I would start up a new corp called space cows, and then i would fly about "spacing" cows all over the universe. I would leave them in roid fields, leave them at station exits. Black and white ones, and let them float frozen, with a suprised look on thier faces for eternity. Like some freaky bovine space 2001 monolith!!!

I would use the ISK to build mining frigates of all races and start a weekly event to locate the abandoned ship in noob sectors of space.
Also abandoned cans with equipment to get noobs started.
A Santa of sorts.

I would spend the money on buying secure cans and anchoring skills for new players, so that they will never have to suffer the indignity of having their ore stolen.
This will help new players more than just giving them cash, because as the old saying goes... "Buy a man a fish, and he will eat for a day. Teach a man to fish, and he will eat for a lifetime."

Gan Ning clone 1 was an ore theif in his youth.
If I was to win the money I would use it to set up an anonymous ore theifs consultation group, to help them quit ore theft and become better citizens. With love and kindness and a little financial support anyone can make it through.

I'd buy as many slaves, homeless, and livestock as I could, to save them from the horrible experiments being performed by research agents.
Then I'd move them to a hangar in a Sisters of Eve station, well stocked with frozen food, wheat, dairy products, water, antibiotics, consumer electronics (something for the kids to do), vitoc (for the slaves suffering withdrawal), spirits/wine (to keep some of the homeless from suffering from the delirium tremens), quafe (so that some of the children can get good with computers and what not). I would also stock my shelter with soil and frozen plant seeds, so that they grow food for themselves and the livestock, thereby providing them with a means of attaining self-sufficency, and therefore, dignity.

Alternatively, we could fund a big warm welcome-back party in Amarr space for all those poor estranged Minmatar freedom fighters - reuniting them with long lost relatives, ensuring that they're comfortable, giving them free quafe drugged with Vitoc ...ooops did I actually say that!?... I meant with tonic water.
Seriously, any Minmatar intrested, give yourself up at ...errr... I mean contact the Ministry of Internal Order at any of its many stations - they'd escort you to the party and look after your ship for you :))

When you give me my 28 mil winnings , I will set up and run a rehabilitation and reconcilliation centre for Carebears and Pirates.
They will all get to sit together in a nice comfy (padded) room with lots of soft bright furnishings and do group-help exercises.
There will be lots of hugging and singing of songs, and after a few weeks they will all become firm friends....

I would donate the ISK to a friend who has started a non profit corporation that helps disabled elderly learn computers and play games for entertainment. The elderly, for a long time, have avoided the complexities of MMORPG games. My friend is walking them through games like EVE in order to give them a new reason to live and a sense of purpose within a world dominiated by younger generations. God bless the elderly.
