With the chinese server, we (the playerbase) were led to believe that there was no other choice than to indeed make it a new server: a language barrier, but above all very real RL laws, forbids the chinese population to log into Tranquility. Those were the reasons forcing CCP to sell his ideal to the mighty Yuan.
But your above quote seems to imply that what we were led to believe was, at best, just a good excuse.
I don't know Russia, but I know for a fact that South America has no law avoiding you to connect to Tranquility. An as far as I know, the majority of people in Australia speak english, at least as a second language, and they don't have any law forbidding them to connect.
CCP enjoys a fiercely loyal playerbase; loyal not only to the game, but loyal the courage to stick to the principles that make EVE unique. And one of those core principles is: thou shall not shard.
You guys even use it as a selling point, right? "Biggest single-shard universe"?
So... can we expect CCP to keep thinking with their heart and their soul? Or has the pocket finally won yet another battle?

It wouldn't happen, as CCP China has no (or very, very little) content control, ala Codemasters and RF Online. 
Still though, my full reaction to the idea of a multishard EVE = soon, unless Oveur or someone comes around and poons the idea before I can post. -------------- What good are actions if there's no one to tell the tale afterward?

Chinese chard is acceptable as the reasoning for it is sound. But more chards in more countries? Breaking up the playerbase? That would most definitly be the end of EVE for me.

What on earth are you talking about them getting PF?
And just to clarify, it's called licensing, not franchise, there is actually a big difference although it might not be obvious.
Our strategy is to license to partners interested in deploying and operating a fully localized universe of EVE Online in markets where the language barrier - and of course the market size - justifies it.
You see, there are more than 6.5 billion people in the world and arguing that they all know english and thus should just play on Tranquility is borderline ignorance.
Should we not do fully localized versions of EVE so they can play at all - just because of our own pride to have a single universe? No.
Further clarifcation of what regions would qualify as adequate market size and have a sufficient language barrier to justify a licensing partnership, Korea and Japan would be good examples, Australia (primarily English speaking) and Bulgaria (Way too small) are not.
This about opening up EVE to people that can't play on Tranquility!

i was about to ask if people were paying attention. there is absolutely nothing wrong with giving a part of the world that does not speak english their own server to play on. i, for one, would not be happy if i could not communicate as well as i can now with other players in eve.
it isn't racism, it's for clarity. have any of you tried to play an MMO that is cooperative and competitive as EVE with people that speak very little english? it's a huge pain in the neck. i can't imagine why anyone would care if they sharded the cluster to korea, china, and perhaps russia (if the market was big enough). it would benefit english-speaking players as well as non-english.

What worries me is that a Russian or German of French server might also qualify under your conditions. The linguistic ghettoization of EVE would destroy much of what makes this game interesting.
One of my favorite memories of EVE is having an hour long, babelfish mediated conversation with my Russian attacker after an inconclusive battle. Trying to type cyrillic characters with my english keyboard was much more challanging than any miniprofession introduced so far.
I like my world big and full of people I can't quite understand.

Ok it's not as big, just a tiny addition about languages not found in the official chronicles.
To read Chinese I use http://translate.google.com/translate_t with "Chinese(Simplified) to English BETA" setting. I just copy chinese text and paste it there.
Here is the extract from Chinese variant that isn't found in English variant, translated by Google. It's pasted from last part and a half :
(begin Google translator output) Gailun special language mainly come from the French, some people speaking Flanders and Latin variations. Because French pronunciation, many silent Gelun special language at the end. Examples : Charmerout-stars is the quintessence of a regional name, the Italian for "beautiful" or "beautiful passages". Poteque - Gelun The largest company names Poteque medicines. Poteque simple explanation is that (this phrase is not standard Gelun special language) "a better future". Ampaert-old Gelun a very special female members, the term is an intention to "more fruits and productive." Finally stressed that the empire is the name Gelun special, known as Gelun special subjects, their language named Gelun special language. (end Google translator output)
Things like that are also found in other races descriptions, and I of course didn't check other chronicles...

Well, this is the thing with the abilities we're getting in the localization system. While we achieve the ability to fully localize the game (as in UI, Missions, Items, Descriptions, Solar Systems etc.) we also achieve the ability to do enable multi-lingual UI only.
This is our strategy for markets like France and Germany, to lessen the initial barrier of entry. There we'll allow you to switch the UI to your local language - just like the tutorial is multi-lingual. Everything else remains in English.

I was talking about mission and other static content. No I do not propose translation of chat.

If someone wants to chat in their language they go to their language channel ("e.g. "russian" chat channel or "german" one, they are already alive and kickin) and join the corp with speakers of their native language. I always believed it's one of the most interesing points in EVE that you're able to detach from your usual cultural environment for a moment and experience people of other cultures.. dunno, maybe in some parts of the world people have completely forgot that there are other countries out there, and disdain everything they can't understand, I just hope there aren't too much of those...

And still, that's not going to change, is it? Everyone who want's, can and is able to play on Tranquility, can do so. The fully localized universes are for people who can't!

I think this speaks for itself. To remain true. Yet Oveur, you sound like you are all for sharding here, but on the front PAGE of our site which reads very much like a press release I BET I'll be seeing on the news page on MMORPG here soon, the company boasts a different song...the song of staying TRUE to the vision of one shard.
Why not give all those non-english speakers their copy of EVE? BECAUSE it diminishes what EVE is. Give them a randomly generated new star cluster. Plug in some different races. Let them have their OWN identity. Given time and technology one day those foreign language clusters with their own UNIQUE stories and history can be linked into a larger VR world.
Don't belittle what has gone before on Tranquility by doing this.
Those who are just looking for a "game", yep, they'll pop in here and call this a whine. Those of us who were looking for MORE than just another game, well this shard talk has us shaking our heads in disbelief.
If you don't understand the concern, then perhaps EVE truly is just another game, rather than a grand experiment in something new. And that saddens me if it goes this route.

Would be a nice incentive to speak normaly instead of this 1337 speak. I think that understanding 80% of what the korean guy is telling you is worth having all the people in one big virtual world.
I know that the opinion of one man has no impact on the development of a business this size. But I just have to express my sadness over the abandonment of one-chard world. Just a sad feeling. It does not matter to me if it is 3 chards or 30. It is no longer ONE big world. It is just a splintered game quite similar to WoW.
I still love the game and would even play it if it is on several chards... probably.
