No it isn't, the other threads take issue with the excessive speed-tanks, not the MWD. The MWD is a part of that, but it is an essential part of many other set-ups too.

Bravo, pidgeon hole every single person who disagrees with you into the "nano-gang" group. I for one can't even fly HAC's. But I do like having close range boats that can cover the distance between opponents fast enough to remain useful, interceptors that don't die when people look at them funny, and generally tacklers that get there before the target has warped off.

This is more a case of mid-slot scarcity. An AB is a useful tool for anyone looking to reduce incoming turret damage in med to long range engagements, but there are simply better modules that you can fit. People tend to only fit an MWD if they need it, or for fleet where ship-setup is imo a joke as ships are simply reduced to being a gun on the blob ship.
To tone down the speed-tanks to reasonable levels you do not need to nerf them to the point of oblivion, nor harm every other ship that makes use of a module that is an essential part of EVE.
Tweaking ship mass and agility and altering the way certain speed modules stack are amongst the suggestions that can ensure there is a maximum velocity on any ship that is more reasonable allowing same class weaponry to inflict damage akin to that a normal tanker would receive.
However speed will always remain an option for dictating range and escaping combat unless every single ship is given the same base attributes in this field. This is how it should be. the entire Minmatar line-up specializes in using speed and signature to reduce damage (though I doubt it was ever intended as a full tank), and in using speed to dictate range and take advantage of their weapon systems.
A change along the lines of the OP would require a major rebalancing of frigate and destroyer hull vessels, it would require tackling gear to still activate to stop close range ships losing their target while closing the distance, indeed it would take far more work than altering almost any other factor of the problem at hand.
