Anybody who is receiving em focused damage.
8k shield doesn't sound right. Dump the flux coils and swap them for shield power relays instead since you don't need cap and you'll get a similar effect but with an extra 3-4k of shield to help buffer the damage with. And put something in the remaining 2 highs, probably small lasers.

Why the named Shield Power Relays? As far as I can tell there's a 1 CPU difference between a Shield Power Relay I and a named Shield Power Relay. Am I missing something?
On topic, here's the setup I use:
High 5x 'Malkuth' Heavy Missile Launchers, 2x 150mm Prototype I Gauss
Middle 2x Large Shield Extender, 2x named Shield Resistance Amplifiers, named 10MN Afterburner (used to use PWNT Target Painter but I hate going <200 m/s accross 100km in a mission)
Low 2x Shield Power Relay I, 2x BCU I

I had an awesome Ferox setup until I ran across a T2 Snipertron and a pair of tacklers.
5- Heavy Launchers, nothin' fancy. 2- T2 150 MM Railguns
4-T2 Large Extenders 1-T2 Photon Scattering Thingy.
4-Shield Power Relay I's (Can't wait for the T2 Version of these)
This, with my skills, gave me a passive tank of 13,148.7 Shields with a recharge time of 348 Seconds. That's almost as good as a T2 Large Booster at optimal recharge time. Requires virtually no capacitor, and the T2 150's nail any NPC interceptor no matter how close or fast.
This setup can also tank up to(Didn't find any bigger) 2 800K Serpentis BS Rats. It tanks the 640K's easily. And it can tank a pair of Sentry guns for a long long time, long enough to kill a Thorax and align for warp pretty easily. A Raven or Scorpion outfitted for damage will take several minutes to chew through this tank, long enough to easily align for warp.
Soon as I get enough money ~ 50-Million, to build another one I'm going to test it out in level 3 missions, and maybe switch out a rail for a tractor beam. This thing is slow, but very tough to kill.

I'm curious what sort of damage people get with rails.
Hardly got any rail skills myself so I've got a couple of medium pulses in my highs. They don't do amazing damage but handy for pecking away at frigates that get too close.
Although I'm also tempted to try a tractor beam for when I don't have an ab fitted.
A lot of these setups also work better or worse depending on skills. As I found out months ago when I warped into a black market hub mission in my new ferox. Then warped back out as I was into armor

High: 5x Malkuth Heavy 2x Medium Nos
Medium: 1x 10MN AB I 1x Large Clarity Ward Booster 2x V-M15 Braced Multispectral Shield Matrix 1x 'Anointed' I EM Ward Reinforcement
Low: 4x PDU II
The PDU's help you keep those hardners on for a long time, infact you could probably take out the booster and rely on the massive resistance. But since this is doing Level3 missions its nice to keep it on there just incase:).

5x heavy launcher, type varies 1x 250mm scout 1x 125 prototype
3x large t2 extender 2x hardeners that change per mission
2x shield relays 1x BCU 1x PDU
I sometimes drop the BCU for a 3rd shield relay and the PDU for a.... warp core stab.
When I ran 3 shield relays and 1 pdu, nothing in lvl 3s could come close to breaking my tank, and I did a few lvl 4s with the setup too. Had to get help for my last lvl 4 because taking on 15 cruisers, 5 frigs and a BS can be rough, even with 12k shields and a 60shield/sec peak.

Since I am a cheapskate, here you have the 900k combat sp's way for level 3 agent running:
x5 Heavy Launcher I's (widowmaker, scourge & thunderbolt) x2 250mm Scouts (iron)
x2 Large Extender I's x1 ABI (sometimes an Invuln I or other extra hardener) x2 Shield Hardeners (typically therm & kinetic or EM)
x3 PDS I x1 BCU I
Only 7770 shield and 31 regen and I have gone into armor 1 time on a level 3 mission, and have now completed every mission available to level 3 agents (solo). Extravaganza, Silence the informant, technological secrets, etc, etc. My basic theory is keeping resists as high as possible and will drop my ABI for another hardener in order to maintain 65%+ resists if I have NPC's hitting me with Kin, EM, and Therm (my base EXPL is 66%). I also often drop my last Heavy Launcher for an Assault if there are significantly more frigs in the mission. I use 2 assaults if it is all drones.
My biggest problem now days is getting jammed and being unable to maintain a decent target lock for long enough to kill all the jammers. There are a couple missions in which nearly 75% of the cruisers and frigs are jammers and it is not just a matter of killing 1 or 2 NPC's quickly. I can't remember the name, but there is one mission in which 28 ships aggro you when you jump in and several jam. It is quite a headache, and I do have to warp out and repeat every 3-4 kills.

I'm still somewhat newbish, but I have trained specifically towards the Ferox as a Tank and Missile specialist. Having all relevant Cap, Shield and Missile skills at lvl 4 or better probably helps me a lot. Here goes:
I use this setup on lvl 3 and it makes them a walk in the park. I've never had to warp out using this setup.
Hi: 5x Heavy Arbalest 2x 250mm Prototype Rails
Mid: 2x Phased Weapon Navigation Array 2x Invulnerability II 1x Large Booster II
Low: 3x Ballistic Control II 1x Power Diagnostic II
I can basically passive tank any lvl 3, but "Spy Stash", "Black Market Hub" and some of the newer missions against Caldary/Amarr Navies. The target painters are essential in dealing swiftly with any elite NPC frigs.
With some slight modifications the above setup can be changed to this setup, which works quite well solo on some lvl 4's.
Hi: 5x Heavy Arbalest 2x Medium NOS II
Mid: 1x Phased Weapon Navigation Array 1x Invulnerability II 2x Rat Specific Hardeners 1x Large Shield Booster II
Low: 1x Ballistic Control II 3x Power Diagnostic II
Last night used this setup, with T2 Thermal and Kinetic as rat specific harderners, in a lvl 4 "Eliminate the Pirate Campers" (5 Guardian Vets, 5 Serp Celestis, 5 Serp Thorax, 1 Commodore BS). Warped in at 15km and aligned. Started pounding my way through the Vets and the cruisers. Meanwhile I latched the NOS's on to the BS and saved it for last. I used a 2-3 mix of Widowmakers and Scourges and 5 Hornet I's. It was a close call, and I got quite an adrenaline rush out of it.
Finally I have a lvl 4 super tanker setup that I use when I'm in a gang, that can do the damage and deal with the frigs, for me.
Hi: 3-5x Heavy Arbalest 2-4x Medium NOS II
Against Angels (explosive damage) Mid: 2x Shield Boost Amplifier 2x Invulnerability II 1x Large Shield Booster II
or against other Mid: 1x Shield Boost Amplifier 1x Invulnerability II 2x Rat Specific Hardeners 1x Large Shield Booster II
Low: 4x Power Diagnostic II
With this setup I have been able to tank all the lvl 4's we've tried so far with ease, as long as there's a BS close enough, that I can NOS.
Before RMR, I used to tank passivly using Large Shield Extenders and Shield Power Relays, but in my opinion this was nerfed with the Signature Radius increase that was added to Shield Extenders. At least tanking BS's in lvl 4's got much less effective. I also found dealing with the elite NPC frigs a pain. So I adapted and came up with the above setups.
Hope it's usable,
Vala D.

One of the best set-ups whether or not anyone will admit it is:
Hi: 5 heavies (your pref), 2 either railguns/blasters/lazers (t2 or normal either will do one will take longer)
Med: AB (I use ab lots of people don't. If you don't use it replace with webber to stop fast ships from circling you), 3 t2 shield extenters, 1 Shield Inv II
Low: 2 PDU, 2 Shield Power Relays. (Occassionally during a harder fight I will switch out the two PDU's for 2 more spr for that added regen time on the shields)
Also let us not forget drones two or three have mentioned them. Go with two mediums. Light are a waste and do little to no damage. Go with an EM/Thermal or EM/Explosive drone combo and you will fine that when you can't hit the enemy they can. At least while your taking out the ones you can hit they can weaken the shields.

You should really add the cost of these builds, a newb like myself might like to use them but then find out that they cost around 45mil to obtain all of the your suggested items.

I use rails. They do good damage - the down side is you dont pick your damage type.
One of the nice bonus aspectss with 250 rails is they pick of most the Frigs at range on lvl 3s.
Wherever you went - here you are.

That's a good setup except for one thing. If you have reasonably good missile skills you don't need small rails for frig work, just use your heavy missiles on them. So swap out the light rails and put in 200mm or 250mm if you can fit them. You'll do extra damage to everything at long range that way. Use your drones and heavy missiles for the frigs that manage to get in close. Down low i prefer 2x BCU, a Power Diagnostic, and a Shield Power Relay, but yours is fine there as well.

My ferox is using a quite similar setup. I swapped one PDS for a damage control though and next to the launchers two med nos find their place (tractor beam is handy too). Works very well :)

Why use nos on missions with a passive tank setup and missiles? I've never come close to running out of cap on L3 missions and never needed nos to weaken an npc tank... seems like a waste of slots to me.
