A sniper rule prevents someone from waiting until the very last minute to sneak in a bid right at the close of an auction in an attempt to prevent others from out bidding him or her.
For example, a 15 minute sniper rule essentially means that after the specified end time of the auction, the passage of 15 minutes from the most recent valid bid is the actual conclusion of the auction.
So with a 15 minute sniper rule and a stated closing time of 21:00 with a 'last minute bid' at 20:59 would mean that the actual end of the auction is pushed forward to 21:14 (20:59 + 15 minutes) to ensure that other last-minute bidders still have a real chance to participate. Here if someone else then made a bid at 21:10, the true end of the auction would be pushed to 21:25 (21:10 + 15 minutes) and so on on a rolling basis, until the bidding stops for 15 minutes, at which point the auction is truly done.

If I'm offered a character via evemail after I have posted a WTB in the forums, will CCP cover me aslong as evemails are sent stating character being transferred, account that said character is being transferred to, isk amount and the character the payment is being made to?
Any help greatly welcomed

Hi Iam noob in selling char so that question may sounds silly: What happens if person who would like buy my char. place a higher bid and than just before end of auction this person canceled his bid.Is this normal thing?

Also new to the "sell character" thing, but what does RESERVE mean in an auction? does it mean that you have extra ISK or something if the auction goes bad?
Ex: Reserve: Will be hidden untill Friday this week

When selling a character does it have to be the main character or can it be any of the three that you get with the eve account. Or are you selling the account?

The reserve is a minimum bid level the auction must meet, or else the auctioneer will not sell the character. This is generally used to allow a lower starting bid to stimulate action while guaranteeing a certain level of isk for the sale.
As far as main character vs. secondary, you can transfer a character from one account to another for a one-time fee of $20 per transfer.

Is the character transfer service even running right now though? I've been trying to transfer one of my chars from one of my accounts to another (both are paid for 3 months) off and on since last week, but it keeps coming up "not authorized." She's out of her regular corp and back in the newbie corp, credit cards are good, so not sure why it's not happening. Petitioned twice and sent an email to Eve support and no response yet.
Just wondering if anyone else has had char transfer issues lately.

CCP has had notorious problems with their credit card division since inception. It would be embarrassing to most normal corporations. |

I have a 48 mil SP Sebiestor slave that I want to sell to a current alliance mate (yes, duh, I'm the Seb's alt) for 8 billion using a payment plan because he doesn't have the 8 billion in his wallet. We plan on just using the approved character transfer method to transfer the character to one of his account.
Do I still have to post the character for sale here in the character bazaar if we have already that I am selling him the character for 8 bil on payment method?
Do I face any potential problems with CCP seeing 1 billion every 2-3 weeks being dropped to my wallet even though it's them paying me for the 8 billion isk character?
With said payment plan, is there anything in particular that should be noted when they make their payments like "Payment on sale of 'character name' to me"

because i dont want to have the 2 characters on the same account and i dont want to suscribe to another account if i dont buy the char. (because outbid for example)
in the account service on the transfer panel, in the case "transfer to" , do we have to put here a name of account or a name of a character ?

With everyone asking about the buyer paying the transfer fee...
Just add in that the buyer provides a 30 Day Secure Game Card as part of the transaction, it all balances out that way ~

I am guessing(and hoping) that once they come up with the secure method of char transfer, they they will allow people to opt who pays for the char transfer. This would make characters cheaper as well, as you are not having to pay the cash yourself, and if i really wanted a character I would be happy to pay the transfer cost, I pay to play the game, but have to spend my time getting isk, so I would rather pay as little isk as possible and pay RL cash for the transfer. (its not like you are paying RL cash for ingame stuff, you are paying the CCP transfer fee with real cash)

Well, if you get the sellers login details to use your card to pay the transfer you're guilty of account sharing. And even if you manage to give the seller money any other way, you are practically giving him real world money for the character, which is against the rules since characters may only be sold for ISK. I guess we could clarify it in these rules.

Well that would not be very nice. I started this game and opened a few accounts like over 5, so I could train the charactors I wanted, knowing I could tranfer them later into 2 or 3 accounts. I am not rich just want some nice play charactors and have the time.

Here is a situation.
What if the person Selling the character has BOUGHT ISK with that character. The person Liquidates/launders the isk and decides to sell the character to someone.
Now, by my understanding, the person buying the account in GOOD faith that CCP will protect them from getting scamed. SO I buy the account with a positive wallet balance and log in the next day to find my wallet at a STUPIDLY negitive balance. What does CCP do for me?

I just sold Lifewringer on this forum and had the guy online to do the ISK transfer and character at roughly the same time. However, when I clicked on Character Transfer I was redirected to an error screen. I am currently in limbo on this issue now. Fortunately, the other player is understanding but there is something not working with the character transfer process. I know the other player will not wait forever.
Anyone else have this problem? If so, how was it resolved (or was it)?

Dear CCP team,
One question that needs clarification and possible a thought / change in rules.
I understand that any posting in a char sale/auction thread needs to stay on topic i.e.: related to the sale itself.
What about known scammers / corp thieves / generic "low-life". Shouldn't accusations be allowed on such a thread? To make sure the potential buyers are aware that the character being soled has a bad reputation and (since this is eve) that bad reputation will fallow them regardless of an owner change? You could argue that the accusations need to be raised in C&P, but that would not give the buyer any hint, as it will probably go un-noticed.

I would like to know this as well, If I were to sell the character on the account could i sell the account for isk, its only ever been payed for by timecards, if the person doesnt want a second account but wants the character on one account, he could pay the transfer himself, if he doest want a second account he can buy gtcs easily enough so ccp wouldnt lose out, but what is ccps rule in regards to this ?
