I would just move and make sure I didn't sell anything within a few jumps that system. Now if you made some incentive, as some of the others have made here, such as 0% tax POCOs, protection from gankers / flippers from other corps, low sec system protection then you may get a bit more interest and maybe have more miners moving in. On top of that with more miners working in the system it will give more competitive prices. I personally think miners will move out of this system and those that remain will just be targetted by other gankers.

Players cannot place POCOs in hi sec, only low and nul. Also, I don't think (assuming they set up in low sec) you could differentiate enough to have two standing settings. In other words, you couldn't charge two prices. Any miner who gets blue standing would also be blue for pi. This woukd require extra work.form the heretic army to police who goes into thier low sec, taking time away from other activities. Also, paying for a corp to be blue could lead to a nul sec enemy slipping a blue fleet in to attact the heretic army.
