ok. Basically...
EVE needs war! And i dont mean gankfest or POS'war.
EVE needs war! Eve needs multiple conflicts! Not for territory, not for killboard!
For fun of pure battle, pure fight! Do you still know, what does it mean?
Create ideology! Defend your ideology! Someone will surely not accept it!
So...
This is call to arms! 
Start declaring wars NOW!
Show how much you hate your opponent! Is it your friend? Who cares! Eve needs WAR!
Dont try to take hes region! Just go and kill him!

well and these days you also have the problem that most people just blob or that the people you decide to attack will just stay docked or log off and then where is your fight.

Thats why im calling everyone!
I find simple solution for your problem. Start diplomatic talks with neigbours, find one that will fight! Make simple war rules! Dont attack weak one.
Tbh in last year we killed most of weak industrial alliances. now its time for real war.
Otherwise we will all die because of boredom and leave that game! im very close to it...

I think if all out war broke out, there wouldnt be much lag. Make it so anyone can get attacked at any time, not just setting up fgt blob wars...

It seems pretty obvious from this and your other recent post (I Miss...) that you are getting bored of EVE - why not take a break from it? Or move to a merc or pirate corp that is not constrained by as many NAPS as the 5 is?
Or go up North and do some pvping there with the ASCN or BoB gangs where I understand much fun can be had with smack free fights of small fleets. There is nothing to stop you and a dozen like minded friends from sending a fleet up North, there are plenty of targets up there for you (or vice versa if you are a bored pvper in the North).
Also, not everyone wants to have wars or fight all the time. Some people just want to be left alone to fight npc's, mine, do a bit of pvp now and then etc. EVE without any pvp is, to my mind, a bit boring, but similarly, constant pvp, espcially in large fleets, is also boring. Where is the fun in spending all day camped in a SS because you are outnumbered 5 to 1?
You cannot agree rules of war as people will always take the opportunity to gank hualers, miners and others just wanting to mind their own business.

Yes, you are right. I'm a little bit bored. Your idea is good and i might consider it.
But on the other hand its not only about me, its about current style of pvp in eve. All im asking is more fun, more joy, less work.
Who needs this work? why whoever would need it? this is game, so lets play, add a little bit RP and just play...

Bobs the right one to talk about blobs they are the No.1 Blobbers in EVE lol. If u get a fleet together Bob will outblob u thats there way of working isn't it.

A good idea, why don't you do the first step rather than telling everyone what to do.
Not meant as a flame. Basicly I agree, since CAs death it's been a bit boring. Then CCP released all this gang crap resulting in more blobing and less fights. I think CCP has do something about it (eg. making pirating and piratehunting possible again, nerf longrange combat, there's a lot to do).
