Wow, cant keep Nerfing things u cant figure out how to use. As a player that moved from empire to .0 I can say cloaking and Local work great. It doesnt help to 'nerf' them.
1: Cloaking already nerfs your ship. Every cloak a raven? You travel at like 13.5m/s I've been able to avoid enemy gate camps because I was smart enought to have WCS and Cloak on my ship. Now its not 'easy' to travel away from 10+ ships, 10km in a bubble, at 13.5 m/s. makes for an exciting game as you wait the 10 minutes it takes to get out of the bubble. As far as someone 'cloaked and Safespotted, AFK', so what? They cant warp unless they are covert-ops, so they are safe spotted, but they have no real offensive abilities, ie: -0 threat.
2: Changing the way local operates. Do you really want to not have info about that mob that just jumped into the system you were in alone, while ratting? I think it would imbalance the game to be blinded with local, but have the ship scanner remain functions that are usable.
Local is great Cloaking is great Its not an I=Win button. get over it..

Those who said above that 0.0 is boring or etc due to people ss and run away, well, ofc im not talking about all those npc-23/7 guys. But normally if you dont like 0.0, thats rather because you cant expect same level of careless behaviour as you can see in low-sec sometimes.
If you came to fight into no-sec go hang near chokepoints and war-zones. Youll certainly find some small scale combat for sure. I have no lack of it at least. ---

I think recon ships were built for that sole reason. If you're in system for a while and nobody can find you on scanner they will eventually get bored of loafing around (or if they are sweatshop miners their boss will get irritated at the loss of income) and either they will go back to what they're doing or leave. Now that I think of it though the amount of skills to fit a cloaking raven with WCS that can rat in 0.0 is low enough that when they log out they are probably just logging in to an alt with the same skills and fitting in another system... ok, now that is a problem Ślocal and cloak are not broken though, leave them allone. the problem is macros and sweatshops or whatever fantasy is the popular accusation these days. kill people not games

Hehe word, can even do it solo, depending on system and if you are fast with the scanner see what belt they where last at.

I think the most practical solution is to do two things:
1) Remove local or make it "Recent Speakers". 2) Remove belts and static plexes and replace them with exploration sites.
It would only work if both were done, I think.

get noob alts in rifters with prototype cloaks and put them in systems with lots of cloaked ratters.
go to work / school / sleep etc.
watch as their profits vanish - can't risk you being in a recon, or if they do risk it, pay attention and use the rifter to scan them down and tackle, then gank the everloving s*** out of them.
repeat. -

A ship fitted for PvP will most likely beat an equivalent ship fitted for ratting. An agressor will most likely beat an equivalent ship defending because the agressor can pick the time and place of a fight.
There's a reason people in Ravens run instead of staying to fight. They know they'll most likely lose.
Maybe having people show up in local makes it too easy to defend yourself. But if it's removed, every fight will go to the agressor. And if people ratting lose too many ships they'll move back to empire and run missions instead. Or quit.

Actually, the Corss guys aren't really the same as other insta-logging Raven farmers... They do farm, so I guess they're technically farmers, and I think they're Chinese, but there's a few differences:
1) Most don't fly Ravens, they fly semi-pvp fit Domis.. including warp scramblers. 2) They don't (or at least didn't used to) do insta-log, rather if you attack one you'll see all of them come mob you (there's over ten of them, so this can be a big problem if you're solo or small gang hunting) 3) They do pvp, as in actual flying around in a gang hunting for targets. I've been in gangs with them hunting around Fountain.
If anything, the Corss guys blur the line between real players and farmers, I'm not sure what to categorize them as since generally true farmers never pvp unless they absolutely have to, and certainly never go hunting in gangs. But I can say that I've fought against and with them, and though they initially appear to be typical farmers, they're closer to just being real players that happen to be on all the time.

I love the fact that we have pirate types both complaining about cloakers and pleading that afk cloaking (cloaks) NOT get nerfed.
Two competing threads, two sets of whines, opposite sides of the same issue. One from the side of the hunter the other from the hunted.
Personally afk cloaking NEEDS to go...

Ok, so first one completly kills no-sec solo due to blobs/gangs/camps and second takes down 0.0 profiting only for cov ops trained pilots?
Id rather go and do lvl 4`s. ---

Try this....Go into a Lo Sec and close your local...it goes against every thing you have been told but try it. I ran from Otou to Nein to Amamake with out local up. Oh by the way we are at war with the Priva*****s for added spice to the trip. It was nerve racking at first but then you start to notice it becomes more fun as you progress and very focused...

That's exactly how I choose to play now. It puts that edge back in Eve.
You learn so much more so much faster using the scanner than you do using local. ( I wish they would also get rid of the local count on the minimized tab also). Kinda takes a little something away knowing that there is more than one other person in local with you.

I fail to see why a skilled covert pilot can't catch them, my scan time is down to 32 seconds. This means that even if they log off the second i enter local i can still catch them. Try to pin roughly where there SS is by spamming the scan button and having planets etc on scanner, there is good chance that they may even unclock each other if they gang warp to the SS. The same technique can be used to catch people with no aggro who log at POS, just sit off grid to the POS or their rough SS and drop a probe the second local drops, just activate any module on them and they now don't dissapear.  ----------------------------------------------------

Well, removing local will not make you focused, it will rather enforce people to fly in blobs even more. No way I am going to no-sec solo with having a 100% bigger chance of being tackled/cloaked and etc.
If now you can have a fair fighting group with 5-10 ppl and one scout, now youll need alot of more scouts and alot more numbers to lower the enemy-blob-ambush chance.
Not to mention that 0.0 will turn into Cloaker Online with people flying recons/cov ops to prevent gankage. ---

Great. And then you can take down 20% of their shields before the disappear. Quite handy.

As a pirate I'm going to say this. Removing local would kill low sec piracy.
Local gives the illusion of safety. It allows the non-inclined PvP player to feel somewhat safer. Warp to 0 also serves this function.
Remove local and you will see all the nice juicy targets disappear. It is proven that people will almost always choose the safer option.
Then it'll just be pirates shooting pirates, until they get bored of low sec's low profitablity and move to 0.0.

Only change imo that would not harm stuff too much is swapping local to constellation(or whatever its spelled) chat. Like if local gonna be nerfed, then at least simply turn it into group-system visual, that way you both need scouts to determine forces layout but still cant actually get surprise-ganked. ---

so yes, i believe cloaks on non cloaky ships need a nerfing.
everywhere you go is instasafe cloaking ravens. and no i don't need to 'learn to scan faster omg' its pure luck if the belt happens to be right by you, so you can physically get to the belt before he leaves.
