A few observations:
The clone bay facility means that this thing is going to be a supercap, hence won't be able to dock.
How much will the compression BPs cost, and will they need research? If they are seriously expensive then that will limit this thing's usefulness - nobody is going to want to risk expensive (in terms of money and research time) BPs on a ship that is going to be a gank-magnet.
My prediction is that this ship will be so silly expensive and difficult to use that almost none will in fact get used - which would be entirely in line with CCP's obsession with piracy, griefing and PvP combat. Those of us who want to build rather than destroy are going to get the shaft - again.

ORE Capital Ship Outer Ring Excavations has been hard at work over the last year to answer the rising need for a logistical mining support platform capable of surviving the rigors of the frontier whilst serving as a central command platform for mining operations. The ship fills this role by having the unique ability to compress ore and ice to a fraction of its original volume for transport and storage using the latest in advanced techniques. Additional abilities include:
Fitting capital tractor beam modules which can pull cargo containers from two hundred kilometres at a much faster velocity than normal tractors beams can, Inherent bonuses to the range of survey and cargo scanners allowing it to survey asteroid belts at a glance from its position and the status of cargo cans for its mining gang and, It can equip multiple gang links and provide significant bonuses to the mining foreman gang links. Like other ships in its class, the ORE Capital Ship will also: Include a ship maintenance bay, corp hanger, a generous drone bay and cargohold, Have the ability to fit a clone vat bay, and Be propelled by its own jump drive to move between systems. How does the ship operate? The ship requires an Industrial Core module to function. Module activation facilitates the operation of the ship into its deployed mode. When in deployed mode, the ship's assembly lines and special bonuses are active and it can provide remote assistance, but it cannot move, warp or jump. The Industrial Core requires a skill to operate which reduces the fuel use of the module.
How does it compress ore/ice? The ship has assembly lines which the capsuleer can activate for compression of ore and ice. Blueprints are needed to facilitate the compression process, thus turning normal ore into compressed ore in the same way manufacturing operates.
What will it cost? The initial investment will be similar to that of a carrier to build, at least three new skills will be required (one for the ship, the deployment module and ore compression), plus the cost of the deployment module.
Mining Foreman Links Revamp A number of the Mining Foreman links are being revised, the revisions and reasons are:
Drone Coordination has been broken since inception due to the nature of the gang bonus system. This module has been changed to provide a bonus to mining laser, ice harvester and gas harvester range. The Laser Optimization link will have the ice harvesting and gas cloud harvesting duration bonus added. The Ice Harvesting link will be changed to provide a bonus to the capacitor need of mining lasers, ice harvesters and gas cloud harvesters.

You know, I've always been hoping that this ship looks less like a ship and more like a building/station with engines welded to it. It would fit the role well and lend a sense of 'massive' to it if it's not a streamlined spaceship, but more like a tiny station of Caldari-esque architecture with engines. :P

Capital tractors? Does that mean we get med and large ones too? And will other caps be able to fit capital tractors?
Not in this patch, and only the ORE capital ship can fit the capital tractor beam.
Can it fit mining lasers ? Does it get the bonus to number of drones, when combined with a very small drone bay would preclude use of fighters.
It cannot fit mining lasers, It will have a drone bay with the intention of being able to store and use some heavy drones for eg for some defence but will definitely not use fighters.
I suggest you change the name of the "Ice Harvesting" link, because it will now effect all mining, not just ice harvesting, and there is a large potential for misunderstandings.
The names are being changed of course.
Could we get the stats before it is released on TQ
When we arrive at the release candidate after final balancing is completed following feedback here. The ship will be added to the market so you will be able to view its stats fully then on sisi.
will the ship maint array be able to fit more than only 2 hulks? 4 would be nice for a good mining op!
The volumes of the mining barges and exhumers have been reduced by 50,000m3 and provisionally we are looking at 3-4 hulks worth of ship maintenance bay.
I have a concern over the fact it will cost as much as a Carrier yet have a Clone Bay
In all honesty, we have not seen much use (if any) of this function on moms and titans, as its application is fairly limited (perhaps a good reason to look at it again in the future and give it a two way functionality). In terms of the goal of this ship, which is nomad mining operations and logistical support. It suits that role perfectly allowing someone to scout out a nice quiet system, pop a cyno, jump the ORE cap ship in, rest of the gang jump clone in and board the hulks and start mining whilst the ORE cap most likely sets up a small starbase. The goal is very much to empower small gangs to operate in unsafe areas of space where getting down into that space is dangerous for smaller gangs. The maximum number of jump clones allowed on the ship is limited to 5 currently.
The cost is still subject to balancing alongside the other stats following feedback here.
will the mining capital ship have a bonus to mining ganglinks, like the command ships do? ie. 3% increase in effectiveness of all mining ganglinks?
currently 5% per ship skill level with additional bonus when the industrial core is active.
Will the ship be able to dock?
yes.

One of my questions is about it being a "roving starbase". I am wondering if it can be anchored at a moon or planet. Of course with the tractor beam bonus I am assuming it's going to be belt only. Which is ok. But this is going to be a big gank target.
Now, if they take away the static belts and the only way to find the belts is through scan probing, then the ore ship will have time (slightly that is) to un-anchor and warp off to safespot of POS. But if this ship is introduced before the static belts are gone...this is going to be a monumental failure. Atleast with hulks you have time to align and warp to station/pos/ss. But with this ship, you are risking a huge amount of isk for something that a badger loaded with a large tower and refining array can do without much risk.
For stealth mining it's not really going to work. All one will have to do if you are FC of a small gang you are just going to open up the map and check for out of the way systems that have a slight blob and have high end ore in them and go straight for that system. Meanwhile the ore ship is in siege mode (or whatever) and once the gank squad scout enters system, hes going to scan you down without probes within probably 1 minute and land right on top of you and in comes the whole gank squad and here you are sitting in your 1 billion+ isk ship not able to really do anything tbh.
And sense the ore ship can't use fighters, and probably most of his gang are going to be in hulks or what have you, you aren't really going to have much of a defense if friends are more than 10 jumps away. Just my 2 cents (from a roaming gank squad AND mining point of view)

I feel you're not thinking of the demographics who are really going to be drooling over this.
People (like our own alliance) inhabit space with relatively few and far between stations. Mining in these areas are a pain, because you've got to either ship the unprocessed ore some distance to a station, or use a criminally inefficient POS refinery (and then use conventional carriers to ship the finished products to a station). This ship will allow mobile ore compression for travelling mining ops, cutting out a good couple of tedious steps. Security wouldn't be a problem, since it's still in friendly (thus protected as much as any 0.0 can be) space.
Ninja miners can still enjoy it for a bit of nomadic mining fun, but they'll just need to bring appropriate combat support too. You'd have to be daft to take a non-combat capital anywhere with nothing but hulks for protection.
In other words, I think our corp are going to want one 
I'm glad they did it the way they did. I was worried that any ORE capital was going to be too damned good. This way (with it's Siege mode or whatever it's called) using it is to risk it, just like a PvP ship. And just like any Capital, it's going to need team work and coordination to use right- not just a solo(roid)pwn mobile. --------

Oh I understand who would want this etc. TBH, I will be buying one myself sense my carrier alt can fly it straight out of the box (not to mention Exhumers 5 ) and the ore compression is really nice. But I am just trying to look at it from the miners and gank squad perspective and the cost benefit if you happened to loose one of these suckers to a roaming gang. And if it's going to be priced like a super cap....I seriously doubt you will see these being deployed much.

CCP Chronotis says that it'll cost similarly to Carriers, so only 1.something billion.
There will also be three new skills, so it won't be right out of the box  --------
