1. As shown by the official forum boards there is a growing concern over lack of promised content. There are many features that have been advertised on you box that have yet to be brought into the game. Many of the players tolerated the fact that some of these features didnÆt appear within the first month or two. It is now the end of October and we have yet to see what has been promised to us. Many of us are getting leery of this and are starting to wonder whether or not we will see these features at all anytime soon. What steps do you plan to take in the future that will fix this problem? How are you planning to retain customers when other new MMOGÆs are being released early next year. Surely you must know that you have to introduce new/promised features to keep this game fresh and interesting in order to compete with new titles.
Hellmar: We have been working on our internal processes a bit so that we can divide our work force more efficiently on hot fixes and addressing issues with the current version on TQ at any time. This allows us to address bugs, exploits, imbalances and usability issues much quicker while maintaining our course with extending the game. The Tech Level 2 release will mark the beginning of this and its release is our biggest to date.
This will be the first version increasing the version number of EVE (not only the build number). Included in the Tech Level 2 release are the Tech Level 2 manufacturing process, extended agent system and standing system, along with fraction support in market and continuous market seeding. In addition to all of this, we will also be implementing a system that enables us to shorten the regularly scheduled downtimes.
2. Upcoming Changes: When is DCM going to be implemented and what knock on effects will we see in refining and the manufacturing of items using the new mineral? Deepcore mining has been promised for quite a while along with the elite frigates which will be used. The current Megacyte short and lack of any way of moving large quantities of minerals around is causing havoc with the markets and is causing quite a few members to lose interest in this aspect of the game. When can we expect this new mining mechanic and what effects do you hope to see after its implementation? Will we get advanced refining techniques using this new mineral to create refined products such as composites etc that would hopefully allow a player based trade market to evolve?
Hellmar: The megacyte shortage can be attributed to the fact that you can mine unattended with a cruiser or battleship in >0.5 space at no risk. By that method and with the guaranteed prices of the NPCÆs, you can make very high profits with absolutely no danger. While this is the case, there is no incentive for people to group up and go mining precious ore in 0.0 space. We will now address this issue from both ends, eliminating the risk-free part of mining in a large ship in Empire space and the continuous reseeding of the market will allow for greater player control of mineral prices and fluctuations of value in general. This will force the afk battleship miners out of Empire space and into 0.0, bringing in a lot more mecacyte and zydrine.
LetÆs face it, mining in 0.0 with combat backup and hauler support is a lot more interesting than droning in Empire space mining scordite, barely watching the screen. Deep core mining (DCM) will address this also, but all DCM - and almost any content we could put out - is pointless as the isk/hour/risk ratio is currently so high with absentee battleship mining that players just wonÆt take part in it. Those days will soon be over.

3. Feature Request : Larger Specialised Haulers: What i'd like to suggest is a dedicated transport craft, no turrets, a couple of med slots and a couple of low slots. This class should have a base cargo of about 30,000 and have very little CPU and Powergrid but a reasonably large capacitor. It should have almost zero agility and a base speed of about 50. The restraints on this class would mean afk mining wouldnt happen and you shouldnt be able to fit and MWD on it. This would be a pure hauler class, it would probably need protection and should probably rival the size of the Battleships.
Hellmar: We are all for adding specialty haulers, but only after the afk-bs-mining-in-a-can issue has been resolved. Adding large haulers to the current dynamic would be gasoline to the existing afk-bs-mining flame and eliminate the only activity in that play-style that requires cognitive participation - the off chance that an NPC shoots your hauler in the 10+ rounds you have to make to empty your can.
It is also our opinion that courier missions should be useful for manufacturers to haul minerals around. The exploits involving courier missions have made people lose faith in them, but we are hoping to restore that faith and close the exploit holes. Then, players could make some money hauling minerals for others that canÆt be bothered to do it. The fractional support on the market with the Tech Level 2 release will also help the titanium issue a bit as the price can go below/just-above 1 isk.
4. The Market, Highways, Blueprint Licensing and Tech level2: With the highway system destroying any market variation on prices guaranteeing the market collapses universally regardless of where the items are manufactured or by whom at incredible speeds, a market system that essentially presents only 1 supplier/consumer due to the LIFO/+-1 isk system and blueprint licensing for the price =< the profit margin for the item actually manufactured - the issues of acquiring the minerals/tools required rendering manufacturing pointless what specifically is planned to shore up current tech items market and protect future tech items from neither lasting as long as CCP needs them to and avoid frustrating the already frustrated to new heights of annoyance? For an example, look at the Miner II market's collapse.
Hellmar: With the Tech Level 2 release, we are fixing the ôlast in, first outö (LIFO) issue and adding fractional support. The biggest part of the issue with acquiring megacyte and zydrine tools and components is because there are few doing it, as cruiser/bs mining in risk-free Empire space is so profitable. With the Tech Level 3 release, we will add manufacturer specific bonuses, where a manufacturer-id will be tracked with each item and manufacturers can research bounces that will affect their products.
The Miner II market plunged because there is no exit for Miner IIÆs. Once they are in, they never leave the system so the demand quickly drains up. We have designs for generic item wear and tear to help with draining modules from the economy, thus increasing demand for manufacturers to supply and also to address the absentee mining. We are doing our best to make sure that wear and tear wonÆt be too much of a hassle.

5. Piracy and Security: Several people are speaking out on the forums for a revised Concord and Security Rating system. Summed up: 1) Concord reacting in all solar systems except 0.0 space. 2) Concord's resposne time declining according to the solar system's sec rating. 3) Concord reacting to overall solar system security, increasing their response time as the solar system becomes more dangerous as more low security people gather there. 4) Once summoned, Concord responding with escalating force until those combatting them are destroyed or leave. 5) Once summoned Concord maintaining a presence in the solar system for some time afterward, rendering the response time in that solar system to instantaneous. 6) And the entire security system needing to react to the level of threat the person actually poses, allowing people with lower security ratings to pass unmolested in lesser ships. For example, someone with a -8.5 sec rating could pass through in a frigate with Concord reacting according to their normal response time for the solar system. But the same person in a cruiser or above is attacked immediately.
Would CCP implement such a system in order to save a vital piece of small corp/freelance content, namely Piracy and the content produced interacting with them?
Hellmar: Your idea is very clearly stated and weÆll consider this approach in our ongoing changes to CONCORD. I canÆt say at this time that weÆll go for what you put forth here, but I can promise you that we will consider it.
6. The Forums: People can receive a warning for Trolling by criticizing CCP, have their 'quit' threads deleted within minutes of of posting and have their signature modified for being a few thousand pixels beyond forum rules. In the meantime threads 'Polling' how much a *specific* person whines, comments such as "You are an imbacile. Your drivvel really makes me vomit." and "ah, so they are not "pirates", but some of the mentally-13-year-old-wannabe-serial-killers." can go unmodified for days, what possible conclusion is left but that the forums suffer less from the people participating and more from the bias being shown on the part of the moderators? It's like a cop ignoring a robbery in progress *right behind him* to write a ticket for jaywalking. Why hasn't this situation been resolved?
Pann: The volunteer ModSquad does its best to keep some semblance of order on the boards as they can, but some days it is more difficult than others. If it seems that certain people are watched more closely than others, it is because they have been problem posters in the past and the eye is naturally drawn to their posts to see if they are breaking the rules again. ItÆs a natural reaction, similar to dragging out the mug shot books when a crime is committed to see what known perpetrators might have been involved.
We donÆt consider someone voicing an opinion, even if itÆs negative, to be trolling, however, we are not going to permit ranting and flaming insults against our game, our team or our players on our boards anymore than any other game company would. When players spot something on the forum that they believe is an infraction against the rules, they should e-mail [email protected] to report it, as we have asked many times before.
The responsibility for the quality of the forums lies, for the most part, with the community itself. There is only so much the mods or I can do to control the content of the boards so long as people are bent on making nuisances of themselves while posting. The best we can do is to keep an eye out, warn and ban when necessary, and hope that people will use more common sense when expressing themselves.

10.Why is there nothing being done about the megacyte/zydrine shortage? Large corporations like Cornexant Inc. and Techell (or so i hear) are going out of business, the megacyte/zydrine simply costs too much and there is no way for ship makers to profit.

11.Any update on jump drives? The skill for them has been in-game since launch but they still havent been introduced to the public.
Hellmar: Jump drives will be introduced post-Tech Level 3 release as they affect player items in space dynamics.
12.At the moment large hybrid guns are the most useless guns in the game, they have bad tracking and horrible damage. Do you have any intention of fixing this?
Hellmar: This will be addressed in the Tech Level 2 release.

7. We've been hearing all about things being added to the game in the future geared towards Large corporations and/or alliances. What, if anything, is planned specifically for the smaller corporations and freelancers?
Hellmar: Manufacturer bonuses might give smaller specialized corporations room on the market. Freelancers are usually members of NPC corporations. The improvements to the NPC corporation agents and making standing towards NPC corporations and factions count for much more are what we plan for them. It will be a viable playstyle to stay in an NPC corp and contract out the special services your agents can give you, making a freelancer an agent of his agents.
8. Prior to a few patches ago, ship sizes(in space) seemed proportionate to each other depending on type/class of ship.. IE: a shuttle looked *tiny* when parked outside next to a Battleship.. Today, however, all the ships seem to be of the same scale.. There's no 'awe and wonder' when a BS passes by your velator or Ibis at jumpgates anymore.. Was this intentional?
Hellmar: We havenÆt done any changes here; I would expect this to be a change in your camera setting. The 2-button/drag combos can be a bit tricky. We are also planning to add camera presets to help people track the various actions going on. Videos from the recent championship battles show some of these features in action.
9. Polaris: besides the help channel, where are they? I know they're all volunteers, and applaud them for that, but nobody I know has ever seen them outside of the help channel. Some time ago we were told about 'new player assistance' Polaris teams who supposedly hang out in newb corps and newb starting systems.. Not a single person I've queried in-game or on the forums has ever seen a single one of these people.. Polaris-sponsored events seem to be thrown together haphazardly and at the last minute.. the same small group of individuals seem to be the only ones ever participating in them(save the recent Amarr competition).. Are Polaris events limited to a specific race due to Polaris player's Faction limitations? We'd just like to see more of them outside of the help channel, especially since there's apparently all these groups of them that have specific in-game tasks that seemingly nobody has ever met.. I saved this question specifically for the end of the CSM session so I could spend time gathering data on in-game Polaris activity and participation with the general public. I found zero instances of this across 6 different starting points and an enormous amount of time spent online(check my usage, I'm not a 2-hour a night player).
Pann: Oh, our poor, misunderstood Polaris folks. Damned if they do, damned if they donÆtà If they are seen in space, they are spying on people and being accused of heinous deeds. If they donÆt leave the security of their special system, they are slackers with no purpose.
To answer your questions, no they are not restricted to a single race. Each volunteer is free to create any sort of race/bloodline avatar they choose. Player Support and New Player Support branches are the only ones who are able to schmooze around in the newbie systems, and some of them do. Others prefer to stay docked in the station and answer questions in Help Channel, where they feel they can do the most good for more people.
All of Polaris is undergoing a sort of renaissance now and as changes are implemented, youÆll be seeing more activity from them. These arenÆt things that we can divulge publicly at this time (this is one of the secret projects that has attributed to the lack of Pann sightings, in addition to the work IÆve been doing for the website revamp weÆll be unveiling soon.) ItÆs a very exciting time for us and we look forward to implementing some of the great ideas that are being offered.

No offence Hellmar, but you don't know what you're talking about.
Mega and Zydrine are not scarce because no one is willing leave empire space and mine them, they're scarce because Bistot and Crockite don't respawn correctly. My corp and I have been in 0.0 space mining for ages, along with many other dedicated corps. The shortage started when the bistot stopped spawning. Once you clear a field of either one it's pretty much gone. This may have been addressed recently (and if it has, then you'll see mega prices dropping again) But it's certainly not for lack of people willing to mine it.
And while the fact that no one loses Miner II's certainly has something to do with the "crash" of the Miner II cost, I certainly wouldn't call it the cause of the "problem." The price for a Miner II has gone down from +2million to >400k not because no one loses Miner II's, but because there are now many, many more Miner II BP's in the factories. Because a small handful of Corps can't control pricing, the price has fallen to something much closer to what the cost should be. The fact that people don't lose them is secondary.

I spent the last few days up in Fountain.
I saw -plenty- of Bistot rocks,an ample supply of Hedbergite and Crockite. Even heard rumours there is Arkonor to be found there.
Now, they might be -small- roids and they might not be within 4 jps from a station, but they're there. Problem is, you need a decent supply line and well-planned mining op to take full advantage of those rocks.

That's the "possible fix" I was talking about... There was somewhat of a respawn of the bistot in fountain not long ago. And while there were certainly bistot roids in fountain before then, they were mostly less than 20 bistot each. It would take hundreds and hundreds of these tiny rocks to produce any useful amount of megacyte.
Believe me, if there was enough there to mine in order for us to keep up with demand, we would have.

You have to work a bit for the biggest roids. That means long supply lines, usually.
But frankly, there are usually enough baby roids to fill a few indys anyway. And I always manage to find a few roids that are bigger.

Battleship AFk Mining?? Pann & hellmar what are you smoking? you can't battleship afk mine it takes about 1-2 min to fill up your hold with ore is 1-2 min considered afk mining ? do you guys even play the game at all cause if you did you would know that there is no such thing as afk mining in a bs.
