what it does, hunt bounty on outlaw pilots.
I'd be very interesed in hearing from the real pc rats out there on how they'd like to be hunted, especialy the pc rats with sec status better than mine .

But we'd have to change the positive protections to 5.0-1.0 as getting above a 5.0 atm is insane. Perhaps sentries only protect players with a 1.0 in .4 space, 2.0 in .3 space and soone. This, I can see alts as free targets in .4 and lower space now, as it should be .
This looks workable as it will close the serious gap between the -.5 to 0.0 gap there is now.

Okay assume that I am an alt, fact is any smart person who finds themselves outgunned is just gonna safespot and insta jump out of the system. If people can fight whole alliances, avoid gatecamps(sometimes) the noble "pirate hunter" is no problem for most of us.

how about u just adapt we pirates did i mean im tired of not being able to go into 0.5 and buying stuff having alt's move my stuff around because there is no where in low sec to get anything usefull and also low sec is very badly connected which makes it hard to move around but u know what we are still here even though we get nerfed every patch
and tbh bounty hunter hunts ppl for money ie bounty's he does not care about anything but the bounty pirate hunter kills pirates
i like ur flagging idea though if it allows the pirates to fire back ie. take the combat initiative if not you should have sentry's pounding u just like everyone else that fires on a non criminal tbh

A permit would be a good option for bounty hunters.
Ya gotto pay for it, and it will last for only so long, and the pirate can fire back at you without reprecussions.
It would be like a mini war deck for the bounty hunter to try and get the bounty and the pirate to defend himself with out the bounty hunter getting a sec loss.
And the bounty hunter could only pull a permit on some one that has like 250,000 or half a mil bounty.
And to make it interesting you could put a feature like a mail that is sent to the pirate that there are rumblings around the sation bars and pubs that someone is looking for you. Kinda put the role plasy thing in there but maybe not a good idea but its my 2 iskies

i did 90% buhu'ing i got low sec which is filtered out by my common sense filter
yes spice to game play is but if this is really what u wanna do in the game u get good doing this then it will not matter if u are +5.0 or -10.0 u will have a name for your self which means ppl will know why u are there in the first place anyway if ppl are pirates they will have -5.0 soon enough in this game so just give it a month or so hell man im allready -6.0 and alot of our other members went the same way oh and Yarrrrr http://www.snigg.cjb.net/

i had raised this point in another thread, it makes sense to allow -10 sec status into empire and would put alot of the law keeping into the hands of the players themselves, crimes should still be punishable by concord and maybe an attack block made on those with low sec status so they cannot agress while in high sec, that would rule out the suicide bombers as another person had also stated, this would allow free movement for -10 guys whilst putting the risk in their court, imaging being an outlaw and trying to move through the gate camps in jita and other hot spots like that. the outlaw should be allowed to defend themselves though, but i would think a change like this would add a hell of a lot of action into the game, and also reduce alot of the movement boundries imposed on -10 players

Well let me see if I can cover all the points people might bring up. Hmm...
Bounty hunters' jobs are to kill criminals to collect the bounty on their heads...so if someone has a bounty, they should be attackable without consequence, sec hit or otherwise. This leads to the problem of "reformed criminals", people who were evil but now do something else and seriously are trying to be good people. So I don't know what to do about that, because if we made bounties drop over time people would just get a huge bounty and wait it out, and we cant cater to both the speed needed to become legit and at the same time the slowness needed to prevent waiting it out. But anyawy...
It's pretty clear that people who bounty hunt should not be taking sec hits, despite what some may say, but consider the role playing aspect - we may be doing it for money, but the role is that of a justice worker; an unofficial cop kind of.
Sec status should not prevent people from entering space but should make them elgiible for a slug in the hull when the come in. As for the "suicide missions" and the people who would annihilate newbies, maybe the newbies should know not to attack the people in Apocalypses.
I'm torn on the permit idea; I like that you could actually be official but I don't think you should pay ISK each month just to be able to kill criminals...but then again yes I do.
So I guess I'd say you should have the permit system, and when you have a permit, you can kill ONLY people with bounties but you can kill them anywhere with either no sec hit or a sec gain, because let's face it they're different from NPC rats but they're still criminals, right?
I don't know whether I actually accomplished anything there except to logically sort through what we had in this thread and summarize what I felt was best of all of it in one post. _____________________________________________ Kills: 0 Repeats: 0 Bounties Collected...you guessed it.

well a bounty system where a player can contract u out to kill another player without u incurring a sec hit in low sec and 0.0 space.

Havent read any of the other post then the 1st...but i doubt its possible...how is "EvE" gonna figure out if a person is a pirate/bountyhunter....and pirating is made worse...
Its pretty damn hard to get your Sec up these days without lvl 4 agent or doing a complex 100 times a day for the same amount of standing gain u'd normally get from a 750k rat...people are now either way, not pirate...or -10..

Whn was the last time anyone caught a pirates pod? Considering were talking about people who know how to PVP and can therefore get their pod out as soon as their ship goes down with relative ease. And don't give me that adapt line, your only chance is a fast locking inty (i.e. the first ship thats going down to a pirate because he know's why its there), a Large Smartbomb which can gimp your setup and relies on you getting close, or a good dollop of our old friend LAG.
Not to mention the fact that usually your going to have to outnumber the pirate to catch him in the first place, and if anyone can read local and know theyre in trouble, its a pirate. Not that im saying all pirates are cowards, most of the pirates ive killed have been from organised honorable 1v1's.
I haven't recieved a single bounty payment since i started playing from a pirate pod, yet have killed my fair share of ships. So where does the ISK come from? Loot? Assuming it survives and depending on the class of pirate, yes you can make some ISK this way, but if your solo or pair hunting which quite often you have to do in order to stop the pirate logging, safespotting or docking, you'll find yourself losing more than you gain.
And the old chestnuts, security status and the abuse of alts...if your really commited, yea sure take the hit, I know I do and I like to apply my guns to the hauling inty alts too, thats why im -2.1 and have a bounty of my own to have to explain every time I try and tell people I'm a good guy. Still doesn't stop the fact that it sucks and it hasn't stopped the good guys from shooting me either!

You think piracy is much more of an isk maker? At least you got bounty on pods to look forward to AND sentry help.

Bounty hunting is, and has always been, a "cool" profession and utterly borked. In that respect it kind of sucks.
However, most of the pirates I know are honorable about it, i.e. no bounties on themselves and no self podding just for a payday. But I'm sure it happens.
Bounties aside, I have seen a new trend in the wake of the dual destroyer nerf: Low sec. gatecamps trolling for outlaws.
It's logical to assume that the collective security rating of the player population will drop given the increased difficulty of repairing sec. status. You find players like myself who no longer give a toss about it and accept their red-flashiness.
With low sec. empire ore actually giving decent minerals, there are more miners, and consquently more pirates gleefully trashing their access to Yulai. In this setting, I've witnessed low sec. empire corps. fed up with being ganked taking the law into their own hands.
They realized that they can attack outlaws at gates with no risk of sentry guns or a sec. hit.
The outlaw may have a bounty or he may not. But most pirates are going to have better loot than your average miner so there is some incentive to attack even without the bounty. Plus otherwise lawful players get a taste of Pvp without the sec hit.
It's not strictly bounty hunting, but these outlaw fishing nets do give players an opportunity to dispense justice and maybe make a little money in the process. --------------

Make naughty ppl stay flagged for a day or two but take away the sentry aggression unless you shoot in sight of them. No stupid waiting around in SS and hunters won't be penalized if the pie rat has been doing bad things recently.

that's basically the problem. what makes you killing who you want to kill different from me killing people i want to kill?
you can kill whoever you want, but there's no reason for you to not take as big of a sec hit, just because you fashion yourself as some sort of do-gooder by only killing people you consider 'bad'. that's rediculous.
play by concords -5.0 (and pretty reasonable) rules, or accept the consequences of doing so, just like the rest of us. there are more than enough chances and situations for you to kill bad guys without a sec hit.
i'm somewhat amiable to the idea of contract bounty hunting (i.e. declare war on one player) -- but aside from that, i dont think anybody should get less of a sec hit.
note: i'm somewhat anti-pirate hunter. perhaps too much so, as the only ones i've met ingame are really obnoxious, self-righteous... and quick to die. yarr

There is no set "Class" holders in eve. This means that if you mine. You're not set somewhere in the code "Miner". There is only a few established maybe noted refrence to your trade in the system that is saved. One of them is you're "Security Status". Obviously the lower it is, the badder you are. The higher it is, the better you are.
There is no way to establish who is a pirate or a hunter. Just like there is no way to establish who is a miner or a fighter. Some of you want it to be that way with just "Bounty Hunter". What about "Miners" too?
The idea is cool and well noted to me however, it takes away from the main theme of EVE. The option to say your trade is THIS without it being hardcoded as THAT.

heres an idea, when a corp is created how about you can assign the type of corp it is. So a pirate corp could declare that when he makes his corp it is a pirate one and gain a bonus e.g. 50% less chance of mods being destroyed on target ships destruction. This would allow bounty huntering corps to gain a bonus saying free to kill players marked as pirate corps but 30% increased sec hit on not pirate corp kills.
You can branch this idea out into all fields, mining corps getting a yeald bonus, pvp corps getting damage bonus, manufacturing corps getting production bonuses etc.
the other point i'll make is a link to a thread on the bounty system which I think is relevent and has some great ideas on improving the bounty system.

It seems like it's an old suggestion, bounty hunting licences/permit, single player war dec. If you're able to buy different "types" of licence it could work.
I've always wondered why eve didn't have a quick and easy hi-sec duelling system and this could handle it.
I've also read you used to be able to bribe concord agents. What were the prices back in the days it worked ?
Some licence suggestions to cover some scenarios :)
Duelists Licence Cheap. Lasts for a set time. Revoked on first ship destruction. Must be mutual. Doesn't cover pod-kills.
Ideal for those minor disagreements without having to trek all the way to dodgy space.
Assault Licence Cheap. Lasts for a set time. Isn't revoked on ship destruction. Must be mutual. Doesn't cover pod-kills.
Ideal for some almost too-serious weapons testing, or a small group from two corps having a rumble without having to trek all the way to dodgy space.
Destruction Licence Expensive. Lasts for a set time. Revoked on ship destruction. Not mutual. Target is informed. Doesn't cover pod-kills.
Private Destruction Licence Very expensive version of the above but target is not informed.
Kill Licence Very Expensive. Lasts for a set time. Revoked on pod-kill. Not mutual. Target is informed.
Private Kill Licence Stupidly expensive version of the above but target is not informed.
Concord sanction wars, could sanction a squabble ?

Why not just make people who have been agressive in empire space flagged as pirates and attackable without security hit for a periods of time in relation to their security status? -.1 to -1.0 1 hour -1.1 to -2.0 1 day -2.1 -3.0 2 days etc
Play with the numbers however you want. Anyone who pirates in empire space would be flagged and the anti pirate/bounty hunter people could go after them

Pod killing is exacuting the bad person, just as a pirate would murder a victim. PC rats get a nice low sec rating showing that they kill, alot, and us pirate hunters get penalized for tracking them down and seeking justice in low sec space. Additionally, there needs to be a different way that someone can verify that you 'killed' a player. Eve Killmails can be one way as long as they were somehow verified as authentic. Therefor, you could bounty someone and say the target has to be in a cruiser or above ship for the bounty to apply without pod killing.
Or the whole pod killing system has to be reworked...either way, its a job :)

I suggest a security status modification directly depending on the security status difference between the attacker and the victim. For example: player A with 0.4 of SS kills player B with -0.2, he will then gain [0.4-(-0.2)]*Value=0.6*Value (Value may depends on system security level). This way, you can't use the alts trick since the difference between their SS would be near 0.0, and the more "evil" player you kill, the more you get rewarded. Opinions ?

How about if you could declare war on negative security ratings. You could pick what rating you want to declare war on. picking -3.0 would mean you show up as at war with anyone with a -3.0 rating or worse. You can therefore attack each other with no security loss.

The general idea is that bounty hunters should have some game mechanics for mitigating security loss.
A license to kill sort of a deal would be great, if the pirate got part of the proceeds of the license purchase if they are able to avoid destruction.
Clearly war decs are not a complete solution because of noob corps as others have stated. Plus the issue of multi-decced pirate corps, causing the dec itself to outweigh the payout of the bounty.
Pirates chill in .4-.1 because they know they are safe from most people, and avoid 0.0 because they are not.
It makes perfect sense for there to be a method to enforce the law in the absence of CONCORD intervention. It is after all supposed to be a player run environment...it is absurd to assume this counts for cretins and not for enforcers.

And bounty hunters are agitating to change that. You are a pirate. Of course you don't want people able to chase after you more easily.

Clearly there should be hoops for the bounty hunter to jump through. Just as clearly the role of bounty hunter is almost nil in this game, and needs a boost.

A bounty hunter should be able to right click on the portrait of ANY player with a bounty and have an option in the dropdown to "hunt". Therefore declaring a 1v1 war with that player so to speak. The bounty hunter would have to pay CONCORD a percentage of the potential bounty to "hunt dec" the player and for CONCORD to look the other way.

If CONCORD doesn't approve of Bounty hunters hunting OUTLAWS with BOUNTIES on their heads, then whats the point of putting bounties on an OUTLAWS head to begin with?
Please note: An outlaw is someone viewed as a threar to civilized society, a criminal, someone wanted by law enforcments for crimes commited.

If I'm not mistaken, Concord would not need to look the other way since when someone has a bounty placed on them that bounty was given to concord be a victim in the first place to set that criminal as wanted.

well they could just add a bounty hunter skill. that each level allows you to hunt down rats over say -2 in each sec space. so either, lvl 1 means you can hunt in .1 with no sec hit, to lvl 5 which allows you to hunt in .5 with no sec hit. This keeps the higher regions where most bountyed/low sec rats can;t go open.

People like the above -10 pirate are just going to slam bounty hunting mechanics wholesale until the devs make it clear it will happen and start adding stuff in. It is going to make more people hunt them, so they'll act imperious about it - but that means doodley squat.
The main thing is the security hit. Hunting pirate filth doesn't need to be profitable, but empire space access should be the bennie of spending your time stomping on goobers. You just give up your concord protection for it, simple.
War decs for pirate hunting doesn't cut it.

I hate NPCing but sometimes I have to do it cause I have to fix my sec rating and need money for new ships. I earn no money with this. EVE doesn't reward roleplayers. CCP, fix it please!

How about this for an idea?
After you kill the pirate you have to return his body to a concord agent. Upon recieving and identifying the corpse you get the bounty paid and any sec hit incurred for destroying the pirate's ship/pod (sec status for 1 ship destruction and 1 podding no more) is erased. Also anyone may turn in the corpse for the reward, but only the player that podded the pirate can claim the sec status too. Once the pirate is podded he/she loses the bounty and the bounty is transfered to the corpse. And if you say "but if I don't get the corpse/destroy his/her ship I lose sec status!" my advice is go after a -5 pirate and stop whinging like a big girl's blouse!

Also anyone may turn in the corpse for the reward, but only the player that podded the pirate can claim the sec status too. Once the pirate is podded he/she loses the bounty and the bounty is transfered to the corpse. And if you say "but if I don't get the corpse/destroy his/her ship I lose sec status!" my advice is go after a -5 pirate and stop whinging like a big girl's blouse!
I'd be down for that. Small ammount of hauling exchanged for long hours of npcing.
Really anything that lessens the NPC drudgery. I'd give up gate protection everywhere in the game for it. And I lean in this direction - up the ante for the folks who want to hunt, make their lives more dangerous as the price. I'd give up safety, but not ability to work the markets to hunt bad people.

Right now the lower your security status the more limited you are on going into higher sec systems due to concord blowing you up. Just change it to where concord doesn't do anything, but players can.
for example a player with -2.0 can't go into a 1.0 system without concord blowing him up. So you change it to where when the player with -2.0 goes into a 1.0 system players can blow up his ship and pod without concord response or a security penalty. Of course the player with the negative security status can defend himself once he's shot.

This would bring into play player police forces being a viable role. I love it. Also pc rats wouldnt need to worry about concord instakilling them unless they commit a crime in secure space, and hunters can still go after them.
Would make things in Empire extremely interesting.
