It's someone trawling through the forums. I've not been able to play Eve properly all week but when I popped on to check my skills I found that I'd had one of these within five minutes of my last visit to the forums.
/me shrugs.
I'd petition it except that last time I did that the GM response was 'mission channel' which put me in my place
