CCP Seagul, Executive Producer of EVE Online, gives us an overview of the Hyperion release which is going to be published on August 26th:
- Changes to wormholes and wormhole space
- Improvements to tooltips
- A new and very easy way to share overview settings
- Rebalance pass of Heavy Assault Cruisers
- A new kind of Level 4 missions
- Incursion Scout site improvements
That and more improvements are coming with Hyperion.

Except for like 1 of the wormhole changes, but that is for antoher thread, Hyperion looks like to will be rather good across the board. oh and second! little odd with the PI thing ... surely holding SOV should require having colonies with people on too govern and tax .. after -all its not really sovereignty without people too claim and rule Tech 3's need to be multi role ships not cruiser hulls with battleship tank and insane resists ABC's are clearly T2 in all but name.. remove drone assist mechanic. Poke CCP Rise in the HAC rebalance thread that cargoholds are not specified. I have seen cargohold nerfs / buffs on the test server. For example, the Cerberus on the test server has 450m3 cargohold, but the TQ one has 650.
The same with the Deimos. 415m3 on the test server but 315m3 on TQ.

Wormhole changes are largely good, but the mass/jump distance thing really needs to go. I know it is designed to increase PvP, but I suspect that it will result in the exact opposite. People who know they are going to lose a capital will simply not field it. |

Because plex =real money (it has an actual real monetary value) = fraud = illegal. It might be petty fraud, but its somewhere CCP would be really bloody stupid to go. And no, the EULA will not protect the players or CCP.

reducing the frankly absurd cap use of 100mn mwd's is a great change, should allow more mobile battleships and possibly reduce the necessity of cap injectors.
But there's still the elephant in the room, most T1 battleships in the game (that use caps) still cap out from just shooting, which as far as i know, is a problem unique to some laser boats at other ship sizes. Having to beg for cap from logistics is immensely embarrassing when battleships have to shoot pos. An official Member of the Goonswarm Federation Complaints Department.

I've been wishing for this for a while. I remember emailing a Provi alliance a few month back as to why they were blocking outside as it seemed like a good revenue stream? They were more than willing, but said it couldn't be done. I understand if SOV holders want to block my access, but most are happy to take my isk. Former forum cheerleader CCP, now just a grumpy small portion of the community. |

(Whereas right now, sending PLEX to a buddy trial person before they sub is likely to see that PLEX shifted to another account and that buddy trial alt dropped and never used again)
And as for people making their own alts, it's not any more exploitable than current buddy trial mechanics, just easier to do. |

Those are some surprisingly good changes, I'm happy to say.
The WH ones, nice, but... well, just about everyone know how unpopular the Ship-spew idea is (in its current form, anyway - with apologies, if it's changed since yesterday...)
The Plex idea took me quite by surprise - it's a great idea for helping out friends - (Nice work!) Now it just needs some form of extended skill queue for people on military deployment, etc. to help polish it off.
The new Lvl 4's sound quite intriguing. Hopefully it'll help certain types of mission runner learn that 'fail fit' doesn't generally mean 'anything that drops more than 2% shields' during an 'Extravaganza'... ;) - seeing people learn to spiral-in, slingshot, or even kite more effectively, and so, hopefully, lose some of their 'fear' of PvP, can only be a good thing.
And if all it does is give PvP'ers an easy and relatively fast way to replenish losses, then... okay :) |

Then nullbears began getting excited and worked up on the forum. I'll reserve judgement till the dev post comes out. Hopefully it will not be a PVP style nullbear fantasy in highsec where they can print isk disguised as missions for carebears.  |

Just a couple of things. The new scout sites sounds awesome for someone like me who likes enjoying the game with small groups. But is there any plans tomake the lowsec and nullsec ones worth running? Lowsec and nullsec incursions are rarely run as their payout is countered by the fact that highsec incursions can be run pvp free and therefore with better ships. I would love to see the lowsec and nullsec ones as places that attract people who wants to profit and is willing to fight for it.
Also, are there plans making l4s for cruisers as well? While it is great to see more frig content it would be nice to see something for people who enjoy the cruiser class vessels too. One Man Crew - Collective solo pvp |

Since I don't do wormholes anymore (first ~2.75 years), that doesn't leave a lot. Most of the w-space changes seem decent, other than mass-based spawning distance. As a small corp in w-space, that would have killed w-space for us.
I run level 3 missions in an Assault Frigate, for fun, so the new level 4 looks interesting.
I really like to see the return of some traditional headgear, though none of my characters would use it. I'm disappointed with the new arms being better-looking than Phanca. Strangely, of all the changes announced, these are the only ones I'm looking forward to.
The 100MN MWD capacitor change is the only generic change, possibly with the most consequences. |

Why this will be frigates? My prediction is that you will lose some of them in every mission, until you will be able to minimize the amount of lost ones. The drop rate of named modules will be higher probably, and the ocassional chance for a faction module, very small, but adding to the loot factor. These changes all look good!
I say good job on the balance for WH space, I do like all the changes there, including the mass/distance relation, and the new frigate size non collapsable WH type.
I especially like that the few HAC changes look to be really gradual, and the new release pattern will allow to adjust the dials again if needed.
Overview sharing is awesome.
Having the PI in Null detached from sovereignty is a great step. I can totally see ninja implantation using black ops and covops transports, but the risks will be huge and it may force sovereignty holders to patrol all of their spaces The concept is a great step forward though, and hopefully we see more things detached from sovereignty in the future...

Why would SOV holders want to stop you from doing PI? They own the custom offices, and get the taxes from you. Plus they get to try and blow you up. They can stop you from doing PI easily enough by setting a 100% tax for your standings. I guess it's possible to access an existing Interbus office, but I'm not sure there are any left in NS.

I'm actually intrigued at these level 4 frigate missions, especially if they are tailored to be done in PVP fit frigates (i.e. you need a scram, and both active and buffer tanks are viable options).
If I were designing them, there'd be a small number of these agents in highsec, many more in low (and null if the storyline would allow; I'm assuming these are Empire-only for lore reasons), and the agents would only offer you one per day, so those that just want to dabble in them can stay in highsec if they want, but those that actively want to farm them can fight over the right to farm them in low.
100mn MWDs costing less cap is going to be hilarious fun. I'm not sure if this is a good change, a bad change, or (as I suspect) a good change that goes a little too far, but meh, it will be fun.
I'm also concerned at the faster incursion respawns in highsec. Incursions in high simply offer better ISK/hour than running incursions outside highsec and this is only going to get worse.

Uhm, no they can't. If you wan't to be an ******* and don't care for efficiency, you can just make sure your commandcenter is connected to your PI-network. Then you can simply use your commandcenter to slowly get at your PI in 500m-¦ increments.
By the way, if you don't use your own commandcenter, someone can also close you out by just closing you out. I experienced that myself while doing PI in W-Space. 100% taxes weren't enough for some people, they just denied me access outright.
Which is why I'm including those commandcenter "failsafes" now. If someone tries to stop me now, I can just avoid their taxes entirely, out of spite. |

Even though there's not much detail yet, the lvl4 change is the most promising to me. Any signs of life for the stale mission system is a good thing IMHO. The existing missions are ~10 years old, give or take ... most of us don't drive cars that old ... yet they're one of the most visible systems in the game to noobs and vets alike.
Small nimble ships with semi-disposable fits (instead of the blingy bling bling that many guys run for lvl4's) might make PVE fun again.
Anyway, a guy can hope.

To be honest, the existence of the MJD already killed the afterburner dead. Being 100km away from rats is better then trying to sig tank a goddamn battleship.
And then some battleships are so incredibly slow, doubling your speed doesn't do much. If you have good skills and use a dead space afterburner, you could come close to three times your normal speed and that's sometimes still slower then normal speed on some cruisers. At that point a MJD is still faster, even with a three-minute-wait time inbetween jumps.
There might be some edge cases in PVP, though. Maybe helping shield-tanking battleships survive more bombing runs or something? |

As someone who occasionally does PVP with frigs in FW, it is possible to catch frigs, even when one side tries to avoid you actively. It happens all the time and is quite common, even.
So no, as soon as a mission happens outside of HighSec, good hunting. HighSec is different of course, since there aren't many frigates which can gank another frigate and none of them are cheap enough for ganks, since they would've to be as blingy as the mission running frigate in the first place to get them before CONCORD arrives. Nothing is preventing gankers from trying to play with aggresson mechanics, however. 
Which is good, when both sides are in frigates, the playing field is a lot more level and some honest PVP may occur.
Now in HighSec, the greatest danger for frigs would be the rats themselves, especially since a mission runner can't just MJD 100km away and plink them to death with his cruise missile Raven. A mission runner has to be a bit more proactive here.  |

I'm pretty sure they didn't have T1 frigates in mind, so no ship will be worth less then 10 million ISK. The cheapest T2 frigate alone costs almost twice as much and with a proper T2 fit, the price could easily double. And faction frigates go up to prices comparable to T2 cruisers and T1 battleships (I'm looking at you, Garmur).
Also, frigates are still flimsy enough you would occasionally lose a ship. Contrast this with L4 missions run with battleships: After a certain point, no enemy can even touch you. I remember doing missions with dozens of frigates, cruisers and battleships and no ship ever coming close enough to even shoot at me. This is luckily not possible with a frigate. |

Sig bloat will be the PvP killer for anyone in a battleship.
MWD Domi has more sig rad than an Archon so alpha popping them with Capitals will be a thing again. |

The Afterburner takes also approx 25 less CPU. That can be quite a relevant amount of it in some fits. Here, sanity... niiiice sanity, come to daddy... okay, that's a good sanity... *THWONK!* GOT the bastard. |

My usual FW farming bombers cost approx 50 mil/pop. I do lose them occasionally (on alt). In hi sec, if the rewards are good enough I might actually put some bling on them. A faction fitted AF with links in system can do pretty sick things.
As far as L4 missions being "totally safe". Depends really - I have lost far more ships in hi sec lev 4 missions over the past 5 years than doing PvE in null sec. Including, for example, a Drake with proper hardeners with max skill Scimi boosting it with everything it got. That is btw equivalent of running four T2 XL boosters locally. Existing L4 missions do have some quite spectacular tripwires in them and can kill quite blingy ships if you mess up. That drake btw had 6 points on it when it pulled the full stage agro and had still 3 points left on it when it went down. Here, sanity... niiiice sanity, come to daddy... okay, that's a good sanity... *THWONK!* GOT the bastard. |

Yeah well, different people have different experiences. I for example never lost a battleship in a mission. I lost a lot of battlecruisers doing stupid **** in DED-complexes, however.
My secret for doing L4s always was being 100-200km away and hitting the MJD when ships came close enough to actually hit my ship. Zero losses in ships, but much of my life time was spend uselessly waiting around to re-target ewar-ships 150km away. It's a toss up to decide what's worse.  |

Now there's an idea: links don't work in deadspace ("that's why they call it dead"). Suddenly, beyond more easily balanced PVE, you have the option of introducing deadspace-for-its-own-sake as a terrain option for PVP.

How about this: in regular space, all wormholes would look like the same on probe scanner (no indication what kind of hole it is and where it leads to), but in wormhole space, WH signatures would indicate "Wormhole leading to HED-GP". What do you think? |

Most of null sec is empty so it's not needed as you can just jump through and see where it leads. Where it is not empty the nullibears will probe the new sig out as soon as it appears. They usually do not particularly care where it leads in WH space and are content to know its a wormhole. If it's a k-space connection they usually care a little bit more.

Specifically I am referring to the white male jacket but I suspect there are a few other items from the previous batch of new apparel that haven't been added to the Nex store yet  |

So from this we will be able to plex another person's account remotely, so I can clickly clack on a plex/character (etc..) and " "reward" " it to someone else in fashion.
Will there be a record of this stored somewhere in the account history like a transaction (ie like there is with station trades between people)?
What I really want to know is will I be able to see who is plex'ing who with an API pull on someones wallet/etc.

If no, is it just a way to earn more real money on silyminded players, who would spend aurum to get some useless (at the moment) items? 2. What about redesigning dominix? You showed us an option at fanfest. When will we see it ingame? I'm quite sure that it is not so hard to bring it into game if you have already showed us. 3. What about ship painting that you have showed us at fanfest? When? More details if it is possible, please.
