Maybe the tier 3 are yet to come? 4 Titans 8 Carriers 8 Command ships 8 Recon ships 4 Interdictors 3 Elite Barges = 35 Am i missing any? In the database I was poking through the only one listed was the Supreme Drone's ship (Rogue drone dominix) but of course we can't fly that. My guess though would be tier 3 BSes.
