In an effort to reduce the amount of character scams, GM workload and player frustration, the following changes are being made to the announcements concerning character sales or auctions for ISK. These changes are in addition to the general forum channel rules which still apply, and will be in effect until the completion of the secure character sale service currently being coded.
- The 'For Sale/Auction' post must be made by the character being offered. This is being added to prevent scams for characters that have been misrepresented, banned, non-existent, etc. Posts made after this announcement will be edited with a link to this thread or deleted without notification.
- The character who will be receiving the ISK after the sale of the character must be listed in the thread. Again, posts made after this announcement will be edited with a link to this thread or deleted without notification.
We apologize for the additional inconvenience. This change takes immediate effect, however existing announcements are exempt.

Please Clarify
Do auctioneers have to POST with said character or just MUST reveal the name?
Because im seeing alot which are revealing the name of selling characters but not posting with it?... ---

They are not doing very well there are aload of post-deadline which are just revealing name not posting with the char ---

Hmm. I have it in my head somehow that the seller of a character is obligated to pay the transfer fee. However, I can't seem to dig up proof of this. Am I just missing something really obvious?

Not sure if its written anywhere but by the nature of char transfer, any other way would involve you handing over you credit card details and security number, which no one in there right mind would agree to.

Its an unknown rule, which is quite annoying... It needs to be official obligated. ---

Bolded text in item 1 states the post must be made by the character being offered, not the character making the offer. Item 3 states the recipient of the ISK after the transaction must be mentioned in the thread.
That strikes me as clear, but just in case: Post with character for sale, reveal negative wallet balances, reveal recipient of ISK.

Yes, we are looking at adding a service to account management to ease character transfers, including a restriction preventing the transfer of a character with a negative wallet balance.

Well, if you get the sellers login details to use your card to pay the transfer you're guilty of account sharing. And even if you manage to give the seller money any other way, you are practically giving him real world money for the character, which is against the rules since characters may only be sold for ISK. I guess we could clarify it in these rules.

Wrangler, I know the seller has to pay the transfer fee for the transaction to happen.
However, may the seller request real-world payment to cover this cost? For example, may I charge someone $20 in an auction for the sale of a character?
There is no profit being made.

I'm pretty sure once the seller has paid for the transfer himself and the character has been paid for by isk and the trade complete as long... as long as you arranged do it over msn or something after the trade through paypal etc - not using the forums there would definitely not be any way for CCP to do anything about it.

One of the things that I liked about EVE is that well, if we choose to sell characters quietly to newbies with lots of ISK they aren't labeled as noobs who've just bought high SP characters.
This rule I have to say seems a bit meh to me, still lets hope that eventually theres a secure system like GTC.

Unfortunetly scamming was becoming the norm, as someone who got scammed on a couple of occasions i welcome this. I would like to see an update if this has reduced the scamming on char sales. i still see edited screenshots being used but in the main most seem genuine now

so, by using somone else's cred' card, you'r doing what?.... nothing is bein sold, or gained? you have somones cred info, that is given to you? or for instance younger members of eve, that dont have cred cards yet and use their parrents, cred.card.. etc.. reasons are plenty.... not quite sure how this works.. but does seem to go a bit into cirlces...
and what of ppl that dont use cred.card? they not able to sell char's? bit twizted logic in this all.. and as for the clause in account detail. ...

 Personally i find the current char trade uncofterable, and bad for all party's involved. one gets the feeling of being cheated either side of the table. the one selling, and the one buying.. and not to mention having to pay about 50day's worth of gametime fee for selling a char.(It would sound more reasonable, that the persona buying the char. would pay the... why on earth isn't/wasn't character login and user/account login made separated..? =/ that you can login char, without really involving your account details. thereby separating the information and having accounts for managing only. should make character trading more secure,and increasing the security by far.
even allowing public view of 'char' though the 'account manager'. and allowing for wider range of secure info for sales.
as for the fee of transfer.. it puzzles me backwards and forwards... (extra work for the gm's? if the moving of chars is manual through db? or somethin.. dunno..)reason....???
but i guess its a bit late for this suggestion.. *sighs*

Ok, friend of mine is quitting eve, another is interested in buying his character. I'm the middle man, is that ok?
[Hypothetical situation] Friend that is selling posts a private sale in the sell forums with all the stuff mentioned above and me as the isk receiving character. The buyer then posts that he is buying the character. [/Hypothetical situation]
Due to the fact that the account receiving isk is not the property of the account selling a character the original owner of the sold char could argue that I hacked his account right?
Do the account owners receive an e-mail asking to confirm the transaction?
Just wondering about all this after reading about so many scams having been done, this kind of situation is way too easy to imagine.

If I sold a character for isk normally and asked for the buyer to pay the transfer fee, he'd be buying the character for isk and an account management process fee for cash. Eve account management processes such as the character transfer are not in-game items or services and there is legally nothing stopping them being sold for cash. It could be seen as two separate transactions and as such, I think you need a new rule to cover this. If the seller must pay the transfer fee, say it.
EDIT: While I'm at it, could we please get the ability to pay for transfers with game time of some sort? For example, if someone sells us a 30 day game time code over the secure system, could we please get the ability to use it to instead transfer a character? I don't have a credit card, and an increasingly large percentage of the eve population don't have access to one since game time can be purchased for isk.

Sorry for this noob question but how does a transaction usually happen ?
I guess the seller is waiting to receive the isk before doing anything ? thus i just can see too many scam happening ?
Will a GM do anything if for exemple i sent isk but never got the character .

1/ Make sure the seller has followed all the rules for selling chars at the top of this post 2/If you win an auction get the char to swap mails with you. name of char to be transfered, amount, char to be paid and account name to transfer to(no passwords)and link to selling thread, also Both peaple should post on forum agrement been reached 3/ hand over isk 4/seller transfers char/ if this descent happen then petition immediately. If you followed the above then ccp will protect you
avoid scammers who try take communications out of game. Also make sure screen shots are not edited in any way like removing names or altered pictures. check the selling chars in game info to verify the char is old enough to have the skills advertised.

This is all very interesting but if the seller follows these rules of giving information to buyers, and then the buyer is still scammed (even though both the seller and buyer agreed on forums terms and conditions), what protection does CCP give exactly to the buyer?
1.Will he get his isk back? 2.What will happen to the scamming seller's character/account? 3.What do you file such a scam under? Reinbursement/Rules and policies/Other Issues???

17. Scamming ETCÆs and character sales are not allowed, please petition if you suspect you have been scammed. When buying and selling characters, please note that by confirming the trade via EVEmail, you ensure that the facts of the matter are documented, should any later disputes arise that require GM attention.

well there is one way to do this right, not breaking the rules and dont feel cheated calculate the transfer fee into the price of the char like u sold a char and a gtc.

Will this decrease the time that it takes to resolve the situation if the seller scams? I was recently the victim of an attempted scam wherein the purported scammer certainly had access to the character, given that we discussed terms of the sale when he was on the character being sold. It took 12 days to resolve, which, as can be imagined, is somewhat of a pain in the butt to have basically all your assets tied up in a character you can't play.

Why isn't there an option to use Pay By Cash? I've tried entering my Credit Card information 15 damn times and it won't transfer because the "verification number" is wrong... NOT!
I use Pay by Cash for my accounts. Is that preventing the character transfer or is the website having PMT?
