I was wondering if that is possible to star with the science Lv5 new boodline and go straight to Lv4 R&D agent in the time during my mech 5(sounds like A-level course lol) training.
Ps: The agent ask for faction standing, and how does it affect on my plan? not possible to make the char reach requiment of non-caldari faction?
And the quickest way for getting R&d books is mission?

The Achura of the Caldari faction can start at Science lvl5, that much is correct. As for the other factions new bloodlines the skill they can start at lvl5 are differnt as only the Caldari bloodline was ment be a scientist. For example the new Ammar bloodline has the possibility of lvl5 gunnery to start with.
As for the rest, well it's not as simple as training mechanics to lvl5 and getting the standing up. You also need to train a science field (mechanical enginering in your case perhaps?) skill which is a rank 5 skill and needs to be at lvl4 for you to be able to talk to lvl4 R&D agent.
As for the standings, don't get confused by the different figures. All you need is enough standing with the Corp your desired agent is in.

I'm afraid this information is not correct, there is no relationship between your level in the research field and the level of agent you can use. One level of Plasma Physics (example) or whatever particular field you want to research is enough to get started with an RandD Agent in Plasma Physics (example), no matter what his level is.
It is standing with the corp in question that will determine whether you can use their level 4 RandD agents. This will be difficult (I think impossible) to attain right off the bat, I guess you could train Connections right off to 5 to get a head start but I don't think that would be enough, you'd still have to run a bunch of missions for the corp to get there. Perhaps someone else knows the math for that. But I think you're going to need to run a bunch of missions to get the standing you want.
The fastest way to get the RandD skill books is to simply buy them. I've not wanted one yet that was not available in the market.
I see no reason that you cant choose any research-using corp of any faction and build your standing with them. If this is your sole goal, do no missions for anyone else so as to avoid any negative faction effects that you could get from some kill missions and storyline missions from opposing factions.

Have to disagree, if your level in a research field does not match the agents skill in that field (his level) he will refuse to start a research project with you (something like "your skills do not match mine" is what he tells you, if I remember correctly).

Incorrect, you can start a projection with a level 4 agent, with only level 1 in the appropriate research skill. I did this a few weeks back.
It may have required a matching research skill level in the past, but it does not now.

that was changed a looong time ago,you only need lvl1 relevant skill to start any lvl r&d agent And for getting that standing up,take an r&d corp that has cosmos agents,and go do those,your standing will rise in no time
