First i would like to say sorry for not posting in awhile ( training time is a pain ) Now that some of our boys & girls are trained up. We just had to go hunting for the Filthy New Order miner. After a few hours, we we're getting bored. I started to think that this Mythical Miner didn't exist. But just when I thought all hope was lost our scout yells out " I have a target " . With tension growing we jump through the gate. I warped my Death Dealers to the target and like a mexican pinata the target popped. Now as we laugh in coms of our sweet victory. The POD got away ( SAD FACE ). Now I looked up the BIO on the pinata pilot and i found out the she was only 3 weeks old and had no BIO?? So I was like WTF o_O.......... Hey scout why did you pick the miner?? She was AFK.... So what do we do to AFK miners https://zkillboard.com/detail/29743677/ We make them go pop.
Well that's all for now check back as we keep on hunting this Mythical New Order Miner.
Remember boys & girls we're here to enslave not save.

You need to get your head checked up mate. Either take those 5 catalysts and gank something with a decent loot (faction fitting) or just use a single catalyst. What a waste of 4 perfectly good catalysts  |

AFK... not AFK completely unimportant. If they have paid the New Order to keep them safe from the dangers of Eve, it is best they learn the truth now. Eve isn't about being safe... it is about managing risk. Risk/Reward. Paying someone else to do that... in highsec of all place... is going to end badly.

So where in The New Order's Code does it say that new players are exempt? I didn't see it. After all, how do you know it is a new player? It could be a bot-aspirant's alt. So it looks like the miner in question committed the following code violations:
1. Failure to pay the $10 million "fee".
2. Failure to display allegiance to The New Order in his bio (the OP reports the player had no bio).
3. Failure to avoid the appearance of botting. The gankers believed that the pilot was AFK, so that violation is confirmed.
4. Failure to congratulate the gankers for their success. The OP did not report such a fundamental requirement of those who follow The Code.
There may have been a fifth violation, bot-aspirant behavior, but as the pod warped off after the kill we don't know if the miner had been at the controls the entire time or if the miner had just sat down at the keyboard when the enforcement action began. Since the OP believed the pilot was AFK, I believe that is evidence of bot-aspirant behavior, but I am not an expert in The Code.
So popping the miner is fully in compliance with The Code, and it appears that The Code requires such actions. James 315 would be pleased that a new player was taught the proper lesson about the nature of Eve. I also can't wait to see Singular Snowflake's public apology to James 315 for discouraging those who wish to enforce The Code. Like maybe with a 9 or 10 digit contribution to The New Order that will appear on James 315's blog?
I just wish that CCP would move ice out of high sec so we could be done with this New Order nonsense. It's a nice scam that's netted James 315 over 64 billion ISK so far, but the gag's getting old.
