I dunno, I thought RahXephon was better than Neon. Not that I think it's the best ever, but I thought RahXephon was better.
For best ever, I think I would have to go with either Kenshin OVA, or Princess Mononoke.
For a series, I'm going to take an unpopular choice and say Monster. I think that's the best series I've seen to date, more for it's originality amongst anime, as well as cleverly written from time to time.

Ghost in the Shell - loved the movie, couldn't get past episode 2 of Stand Alone Complex because of the irritating little blue robot thing.
Watching Samurai Champloo atm and loving every episode.

Princess Mononoke was alright, but only in Evangelion do you have a 14 y/o faps over his female schoolmate's unconcious body. As far as I'm concerned, thats pure win.

honestly, try RahXephon.
piece of mind tho: cast all your preconceptions about RahXephon being an Evangelion clone and such.
if you think beyond that preconception, you will see that RahXephon can, indeed, be a "better" eva. ---

RahXephon didn't have enough psychological substance for me to put it that close to NGE. Not to mention I prefer NGE's perspective on the psychological effects of a previously 'false' and planned dogma on mental development, instead of what is actually happening. Tying this not only into the lack of a female figure for nearly all the main characters, but father's who's purpose is already set in stone and culturally distant from their child.
RahXephon was a great series and one of the best overall, but not better in my opinion. Some beautiful animation for sure and nice relationships. --------

My personal faves in no particular order are:
GITS - Any of them they are all great Macross Zero - A short little OVA series (5 episodes), so not much story etc but it was awesomely animated Full Metal Panic! - I'm only 16...I'm allowed to find watching a teenage mercenary muck things up in high school amusing [Plus it has mechs ] Serial Experiments Lain - for pure weirdness! Cowboy Bebop + Samurai Champloo - equal amounts of win (done by same director if im not mistaken) Gungrave - Was just cool tbh
Would also like to add that I am an avid hater of NGE fanboys/girls due to the fact that the series really wasn't that great...was good no doubts there, but its stupidly overrated! (In my opinion anyway) ---

Almost finished watching Ergo Proxy, its a really enjoyable, indepth series if a tad slow in places.

eva? you get to watch it several times and you can get several interpretations, but in the end it still feels a bit.. "incomplete".

Evangelion as best anime? That was a horrible series.
Had DBZ ended with the frieza saga it'd be worth mentioning, but it didn't so it's not, I'd say GITS:SAC, Mobile Suit Gundam Wing and Outlaw Star.

Cowboy Bebop - probably the most stylish anime I've ever seen (have it on DVD) Elfen Lied - character attachment to extreme levels with this one great series, have it on DVD also Ghost in the Shell: SAC - Strong plot and generally entertaining to watch, even if you don't have a clue what's going on. Death Note - Harsh, harsh ending considering the genius and buildup of the series and episodes leading up to it -----

Metalocolypse or Peacemaker, anime that takes itself too seriously can become unbelievably annoying after a period of time ffs watch ALL of Eva then watch Lain and I swear its enough to drive you bonkers.
Peacemaker was probably the best anime I have seen due to the fact it was,funny,serious,action packed,well written and had genuine heartfelt moments,it balanced itself very nicely which I think should be what defines a great anime serise is.
Metalocolypse- well DUH! Dethklok rule the world if you don't know that then you should die.

truth is, some people just want to watch something that has a story with beginning, middle and end, and not try to kill your braincells with an ending that goes pretty much "WTF?" in your face.
Not saying that Eva sucks. it is a good anime, unique and original in its time, but I simply gave up on killing my braincells long ago. ---

Lucky Star is made of pure win 
As for slice of life, you cant get slower than Aria... nice and calm series.
Also, I really liked the Jigoku Shoujo Futakomori. And lots of other stuff people mentioned already. But NGE is... just average. And I really hated the manga episode.

I was 14 when I watched this - found it by accident when looking around for Fullmetal Alchemist, I thought it was good aswell. Hopefully they will stop giving Kaname so much sugar/caffine/steroids in the sequel...

Same here - I liked the series by itself but it wasn't worth the near cult that follows it. They are officialy making a new ending for it called Rebuild of Evangellion. Should be worth a look in my opinion, but hopefully it will involve the classic Eva mind**** without the bizzareness and ununderstandability of the series ending. Seriously "Congratulations" wtf?
On the Lucky star thing, yea I will take a look at that, I have heard quite a few good words on it so must have something ^^. Last thing - couldn't find Planetes, so I got convinced to throw "Noir" on the list. Never heard of it but I am told it's a gangster style thriller - opinions?

another vote for cowboy bebop.
my "favourite list" is pretty huge. my whole living room is filled with DVDs and most of them are anime series.
actually if i made a list, i would make a "chapter list" as every series has ups and downs.
one of my favourite chapters will probably always be cowboy bebops "mushroom samba" :)

That was a good one. Tbh I thought Ed was going to steal the ship with the mushrooms in it when I watched it. I have a small stack of DvD's I have zipped archives of my collection on ^^
