Just refering back to the OP, this is my mission rokh:
8x 425mm Railgun II
XL Shield Booster II 5a Prototype Shield amp 3x Dread Guristas mission specific hardener (ie for killing guristas i use 2xKin 1xTherm) Tracking Computer II
3x Pdu II 2x Mag Stab II
Rigs :- 3x CCC
The rigs are kinda required altho i didnt have them at first. Without the rigs i was doing missions quite happily but being restricted to using thorium ammo to reduce cap useage. Also, u kinda need the faction hardeners because the CPU is realy tight whilst using t2 guns, u cud probably remove that by fitting 425mm proto's Apart from a slight tracking issue with the rly close range cruisers, u can kill pretty much anything from 28km-85km using antimatter and i just left the drones to kill evrything else. -------------- You need isk to make isk, unfortunately i dont have the isk to make isk so i cant invest isk to make myself some more isk to make more isk with. ... i do not see why everyone is putting torp or cruise launchers on a rokh : ( it doesn't make any sense. If you want a missile boat buy the damn raven don't make one out of the rokh, its for hybrid turrets thats what the special is for.

Does about 512dps with navy AM at 70km, My shield skills sook and I have only Caldari BS 3, but even then this very low tank will solo most lvl 4's
Makes me wonder why some use XL booster + Amp and 6! PDU? I could do more dps then the ops set up in a rail-thorax >:-E3 /join Cheeze & Whine Club

Start kiting from the get go. The only ammo I carry is anti-matter, because I hit full range with it. Does missions terrificly fast and I prefer the dps control over my old cruise/torp raven.

I've done a lot of training for improving what I can get out of the passive shield damage amps, and I'm able to have about 80% resists for Thermal and Kinetic (I mission run vs Guaristas) with the amps, and I can mix and match to have something similar when against bloods or other guys. Been debating dropping the Shield Extender and fitting a targeting laser to improve ratting.

I've run a lot of level fours to get +8 standings with Republic Fleet in this setup:
HIGH 8 x 350mm Prototype Gauss Rail Guns

With Antimatter I have about 41 km optimal, 81 with lead. Can perma run weapons, tracking comp, and invul field when using resist amps, and nearly perma run with hardeners.
Frigs become a slight problem in close, that is what the drones are for. Cruiser have to be practically sitting on me to be an issue but I've usually blown them up before that happens.
Its no raven but it is damn good.

My passive mission uber-tanked Rokh:
High: 6 x Protogauss 450mm; 2 x Mega Modal Neutron Blasters Med: 4 x T2 Large Shield Extender; 2x T2 Passive Shield Amps (kin+thermal) Low: 2x T2 PDU, 2x T2 SPR, 1x T2 Damage Control Rigs: 2x core defence purgers, 1x EM resist
over 25k shield with recharge rate around 500s... only thing you have to becareful of is using high cap ammo (like antimatter) swap it out for some lead ammo if your cap starts to get low (~30%). Use the 450's for anything over 25km and then use the blasters/drones for anything under...

A little more gank, less tank, but still hella-stout:
Highs: 6x Mega Modal Neutron Blasters, 2 x Large Smart Bombs Meds: T2 100MN AB, T2 Multispec hardener, 4x T2 shield extenders Low: T2 tracking enhancer, 1 PDU II, 2x SPR II, 1 T2 damage control
Use the AB to get close (under 25k) then open up... smart bombs are for the pesky fast/close ships

If I had all required skills at level 5 I would try something like this (against kinetic/thermal rat type and lvl 4 missions):
high: 8xneutron blaster II
med: XL-Booster II, Invu II, kinetic hardener II, thermal hardener II, Afterburner II, Cap recharger II
low: 2xmagnetic stabilizer II, 2xtracking enchancer II, capacitor power relay II
rigs: 3xsemi-conductor memory cell I
with maxed skills optimal should be around 15km and falloff 13km with thorium ammo.
Implants and gang bonuses would help a lot too, of course.
Rokh is maybe not fastest ship but should be fast enough for lvl 4's, tech 2 drones against frigates. I think I'm gonna try something like this myself, anyhow, I just like blasters more.

I have recently started using the Rokh for Lvl 4 misions
I use 7 425 mm Prototype 1 Gauss Guns and 1 250 mm Prototype 1 Gauss Gun (Thorium/Lead ammo for 425 mm and Iron for 250 mm) In mids I use 2 Invulnarability II, 1 XL Sheild Booster II, 1 Heavy Cap recharger II, 2 Large Sheild Extenders II In lows I use 1 Damage Control II and 4 PDU II
I use 1 medium and 3 scout drones.
Good tank but still low damage as I switched from Amarr to Caldari.

for blasters to work in lvl 4's u need get them to about 35-40km at least, but to do that with null ammo, puts u on the same DPS as a 350mm hyperion, large blasters just don't work for lvl 4's

Mild thread Necro, but i though i'd add my build to the post in the ship setups sticky...
After getting killed by my own stupidity several times i ravens, and several times by latency (aussie pig ftw), i decided to make something that was a little tougher... here's what came out:
Rokh
HIGH 8x425mm Compressed Coil Gun I [33xAntimatter Charge L] raw dps against battleships makes this the weapon of choice (upgrade to prototypes or faction when i can afford it)
MID Large Shield Booster II Invulnerability Field II Photon Scattering Field II x2 Heat Dissipation Field II x2 obviously photons and heats swapped out to shield against mission specific damage (most have only 2 main ones). As shown below weakest resist when tanked is EM at 85.6%, meaning a large booster II gives good rep amount, based on how little damage you take, and with such big resists, my 11k shields mean if i lag out, they still take an age to kill me intend to replace SB II with a low cap use deadspace module eventually (don't need the extra regen, could use the extra cap)
LOW Power Diagnostic System II x3 Magnetic Field Stabilizer II x2
Rigs Capacitor Control Circuit I x3
Drones Vespa II x5
11315 shield, 19.7/s regen Resists (tanked for EM and therm): Em/Th/K/Ex=85/88/68/78 8400 armor, E/T/K/Ex=59/44/25/10 8334 cap, peak regen: +43.41/s, Peak Drain: -76.949/s 132.0 m/s
it's not going to hit the broad side of barn to be honest (well, it'll hit BS well, and cruisers and BC until they settle into 20km orbits). Frigs and cruisers are drone food, and if you want to rail a rat that's in orbit, just approach it, and as it moves away to maintain range, it's rotational speed drops right down as it moves directly away, letting you unload with good hits, even with bad tracking.
I've done a few missions in this, and as long as you've got the drone skills to get your drones out to 50km (ew drone skills add +3km a level), you should be able to kill any BS (haven't tried that damned 2.5m rat yet with this build though)

Once IÆve finished some skills for T2 equipment in a week IÆll be getting my Rokh and trying this setup in level 4's. Thought IÆd post it, get comments etc.
The build uses (without booster running) 35.1 cap and gains 38.8, which hopefully means it'll be sustainable over long periods. Using Antimatter Ammo and Cap 800's in the booster.

I don't know, the lack of shield extenders might make some of those level four missions hard to tank despite your good resistances and shield booster. I mean, shield boosting without a shield amplifier can be tough. PLus you have a lot of mods/rigs dedicated to cap recharge, hurting your ability to tank.
I prefer passive tanking the Rokh: 350s in highs Invul field, 3 x LSEs, tracking computer, rat specific resist amp Lows: 3 x mag stabs, 2 PDS Rigs: CCC, Semi conductor memory cell, Anti em screen reinforcer
I find that setup (especially with T2 mods) to be durable in all but the hairiest situations for months. Might play with it and try a second invul field in place of the resist amp.

This is my setup for L4 mission running, it's a bit expensive but it works for me:
8x 425mm Railgun II / Caldari Navy Antimatter Charge L
3x Rat-specific, T2 active hardeners 1x Shadow Serpentis Tracking Computer 1x Dread Guristas Shield Boost Amplifier 1x Caldari Navy X-Large Shield Booster
3x Power Diagnostic System II 2x Magnetic Field Stabilizer II
2x Capacitor Control Circuit I 1x Core Defence Capacitor Sa***uard (reduces shield booster cap usage)
425mm T2s are very cap-hungry, if I need more cap for the shield booster, I switch to prototype rails. Gallente Navy/Shadow Serpentis railguns would be preferable, but they are very costly right now.
I'm sure improvements could be made, but as this setup works for me I haven't seen any need to change it.

Based on the above posts it seems that my Rokh is pretty conventional. I run with a friend in a Hyperion and a friend in a Nighthawk occasionally, and seems like my DPS is crap. I expect to have less DPS than a blaster-hyperion, but I seem to be getting less DPS than the Nighthawk. Any suggestions to clean up the fitting below?
Highs: 8x 425 II Rail-guns
Mids: 1x Republic Fleet XL Shield Booster 1x Shield Boost Amp II 3x (Pirate Dependant) Active Hardener II 1x Cap Recharger II

I have a pretty good tank this way, and although I would love to get my hands on an even more efficient Shield Booster, I am more concerned with that dps - I can't hit frigates well, and my shield strikes against guristas average in the low 100s versus battleships.

First off, I prefer the Tracking Computer II in the mids and 3 x Mag Field Stab IIs in the lows. A Tracking Computer improves your range and tracking just like a Tracking Enhancer but does even better on the tracking speed multiplier (30% opposed to 9.5%).
The Magnetic Stablizer IIs give a 10% damage bonus and 10.5% RoF bonus (stacking nerfed of course) which both affect your DPS. Considerably.
Also, what are your gunnery skills like? Do you have Rapid Firing and Motion Prediction adequately trained up? What about Surgical Strike and Trajectory Analysis?
Finally, the advantage of rails is range. The Rokh with T2 large rails can have an optimal over 250km. The Nighthawk is a close-in slugger in comparison and I'm not overly surprised it can out-DPS the rokh (although get those MFS IIs and you'll see an improvement).

Okay probably a noob question here, but what's better a target painter or a tracking comp? I run a mix of rails and torps. I hear that you get better(bigger) hits with a painter, but you get more hits with a tracking comp(though it doesn't do anything for torps) unless I misunderstand how the modules work.
Target Painter = bigger sig radius which means easier to hit when the transversal is low. Also the painter helps both rails, missiles and drones.
Tracking Comp = higher tracking which means easier to hit when ships start to orbit you. Only helps rails.
Soo whats better? 30% bigger sig or 30% better tracking?

The ship has no damage bonus so to start with I think a tracking comp and 3 mag stabs is a good idea. I like the look of this setup Though cap worries me a little. You are going to be using antimatter so cap use on rails is going to be high, I'd hate to have to drop another Mag Stab for a PDS but it's the safe option.

Rokh with passive tank isn`t so good as it can be. My setup is: High: whatever - blasters, 350 mm rails, 425 mm rais - just vary. Med: Gist A-type XL Shield booster (1.7 bil); Caldari NAVY shield booster amplifier (my own LP shop), 2x Cap recharger II, 2x Invul II, or mission specified active hardeners. Low:2x Magnetic field stabilizer II, 2x Power Diagnostic System II, Capacitor Power Relay II Rig: 3x Capacitor Control Circuit I
dps is about 500-600 with drones, depends on high-slots fitted. cap consum: 76,2; cap regen 78, so all modules work forever.
Tank is overpowered for any 4 lvl mission, even with mistakes (shot triggers and so on). Always 100%.
But I have the good experience with agentrun (not by this topic char), and prefer Raven - less tank, but better damage.

Passive Tanked Rokh for lvl 4:
high: 8x Dread Guristas 425mm(because of range)
med: 2-3 LSEII 3-4 Active Hardeners(T2 specific, 2x CN Inv fields)
lows: 4x PDU II 1x SPR (beta version)
Rigs: Core Defense Field Extender (+20% Shield HP) Drone control range augmentor I(+15km) Hybrid Burst Aeator I(-10% RoF bonus)

For specific damage type mission(guristas/blood raiders/serpentis): I take 3 LSE and 3 hardeners. Example for guristas is 2x Kinetic + 1 x Caldari Navy Inf field For all type damage missions(mercs,drones): 2x LSE, 2x CNIF, 1x Thermal , 1 X EM hardener
With Dread Guristas guns and my current skills(BS 4, Sharshooter 4) I get 52km optimal with AM so I can shoot any orbiting rat. Tracking is ok for targets +25km when I'm stationary, and when I'm moving I can hit most cruisers, but I usualy let the drones handle them.
For Angel Extravaganza I have to fit a webber since most of their ships orbit at 4-5km and are waay to fast, and can't fit blasters because of those few ships that orbit at 40-50km.
It's tank is excellent, but cap is slightly problematic. I turn Inv field and hardener or 2 whenever I can to conserve cap. Now that my engineering skills are better it's much less issue, still can't use all hardeners and guns indefinetly but it lasts long enough through the mission.
I plan to swap 1 PDU with Mag stab once I get faction PDU and max my cap skills.
It's not easy but it's definetly fun doing missions with Rokh. Although I can't do Sansha missions with it because of damage type, so I have to use Drake for them.(can't operate cruise missiles so can't fit them, and drake does just fine).
For missions in normal space(mostly mercs) I try to warp in at 70-80km and snipe them with plutonium or thorium(for 90km+) ammo.
And higly trained drones are a MUST...since that is only way to kill frigs and spider drones once they get within 30-40km(outside that they can be easely sniped with turets).And with drone range augmentor they are very usefull to speed up battleship killing.
Fit blasters,web and aft for Rachen Mysuna and similar hard tanked rats(Pith usurper).

My fit: 8x 425 II. Mid: XL SB II plus boost amp II, maybe a sensor booster, 3 active hardeners. Low: DCU, 2x PDS II, 2x magstab II. And you really need a couple of CCC rigs.
This of course only works well on Serpentis (and maybe Guristas - I don't fight them much.) How to use it? Stay as far away as possible - with iridium the guns will reach 130km easily.
The trouble is that the Rokh only excels in the missions where the combat range is long. Where the Raven scores is in flexible engagement range.

Well after losing a few rokhs struggling to make a decent PVE build for it this is what ive come up with.
Highs: 8x 425mm Protos (going to be trying T2s soon)w/ Antimatter, and when aggro or warp in distance permits, Uranium. I use the uranium only to take advantage of my maximum targeting range.
Mids: 3x Cap Recharger II 1x X Large SB II 1x SB amp 1x Braced Multispec active hardner
Lows: 2x PDS II 3x Mag Field Stab II
Rigs: x3 CCC's
Drones: x5 Hammerhead IIs
I rarely have a problem with any mission now. Barring maybe the first Recon. Id say the two most effective improvements suggested to me were the rigging and the drones.
