What would one take into account when trying to determine the actual ISK value of their character? Is it a combination of Skill points, ISK and assets or something else?

name sp how specialized the char is sec status (if deep negative some chars loose value... and alot of it) assets (95% of the time the char will come whit allmost nothing) history (if that char has been used for scams or forum smack.. its likly it will drop in value by alot)

Names of famous sci fi character would increase the price because many people would want that name. IE, The Doctor, The Master, Captain Kirk, Han Solo, Bobba Fett, Macgyver, Matlock

Reputation is also a factor:
Jenny Spitfire, Tarminic, etc might go for quite a large sum. Someone offered to buy Snake Doc for quite a, but I won't sell. It was rather flattering to think I was worth that much

Likewise, I never really figured out why people name their characters after characters from Sci-Fi movies/series... especially in a game that's totally unrelated to any of them or their storylines.

SP. A 50m SP char will sell better then a 10mil SP char, see?
Sec status. If its a pirate it wont sell to carebears, see?
Specialization. Are all the skills in one race? Is it pure PVP or industry? Is it specialized in capital ships only? etc, etc, etc.
Capital Capable?
Isk is never usually sold with a char, it would defeat the point.
Assets. - Assets are usually devalued when selling a character with them, so its often better to sell them before hand or hoard them on a seperate char.
I could sit here for about half an hour writing a post on how to value a char properly, but simply i cannot be arsed.
I will give you one peice of advise tho, if you have a good character sell it now. We went through a 2 month period of chars being stupidly low prices for some reason, it seems to have picked up back to "normal" prices as of the past two weeks. -

I guess this might be true to someone that can stand unoriginal names. I personaly wouldnt own one even if it was given to me for free. Same goes for silly names.. I like mine original and not named after something you might have seen on the tube or sitting next to your computer while making said toon. But when it boils down I say to each thier own.

Definetely names like "AmarrCitizen 875123" or "otcvwjhv" decrease value. Famous and/or sci-fi themed names definetely add value.
On the other hand, some names are just too hillarious to pass up, and could increase value considerably... or the exact opposite. For instance, I remember some guy desperately trying to change his name from "Raven" or "Raven <something>" to anything else, since... well... let's just say "Raven primary" is not a good thing to hear on voicecomms (stupid FC calling ship names instead of pilot names), because there will always be some even bigger numbnuts who will primary YOU instead.
But names like "Your mom", "other guy", "nobody yet" or some other variations of it are probably priceless to carry in fleet combat  C|S|I|N|x. |
