It brings a nice fat juicy freighter into lowsec. Who gives a rats if you don't even get to the station to pick up the contract, you lose a freighter worth several hundred million.
Lets see. Freighter plus platinum insurance is 1.3 billion minus insurance payout of 750 million leaves you out of pocket by about 550 million. On top of that, the contract is still there to lure the next dumb freighter pilot into the system.
Sounds like quite a hoot to me.

look buddy, i don't know about you, but I've been to the Calli University conference seminar "Shuttles projectile weapon: super death weapons?" and the entire principle is unsound as shuttles hold very little honor.

Just to put this out there so no one tries to argue cost efficiency...
10m3 per shuttle. Usually around 8000 isk per shuttle so 800 isk per 1 m3
Iteron Mark V is about 1,300,000 isk (Domain region) with 7,500 cargo bay at lvl 5 Gal Industrial. This is about 173.33 isk per m3.
Now 7,500 / 10 = 750. 750 x 8,000 is 6 mil.
You're paying 6 mil as opposed to 1.3 mil to hold the same amount of cargo as an Iteron Mark V with no expanders. I too attended the Cali University conference regarding shuttles and found them to be very silly.
On a side note - I believe the contractor put one too many 0's and was attempting to use this as a bait contract. Then again I don't know any freighter pilots who would do 1 jump for 10 mil through low sec like that...? Obviously meant to be a trap. ---
