Xiao, try fitting a cloak to a non-specialized ship and infiltrating hostile space. You're pretty much dead if you run into someone on a gate on your way in, and if you want to leave you face the same problem. While you're at your destination system, you're at a significant disadvantage whenever you enter combat, taking significantly longer to target and sacrificing the effectiveness of your fittings to fit the cloak. You are relying almost completely on the incompetence of your target to score the kill. If your target knows what he's doing you won't catch him while you've exposed yourself to the wrath of the locals.
If you think a cloaked ship behind enemy lines is safe you're mistaken.
As for staying AFK cloaked, if you didn't decloak when you logged I'm sure more people would log. As it is, a cloaker is more vulnerable when he logs than when he logs in, so no smart cloaker would log outside of a station/friendly space. _____ CPU Love |

Im not sure me and my buzzard can terrorise the system and to be pefectly clear, if u cannot handle a force recon ship then too bad for you.
As for how to kill cloakers. Cov-ops ships are vulnerable when warping into bubbled gates thats about it and thats how it should be. As for recons, if they wanna pew pew in your system and they are alone then BAIT THEM.
Finally, instead of being terrorised about the cov-ops pilot in your system you should be more worried about his mates following him a couple of jumps behind.
How about ccp gives you a jump gate key so you and your friends can lock your whole system down while you rat and mine?

Make t2 probes find cloaked ships. Pilots who are not dong the afk thing can respond and safely change position but afk overnight cloakers and filthy farmers will die in droves and it will be beautiful.
Or make cloaks work on cloak 'specific' ships without a seriously painful, um, negative thingy (forgot the dam word, tis early)
The folks who are moaning saying other folks are moaning wanting a nerf should probaly moan at the peeps abusing it and afk cloaking everywhere or the farmers who ss and cloak in every system in eve ( it feels like anyway)

I like complex metagames and dont see why a sort of anti-cloaking device could not enter the game.
Imagine a weapon much like a smartbomb, in small, medium and large variants, with perhaps some better range, that will decloak a ship that is hit within its radius. The cloak shuts down just as if the cloaked player would havd done it, so it will have to run its regular cooldown before it could be turned back on again. The weapon could also have a check against signature radius so large ships are easier to decloak.
It would open up a new cat and mouse game. Also it could very well be in combination with probes getting a vague bearing on cloaked ships. So you first scan an area, then send in ships fitted with the weapons to decloak possible threats.

What's wrong is the fact you KNOW there's a cloaked ship in local. Remove that "intel" from local and you have a solution.
Ergo, cloaked people should not show up in local. And they shouldn't even be able to enter text in local either (type all you want, just hitting enter has no effect, as if you pressed shift-enter instead). You shouldn't even be able to SEE what's written in local either.
For all intents and purposes, while in cloak, you're almost the same as being logged-off. ...and a cloak allows instant (no-delay) login 
So clearly the answer is to increase the bredth[since you now cannot know where the target is] and the depth[since the target is now completly undetectable] and the severity[since they can hit more often] of the problem...
While at the same time, increasing the ability of non-cloaked pirates to find prey.
Yea, that will totally solve the problem!!!
Without local the balance moves from slightly in favor of the defender, to hugely in favor of the attacker. Since the attacker is the one moving and as such, knows when to scan. Not that scanning does any good against a cloak anyway.
In order to retain a sembalance of balance, a system would need to be put in place that acted just like local, or very similarly to local in all ways.

Man up, set your balls on the table and quit worrying about someone with a cloak.
