I suppose people that don't have insurance and/or have implants would be well served to pay up. I consider it the realization of their risks vs the rewards or lessened risks they could've had if they had just insured their vessel.
On the flip side, this does remind me of Pu**ycat's incident ("Stop I will pay you".) I know that controverted SI's internal policy of never paying to exit a system/save a ship/save a clone etc. Goes to show everyone can make mistakes - hopefully the folks in your logs learn from them so they will feel less fear or possibly even retaliate against such piratery.
Oh, and nice chase this morning! I thought I had you - I even stopped at the gate I expected you to flee through after your pod escaped me at the jump in. Good show!
*****cat has proved herself to be trustworthy many times, so no one in SI really cares about that incident. We lose ships all the time, and for all we care she prolly said it to throw the attackers off guard. Even if she didnt, we simply cant be arsed to beat the dead horse anymore, because it simply isnt important to us (but it really did feed the forum trolls for a loooong long time )
And my dear friend! It is very hard to retaliate against piracy when it has your ship locked down and targetting systems jammed! Cooperation is the best way for both parties! We just wish that everyone would cooperate, so both pirate and victim would gain, instead of victim getting ganked and pirate left with a loot can.

I guess anyone going into dangerous space should expect this kind of stuff.
I venture into 0.0 quite often, and I see some pirates, but there's only one who has been able to catch me so far. He podded me twice, then the third time, we came to an agreement. After chatting with this person for a bit, I realized he wasn't a total *******, and that he was just doing what he does. I respect his cunning, and his understanding of the game, and so I decided that even though I could continue to do what I had been doing and suffer the occasional podding, it was better for me to pay, not because I was scared, but because I respected this person and his abilities (in fact I think I have figured out a strategy that I could use to defeat his tactics, but that is another story that I won't be telling to you dirty low-down pirates ).
I've only been playing for a couple of weeks, but everyone I have met so far has been really nice. Even the person who podded me twice is fun to chat with - the first time I sort of took it personally, but after that I realized the excitement of having him after me made up for any monetary losses I might have.
Now my question is this: If most of the pirates out there are just people like myself, and not some jerkoff kiddies who just enjoy griefing other people, don't they feel kinda ****ty for ruining someone's day/week/month?
Do you really get more satisfaction from using your skills to be a criminal?
Does being anonymous just allow people's real personalities to come out? Or, do they somehow feel that because this is "only a game" you aren't adding to your karmic burden when you do "bad" things? (How bad can it be, it's only a game, right?)
Maybe I should start a thread on pirate philosophy. I already decided for myself that I will never be a pirate in this game, but I would love to be a pirate hunter - it just seems way more satisfying.

HOW IN THE HECK DO THESE PEOPLE GET CAUGHT?!?!
I mean don't they use the map or pay attention to local chat? I could see a hauler getting snatched up - maybe. But a battleship?!?! LOL - C'MON. It's not so easy to lock one of those down if the pilot is aware of his surroundings.
Am I the only one around here, who just doesn't quite get this?
Well I hope those guys learned their lesson.

If you are aware of your surroundings and the fact that "killing one more npc", "getting a few more units of [insertore]" or "getting to empire space before downtime" isnt worth your ship/pod, we probably will never catch you. Trusting your signature radius, drones, microwarpdrive(s) and your corpmates that are "only a few jumps away" are also reasons for our wallets to flash with happiness.

On the *hopefully slim* chance that I'm ever that lazy kiting past you boyos, does the gate fee apply for one passage? Or do you ever jam someone who comes back through a bit later and ask the fee a second time?
Guess I'd have to be lazy AND stupid for that to happen, but I dunno, in a hurry in the midst of another scenario that you've managed to chokehold, what's SPVD's general policy?
And as its a hostage situation, do you ever just get offers of blanket 'protection racket' cash to avoid certain corps/individuals?

Personally, I'll only toll a person once in an evening, as long as they're pleasant about the whole situation (of course). The sweary types usually don't get the option second time around 
As for getting offered stuff, yes we do get offers, we don't take many of them up though. .

I've sat around watching SPVD, c0w, m0o, zombie, biomass, jokers all doing tolls while I'm in system. All of them are gentlemanly about it (apart from a couple of scum but no way as bad as some of the scum that gets caught).
The local chat in these systems are great :)

Putting my feelings for highway hold ups aside, there is one thing that bothers me.
I don't know if the Dominix pilot had insurance or not, but if he did it was monumentally stupid for him to do what he did. Basic insurance on a Dom would have probably fetched him 35+ mil for the destruction of the ship, and the filthy pirates would have not been able to take his ship. He would have also had 50+ mil which would have placed him in a better position to replace the ship --------------------------- (c) Copyright Saladin, 2005. Guess what?
He probably didnt have insurance.
Plus even if he did, would it have covered his implants? Dont think his pod would have had ANY chance of getting away, we have instant locking scrambling ships, he'd lose his pod too.
And we're not filthy thank you very much, we have very good personal hygiene and have regular bubble bath parties together! -

I have to agree with Sutty though. I would rather go down fighting then surrender. but I can assure you I would never complain on the boards or flame in local. beside I never fly with out serious ins on any of my battleships....and OMG is it EXPENSIVE!!!
Infact I would say my battleship insurance is just as expensive as supporting my ex hooker...er....ummm I mean ex wife!
