Caldari weapons are Railguns & Missiles.
Gallente weapons are Blaster & Drones.
The misconception that rails are a somehow Gallente weapon stems from rails and blasters being lumped together as 'hybrids', and ships given bonuses to that, rather than the correct racial turrets.
This was a point of contention even before the game went live.
(Oh, and as I think was previously mentioned, the Raven used to be a gunboat).

so the OP has close to no gunnery skillz, to bad for u.
if theyd change rokh to a missile boat... that would ner the caldari race as i see it... they cant comepete well in fleet battles atm, couse they dont have a very good insta dmg ship :)
now they are getting it.. what is exactly what they need :D
and to the OP: u dont have to use the rokh, noone is makeing u use it :).

I'm already expecting rokh to come out... and i don't have much shield skills but i guess EW and and blasters will compensate it....
Caldari alt won't touch that, though....

And so the Caldari finally notice that Javelin railgun ammo has a _shield_ penalty, which is going to blow goats when fitted to a Rohk, and lead to a new round of 'OMG THIS SUCKS' whining.
It also has a tracking hit, and you generally want the extra tracking when at Antimatter/Javelin ranges...

Bah when I started playing Eve we had none of these new ships. I ended up doing something like this:
Merlin > Moa > (crap no more caldari gunships) > Thorax > Megathron
Now of course since then I have trained up other ships and weapon systems but because I went with gunnery first I had to switch races because the Caldari did not have any other gunships to carry on the Moa line. Now this is being fixed (Ferox, Eagle, Rokh).
Bonus side to this is the first t2 weapons I trained for were t2 hybrids (already have t2 large rail 4 yay).
Now if only the Eagle would get a boost and folks would actually fly it other than to insta pop tech1 frigs.

And this pretty much summarizes the problem. People see Caldari and think missiles, when like Avon says its actually rails and missiles. People like absolutes because holding to absolutes is easy, and people like easy. More complex answers, mixes, changes and deviation from "accepted norms" make black and white thinkers antsy.
That city is well fortified which has a wall of men instead of brick.

Ppl seem to think that the new Tier 3 BS are going to make their Tier 1 and 2 counterparts obsolete. I see more Caracals (tier 2) than Moas (Tier 3) in fleet use If the Rokh mounted a rack of missiles then the Raven would become obsolete. On top of that the Caldari NEED a rail BS. Stop whining and train up some real skills

I like the fact that the Rohk is gonna be a Rail/Blaster Battleship. Gives me a reason to stay with Caldari instead of having to train another factions ships before I wanted to.
It doesn't take that long to train up for T2 Rails, if that is what you want to use. If not, then don't worry about the Rohk and stay with your Raven.
The choice is yours but, have fun with what ever you choose.
I'm training for the T2 Rails right now. 
Missles are fine and all but, they do get a bit boring after awhile...

The Rokh is a railboat because Caldari needed a fleet sniper BS. Period. Plus, they had a lot of rail boats that weren't brought up to BS level.

in addition. they made the new Caldari BS a railboat because if your read over MANY MANY MANY MANY MANY threads, you will notice that a lot of caldari missile pilots have complained about the instant damage from guns, yet all their BS's can't deal instant damage, but delayed damage. Therefore they game an instant damage ship to the caldari. now EVERYONE has an instant damage ship.
*note* by instant damage I mean you hit F1-F8, you get a hit notification or miss notification, not a fire, count to 10, THEN get the notification.

im so gonna get the rohk. i have trained ( well starting to train gunneryskills) becos i wanted to use blaster domi and mega, but now i can skip to train another bs skill to lvl4 and 5 yay!! and stick with my caldari skills for awhile  . i use a raven and I like it, but its geting old news for me so this is the best for caldari. and to all the caldari pilots that is whining about this rohk. stfu please. u make us other caldari pilots look bad
