Look folks, this is a public service announcement. If it could get a temp sticky, that'd be great!
CCP has a large backlog of petitions to deal with at this time. Some very uncouth people are taking it upon themselves to get as much ISK as they can, and it is apparent on these forums. Things you should know before sending your hard-earned ISK to a GTC seller:
Beware of people less than two weeks old. There is no shame in selling GTCs. Therefore, proceed with caution if the seller is two weeks old or less. I use the exclamation point as a barometer of whether the seller is worth looking in to.
Beware of names that are gibberish This runs in conjunction with the above warning. Think about it, if they didn't take the time to make a name sound like, well, a name, the chances of it being a scammer get very very high.
If it's too good to be true, it is. Yes, CCP will refund your ISK. Don't expect it to happen fast, let alone soon. These guy(s) are taking advantage of a weak time in CCP being able to respond, so don't let them take you.
It's one thing to scam, another to do so thinking you have impunity. I hope a round of IP bans is in order.

I would also add:
If you do get scamed: DO NOT USE REGULAR PETITION SYSTEM. Mods have stated this before, USE EXPLOIT petition system, it will get looked at right away and is OK when it comes to GTC/Charcter Scams. This will also cut down on the time you wait, and will allow mods to trace the ISK.
Do not allow these guys any leeway, if you report them right away, they have less time to 'launder' the ISK through market, by buying Morphite, Zydrine, Mega and then jetting it in space for an ALT to pickup.

This needs to be stickied.
Yes, CCP will refund your ISK from a GTC scam, but by the time they do, the GTC scammer sold the ISK, made money, and is going to eventually do it again. So save the GM's some time by using your head when buying GTC's, if the GTC scamming becomes rampent enough due to people blindly sending their ISK to blatant scammers, and overloading the GM's with petitions, they might change the policy on GTC to where you can't buy them for ISK to save all of the hassle.
GTC's should only be bought from ESTABLISHED players, players that have something to lose if they were going to pull off a scam.

What I would advise doing when dealing with a new character is to make them send you the code first before you send the isk. The transaction is enforcable eitherway. Meaning that if you scam someone for a code and dont send isk, you get banned.

Desserve a bump to the top of the board so people get warned.
I will add a "take care" about all the characters selling nowaday, some did not even post screenshots or have mysterious "ingame bid"...

I accually like this aspect of the game... buying gtc for isk.. too bad there wasnt a built in "verification" process built into the game for it..

Unfortunately I was scammed if you will , worse still it wasn't my isk I used but a friends , I knew before I looked here to check characters name and age his name seemed thought out and not gibberish , he was only a day old but he said he could get someone to verify he had good GTC codes , so he does , the friend has a proper name and is in a 15man corp and has been playing for a good 6 months and says he got a good code.
Being on a trial account and the GTC being for my actual main I tell my friend to trust this this guy , to be honest it did seemed too good to be true offer but I got played and lost my friend 100mil for a 30day GTC . I'll eventually get my main back online and seek retribution on the scammers so called friend. So if you will keep these names in mind :
Game Time Card seller : Hayek Taxum - noob corp Game Time Card sellers friend : Zipp0ony - The Eleventh Commandment
To the mods , if the naming and shaming is inappropiate plz delete the names only. Petition will be following now , scam happened lastnight but was very late and had no time.

Oh hell. Just to stand up for the last poster who got scammed. RIGHT NOW as of this posting. He and the scammer are on the 'other' trade channel. The guy just admitted to scamming him too and is panicking now that the GMs are involved into looking into it all.

The scammer has gotten so*****y that hes even posting in this thread... For those who dont know, the guy im quoting is the main timecode scammer, he often posts in chinese, he uses online free translators to translate chinese into english.

Quick update , after making the original post I filed a petition and a quick response from GM Xhagen forced the scammer to panic , he gave me a working GTC soon after I got the GM response.
While I feel less angry about the original scam now I Hayek Taxum deserves everything he's getting , hopefully a ban and if possible his main too .

This doesn't make me a scammer.
I would like this as a sticky, it's a good guide for anti-scams.

I think I may have an answer to the GTC scams well at least a starter of a answer. I've set up a chat room in game called GTC-Sellers. I will go through the sell orders as far as I can and add the names of good sellers to the MOT then peeps can drop in and check names etc. If you have a good sales rep eve mail the link to the sell order and ill add u name? Just I thought

Just for clarity, are buyers protected even with purchases through in game chat rooms or only if posted on the forums?

Buyers are protected either way. However, you must make it official. Basically use EVE-Mail system, where you send an officiall request to the sellr via eve mail, he agrees to the price via eve mail, and then sends you the code.
This way you are protected because eve mails are traceable, even if the culprit deletes them right after recieving them.

A more accurate/literal translation is "Kid, you're being/acting cute; people won't get angry with idiots"
Being Chinese myself, I'm kinda shocked and disgusted at the kind of behaviour being exhibited by qwqw22...seems like the younger generations these days are a lot more brazen and unruly...
Anyway, wouldn't it be better to restrict posting threads in Sell Orders to players with paying accounts?

If CCP plans to leave the GTC market as it is, they should implement GTC trade into the game. Make GTC 'real' ingame items, which you can use like Implants, just that they get attached to your account, not character. No need to show the secret code and for those that buy cards in stores etc. there should be a converter on the website to get them into the game. -------------------------------------- Agent & Mission-Info: http://www.eveinfo.com |

i would suggest not trusiting exclamation points as character ages, its a problem with the renderer. i havent had a portrait and my char is 6 months old now.

I'm so tired of these scammers. not only do they attempt to rip people off, but the cause instablity in the market and force prices up. Probably the same guys that run the huge scam operations on escrow. God if only I could /ignore on escrow.. maybe i could find a real item. *sigh*
