I would call it a pretty good excuse, since goons have been known in the past to get large gangs together and lag out clients by spamming the local chat with garbage. I wouldn't have believed it could be done if I hadn't seen a dread ganked and also been ganked the same way by goons before.

Chat channels aren't hosted on the same server as the game and therefore don't cause lag. This has been debated and debunked a hundred times before.

Edit: Trying to compare the millions of calculations drones require (which does cause lag) and the comparatively few calculations sending text to other players requires pretty much proves you completely wrong.

There is a bit of merit to what the OP is reporting, due largely in part to the limitations of the client. Something in the code causes considerable CPU overhead whenever text needs to be rendered; you'll see the same thing when you're being attacked by multiple people in a capital ship, as the client tries to render the multiple hits you receive while under attack.

Spamming local with drivel can conceivably generate enough CPU overhead at the client end to prevent someone from properly interacting with the game. In my mind, deliberately spamming local as fast as one possibly can should be considered an exploit; it doesn't do anybody any favors in the realms of interactivity.

Your mileage may vary.
