I don't think that's a position one is nominated to, but rather something one takes upon herself/himself.
DS has quite a track record to back him, he is almost always spot on when he points out problems. I'm disappointed in the GMs for this, but my assumption is that it's simply not an issue they can track server side. If they can't track it, there's no way to really punish transgressors.

I think that the GM labelled it "not an exploit" as they can't know if there were external contact and the 2 person hadn't some out of game accord, but still it is at least ground for a serious investigation and some kind of warning.

then they should take extraordinary steps to fix this. Simple hot-fix might be to simply not allow changing of what you put into the trade window. If a change needs to be made, either parties need to 'cancel' and restart the trade. Or something like that.

No "hot patch" will fix this. The client must be patched.
CCP is going to sit on it's hands until Rev 2.0 according to their posts after 1.4.4 was released as far a client patches go. Soo...avoid in-station trades. Period. Gave everything back though as I would be bloody fuming if it happened to me, not bad for an alt eh 
This needs fixing straight away to be honest, scams should be where people are not to clever or thinking they are going to make a quick buck... this is due to lag

2. Watch local. There will invariably be someone selling valuable items, in fact, there will probably be a lot of people.
3. Convo someone selling something. Make sure you're in the "hub station" of the system so they can trade you.
4. Make an offer for it. When they say yes, open a trade window they'll put in the item. Wait a little bit, and put in the money. Say "Accept".
5. Remove the money as soon as possible after saying "accept." If you screw up, you either get the item for a reasonable price (ohnos) or you have to convo the next person.
6. If the system is laggy, the other player WILL NOT BE ABLE TO SEE that the money has been removed until after they click accept! The delay is too long for their screen to update in time... and bam, you got their item for free!
The trick is that you remove the money before they click accept, but they don't see the change in the money until after they click accept. This isn't hard at all to do with the kind of lag present these days throughout EVE. The result is that the person clicks accept to Trade A, but actually agrees to Trade B, which is not the same as Trade A (in particular, with the ISK removed).
Repeat as necessary until CCP realizes that their trade system as currently made is completely useless and miserably exploitable. Isn't it fun to scam when your victim never even sees the scam until after they accept what appears to be a perfectly valid trade?

The whole game is going down the drain and it is a shame.
Now even senior GMs care a *** about it.
An obvious exploit declared being legal - but it is not the first time (shooting through pos shields, pos bowling etc.) Yeah, great jobs, indeed.
I wouldn't know any better way how to ruin Eve. You could try to spread all sort of rumours on different gaming sites and so on, but none of that is so efficient like this crap!!

Yeah, but in the old days the only safe thing realle was the trade window. You always had a fair chance to show info etc and doing the trade.
With this "new" lag situation everything is f***** up and the only safe thing is something they just fixed not so long ago.
