Make Everything useful
Ok... This might need a little explaining...
As it stands at the moment, a lot of ideas, dreams, wishes and hopes are floating around. But, for the 2 years I've played this game very little has happened to all the more or less useless ships, modules, structures ...and so forth.
Wait, what? Are you saying that every ship and module should be nber?
No. Of course not. But everything should have a purpose. For instance; when was the last time you saw someone fly a Heron? Or use an Auto-targeter? Or Reinforced Bulkheads perhaps?
The list continues...
So what are you proposing?
It's not easy really. I could go on and on and list all the stuff I find more or less useless, and all I would do is take up more and more space on the forums. Instead, let me give you an example:
The Damage Control I
A module once seen as completely worthless now has found a niche where it can be of use.
What is needed is more brilliant ideas how to make underestimated / useless modules fit a role where they neither overpowered nor without any use.
Now, since I'm only allowed to sit in the Senior Producers chair for one day, what I would do is to instill the spirit of usefulness in all CCP employees thus creating a realm where...
...Everything is made Useful

CCP should open a wormhole into the world of "Star War's Galaxies" so we can all jump in and kick their collective arses.
Send the Amarr ships first to tank (I don't remember NOS in Star Wars so we should be okay). Send in Caldari next to EW all the hostile ships. Send in the Gallente third to use drones to take out the smaller ships (x-wings, etc.) Send in the Minmitar to devour the rest of their fleet.

Enhanced NPC AI to include a "fleet AI" making decisions as to how the group of NPC ships will engage as a cohesive entity (target selection based on threat, use of assets such as cloaked ships and logistics vessels to support the group, etc), when and how it will call for reinforcements and retreat from battle if opposition is too strong.
Enhancement of the AI would: - improve the play experience for the vast majority of EVE subscribers (as most players will do missions at some point, and some large percentage will only ever do missions).
- improve lag by allowing the spawning of overall smaller numbers of NPCs in mission areas, while maintaining or improving the challenge of missions.
- come closer to bridging the extreme gap between PvE pursuits and PvP gameplay by more closely approximating the PvP experience, thus leading to more people overall being eased into the PvP side of the game.
- set the stage for supplementing player owned territories with useful NPC forces, lending further progress towards true "player empires" within the game.

Remove stargates as the main means of interstellar travel and retrofit every ship with a jumpdrive that allows jumping along the current stargate network routes, one system at a time, with the departure and arrival locations selectable by the pilot from a list of, for example, libration points, celestial objects, etc. ...

Redo attributes for all modules on t1, named-t1, t2, named-t2 and t1-officer to offer distinctive advantages at each level and eliminate high end eccesses, while keeping a proper progression in strength of the module and making the top module best overall (but not the best at each and every attribute).

make research characters real scientists.
including: invention (remove the chance of success thing, all should be 100% predictable and a matter of skill, not luck) tech 2 bpo (make them accessable either trough invention, long time t1 bpo research, missions-lp, research-rp) r&d agents (maybe a systhem where you can buy t2 bpc/bpos for RP?)

Remove Logoffski
Add an "initiate logoff" option where your ship warps off an emergency warp location, and starts shutting down all systems. Once all systems are "cold", it would be impossible to pick up this ship on scanner/probes thus it effectively disappears. The "shut down" timer can be anything from 1 minute to 5 minutes. If at any point during this "shut down" phase the ship is attacked or otherwise engaged, the shut down process stops. Any other form of quitting the game will leave the ship where it is (emergency warp still could be used)

Everything that has to do with war between two or more large player driven entities needs to be fixed. This includes but is not limited to the sovereignty system, it needs to be tweaked. Very large fleets need to be a thing of the past.

Multi-Client Eve.
Current eve client for space combat FPS client on planet and in station (solo / small skirmish ops) possibly on ship FPS as well RTS client on planet (large ground based battles)
sub-divide current cluster nodes to create a composite node containing servers for each type of client
make sure each type of client can communicate with the other types of client

If I could make one change in Eve, it would definately be to introduce the "missing" rigs, skills, and modules.
By "missing", I mean to say the rigs / skills / modules that are not currently in the game. From things like, Mining laser duration reduction, mining laser range, to CPU rigs (there is currently a rig that increases powergrid, but no rigs that increase CPU). From the top of my head, I can think of:
Rigs: CPU increase ALL form of mining rigs (yeild, laser range, laser duration)
Skills: Mining Laser range Mining Laser duration reduction
Modules: Mining Laser range boost module Mining Laser duration module
