Stinks but legit business. Id say the sentry guns should react instantly and kill instantly too like 600 000 dmg a hit because around there people should be safe.
Happened to me also around last year , lost 4 billion in a hauler kill , what was worst is that i was agonizing because they had a sniper tempest ready to snipe and a hauler trying to find my arse going to the gate at 17km/h , i got discovered and sniped at 3200 km from total freedom.
guy never answered for my ransom resquest wich i was more then ready to pay he was already targeted as criminal in the system because he hit me before in the other end of the warpgate.
this just makes you want to quit believe me i had a hard time recovering my fun factor on this game but its all legit i cant really complain on that.
Just made a new character and ill check what im gonna do.

Quite a show, and lead ultimately to a needed modification to the game mechanics (passing NPC aggro to those who assist flagged players).
The Zombie Incident may have been bad for the players who got ganked, but ultimately it was good for the game ... maybe even essential.

one its a game m8, plus that is a fantastic tactic, he got pwnd by concord, nerf the nerf that etc, he saw a good opertunity and took it. he took the ss hit he lost his raven, or do you want large rails on your hauler or citadel weapons. to protect you self in high sec. lol concord can kill very fast but they only shoot as soon as he opens fire. if concord can read the future ccp will be billonaires so its tuff s***t

This scenario reveals some gaping holes in the game system:
1) Insurance for piracy. Teh? I can understand that claim inspectors don't travel outside empires, but getting insurance for outright piracy in empires? Hello? (Actually IMHO insurance shouldn't be paid for war losses, either. No real insurance company would be insane enough to insure military equipment, at least during a war)
2) Protection of property. Shouldn't the police, you know, watch over your stuff while you're coming back to pick it up? Make CONCORD gank the can thieves, if any. Maybe give you a little popup saying "CONCORD is observing X emptying your can. Do you wish for CONCORD to interfere y/n?", but that might be too slow.
After all, most of those defending empire piracy are comparing it to real life, why stop the comparison there? Where on this planet do criminals commit blatant acts of robbery right in front of, and within reach of police, and get away with it?

What should happen is that the pirate gets podded by concord as well, then when he wakes up in his new clone and when his new clone is situated in high sec space he should be incarcerated for some time, nothing to do for a month or two except to talk to a virtual Bubba every night.

This happend to a corp m8 and as you see the pirate in question left the buiding empty handed, cargo destroyed. So at least he lost the 30 mill of the insurance and we lost some hours mining.

I am sorry for your loss Kurai Amaro, but unfortunately as other ppl said, its legal "tactic" and you forgot main rule in Eve - you are never 100% safe.
Its even in Player Guide, and I remember reading it when I first came to Eve:

You should have used some stronger ship for transporting such a valuable cargo and use cans to mask it. Anyway I hope you will be able to recover from this loss and make you way up in Eve again.
However maybe there is something wrong with this tactic. For example, I think pirate shouldnt get insurance if he lost his ship due to law enforcement. Also murder in high security should have very big security rating hit, you shouldnt be allowed to enter high sec anymore, at least for some time...
BTW one question for smarter ones, if I carry cargo in secured containers and someone kill me, I guess these cans will be floating around? But they should be useless for pirates, since they dont know password. Or will secure can just change into classic loot can when they kill me?

Maybe CCP should employ ingame "Judges" to deal with heinous crimes perpetrated in 1.0 systems they could take the form of real characters and add to the RP elements of the game. If they were restricted to 1.0 systems it wouldn't take too much resources to implement would it? Then 1.0 would be as safe as is possible...

I don't disagree with you one bit...all I am saying is that in 1.0 sec there should be some sort of legal system in place which makes it the safest system in the game. This wouldn't prevent the crimes taking place but would make the risks of doing so extremely high...

^^well you've got to find -something- to fit in those last pesky hi slots, and if your out to kill something before you die I'd say a good option. 
And yes High sec ganking has always been allowed. that whole zombie episode, they wernt banned for "griefing" or anything like that. they were banned for contiuing to take advantage of an exploit after the GM's had asked them to stop - namely the medics to the damage dealers didnt get flagged to CONCORD, now they do.
So! High sec space has always been somewhere you can die in. just the the enemy also has to take the hit - lowered sec status, loss of ship + mods. this normally deters people (and trust me it was worse when you could use a kesstrel with 4 cruise missiles (used to fit in standard launchers) for the job. or a caracal with 5 full damage torps (used to fit in heavy launchers) - yes I'm showing my EVE-age here :P.) Bite me....for i taste good :)

Painful tho this was No space is 100% safe. I consider 1.0 space about 95% safe and dont forget If a pirate agros you not only can you attack him but any sentrys and local concord will help you. Iths like having a fleet of your own.
Now to briefly put it to you Was his raven killed by concord if so it ws not an exploit either. If it wasant then its an exploit other than that eve works fine.

Not have insurance for your shiop ? Why the heck not ?! Was there a presented set of laws by any authority in the game, like the gal gov or the cal or ammar ?! There are no rules/laws under which corps and organisations must function.
The only way to do this is by making insurance companys that reside in each region or empire. And if flaged against theyre ppl then no insurance. But if you ensure a ship at someones enemy insurance company, they should repay you.

If one guy buys M16 and walks down the street, then in downtown starts shooting ppl at rush hour, do you think cops will do anything before he kills a few ?! lol
In our case the guy gets blown and looses sec, and at some point will not be able to be there anymore. Plus one should take into consideration the fact that such an act destrys part of the modules and cargo ..........
And in the end, he does not kill you, he mearly destrys the vesel you are in and part of the cargo. So as long as you are not poded, you do not get the "So you died?.." mail and he shall be acted upon by the cops as one would anywhere else for destruction of property.

People that flamed Zombies and still flame Zombies are simply crying little babys. The Zombies were a top-pirate-corp and their attack on Yulai was one of the best ingame-storys that ever happened. CCP did change a lot in EVE after the incident - good or not, that¦s not what we discuss. Important is that Zombies had the ultimate plan to raid Yulai. The game was that way these days and highsec kills were still possible and allowed. So they did not break any rule. Then carebears cry, GMs come and want the Zombies to stop! Why should they stop??? They did nothting wrong, they smartbombed people and defended each other vs Concord. Absolutly fairplay and not only fairplay, it was simply cool to have the balls to attack with a fleet of battleships in high sec. The GMs did a big mistake in my eyes when they forced the Zombies to go away. This is like interupting a running fleet battle and help the loosers. It was the lowest thing CCP GMs ever did. Ok, the Zombies were hm...unfriendly...to the GMs. But i also would be very upset if a GM comes along and want¦s to stop me killing people using legal gameplay. EVE was like it was! Killing in highsec was allowed, i did it often enough these days using torps with splash damage fired onto cans next to AFK-miners. So people that say it was not allowed simply lie and pull the name of the glorious Zombie INC corporation into the dirt.

This is a sad loss but not the first time it has happned, nor is it the last.
First of all the t2 transport ships make hauling such valuable things in empire much safer, still not 100% but safer than a t1 transport.
Secondly you now have killrights to the person who killed you. If you see him you can engage him anywhere.
Still there is nothing wrong with what happned. You have a juicy load and someone took it. Sucks but this is eve

Werent they just exploiting bug where CONCORD kept attacking only one ship (first aggressor) instead of attacking other support ships as well?
Anyway CCP have to care about their biz, and letting some loser pirate corps slaughtering newbs and non-PvPers in highest security system is not a good way to do it.

The biggest loss when you attack someone in Highsec is not the ship loss - its the security status loss. Being an empire pirate is a tough business and it is not sustainable, you have to stop when your sec gets too low as you simply cannot enter high security systems otherwise.
All these people whining on about 'Its not fair, I should be safe, why why why etc' are all pretty sorry little creatures in my eyes. Why? Because these losses are preventable.
If you are transporting very valuable cargo anywhere, stop and think 'hmm, if I run into empire suidice pirates, will I be able to get away? Is my hauler tanked? Am I using instant bookmarks? Do I have an escort?'.
If you are not taking all the precautions you can, then you increase your risk. EVE is all about managing risk.
What makes this game so great, so different, is that it has an edge. A rawness. If you don't like that, find a game which suits you, but don't moan about it to the existing player base, because thats exactly why we are here and what we like about it so much.

P.S. Ever heard of Transports? Thick skinned things with alot of raw hps, and speed. If you're going to be transporting those kinds of goods in one shot, go with the Transport.

If people leave because of a ship loss, because they have not adequately protected themselves... well they are not cut out for ths game anyway.
For every person who quits at their first gank, dozens more join and just love the fact that ship losses in EVE actually mean something.
