Number of officers / ( Number of systems in region * average number of belts per system )
so in Venal ( Guristas officers spawn region ) for instance
4 / ( 88 * 12 )
This is only valid for Pirate ( Home Regions ) , ime O spawns are MUCH rarer outside there home regions. From 9 Guristas Officer kills only 1 was outside venal ( Vale of the silent ) even though I concentrated my searches outside Venal as I was KOS there at the time :) .
= 4 / 1056
= 1 in 264
Guistimating the average number of belts.
But 1 in 250 chance feels about right based on my experience of hunting O spawns in Venal.

Popped Thon twice, both times in Deklein. IMO offices are very very rare beasties, I know people who have ratted in 0.0 for years and never seen an officer spawn.
In preparing for battle I have always found that plans are useless, but planning is indispensable.

Never found an officer in a year spent in blood raider space, best thing I ever got was a 11mil bounty Dark Blood BS that dropped a blood microwave L :P

Best way to find Officers.
Use an alt in a shuttle , warp to each belt in the system in turn. If non found then move onto the next system and repeat process.
Using this method is best after DT as you can see on the map which systems have been visited by other players ( view number of jumps ).
When you find an O spawn , log off alt , log on main and go get him.
Using this method you can reasonable expect to find at least 1 officer a week ( 16 hours play ) and many Faction spawns.
I can only speak from my own experiance , maybe other players are different , but I found it much easier to find O spawns in the Pirate home region.
I dont know if this is still the case as it was some time and many patches ago when I used to O rat. Officer spawns seem to stay in the same system until they are killed or until DT - They can jump between belts though, so by the time your main gets there with the BS you may have to search the belts again to locate it, but it will still be in system. Also they sometimes seem to hide in the center of the star ( visible on scanner ) a bug I presume , but they come out eventually.

I've heard all sorts of crazy theories about triggering officer spawns, someone even claimed to have triggered 17m officer in 0.3 systems, imo it's random.
I've killed 4 officers in my time, in Immensea, Catch and recently killed 2 in Venal, and still think it's random.

Well the notion that they have to be in NPC sov is BS. I have hit 3 officer spawns in my time, and all 3 were in BYXF up in lower Fountain about 4 jumps from Hophib. I got ALL 3 in 1 weeks time. Twice I hit Setelle Schellan and killed Tuvan as well. I hit 2 of them within 24 hours of each other. I made about 2 billion off of all 3 (some of the mods were given to corp mates at the time).
But I haven't seen an officer sense then. Plenty of faction, but not an officer. So I think it's completely random tbh. Or I had the luck of the Irish

It is Random I agree.
But whether it is a) each spawn has a random chance of being an Officer or b) officers are randomley distributed at DT.
Does not matter.
What matters is that the more spawns you see , the greater your chances of finding an Officer spawn.
Warping belt to belt and then moving to next system ( while not engaging any normal spawns I add ) , you will see 50 times more spawns than if you stay in one system killing everything.
So if you want to kill O spawns my advice is go search them out, don't wait for them to come to you.
On the subject of NPC Sov systems I just said that the O spawns seem more common there than in non npc sov 0.0.

Can you share the story,how he triggered that officer spawn?
