There are at least two references to the time frame in the first post as well as Seleene confirming that it's true so learn to read I guess.

Everyone else is just paying isk for absolutely nothing except to be a recruiting farm alliance from which bob cherry picks the best pvpers and most dedicated players. Honestly, bob's model of survival needs their pets to die every now and then, so they get fresh blood in their recruitment, people not in a business association with bob don't want to join the cheating, megalomanic side of eve so their recruitment has only 1 avenue. For all the **** Mpire, f4t4l etc get, imo they made the best choice, to have fun fighting for themselves, and develop their areas without constricting orders.
