Lots of neutrals try to get access to our empire but they usually die when we chase and kill them. It would be exceptionally easy for any corp to put up a POS anywhere and use it as an NPC or mining depot. Failing that it is even easier for a single NPCer to setup ammo/loot storage secure cans and NPC hunt to his hearts content. This is especially true in Fountain, which is very much wide open as long as you don't intend to operate your corp out of the NPC stations. The Enemy's Gate is Down
